In2009,undertheleadershipoftheCPCCentralCommitteeandtheStateCouncil,thepeopleofallnationalitiesofChina,takingastheguidanceofDengXiaopingTheoryandtheimportantthoughtof“ThreeRepresents”,implementedearnestlythescientificapproachtotheeconomicandsocialdevelopment,carefullyputintoeffecttheproactivefiscalpolicyandmoderatelyeasymonetarypolicy,carriedoutthepackageofplansandpoliciesaimingatdealingwiththeinternationalfinancialcrisisinanallroundway,nationaleconomicperformancerecoveredandposedtothegooddirectionandallsocialundertakingsachievednewprogress.

I.GeneralOutlook

In2009,thegrossdomesticproduct（GDP）oftheyearwas33,535.3billionyuan,upby8.7percentoverthepreviousyear.Analyzedbydifferentindustries,thevalueaddedoftheprimaryindustrywas3,547.7billionyuan,upby4.2percent,thatofthesecondaryindustrywas15,695.8billionyuan,upby9.5percentandthetertiaryindustrywas14,291.8billionyuan,upby8.9percent.Thevalueaddedoftheprimaryindustryaccountedfor10.6percentoftheGDP,droppedby0.1percentagepointoverthatintheperviousyear,thatofthesecondaryindustryaccountedfor46.8percent,downby0.7percentagepoint,andthatofthetertiaryindustryaccountedfor42.6percent,upby0.8percentagepoint.

ThegenerallevelofconsumerpricesinChinawasdownby0.7percentoverthepreviousyear.Ofthistotal,thepricesforfoodwentupby0.7percent.Thepricesforinvestmentinfixedassetsweredownby2.4percent.Theproducerpricesformanufacturedgoodsdroppedby5.4percent,ofwhich,thepricesformeansofproductiondownby6.7percent,andformeansofsubsistencedecreasedby1.2percent.Thepurchasingpricesforrawmaterials,fuelsandpowerwentdownby7.9percent.Theproducerpricesforfarmproductsweredownby2.4percent.Thepricesformeansofagriculturalproductionweredownby2.5percent.Thesalespricesforhousingin70largeandmedium-sizedcitieswereupby1.5percent,ofwhich,thatfornewresidentialbuildingswentupby1.3percent,forsecondhandhousinggrewby2.4percent,andthepricesforrentalandleasingweredownby0.6percent.

Attheendof2009,thetotalofemployedpeopleinChinanumbered779.95million,5.15millionmorethanthatof2008.Ofthistotal,311.20millionwereemployedinurbanareas,anetincreaseof9.10million,anewlyincreaseof11.02million.Theurbanunemploymentratethroughunemploymentregistrationwas4.3percentattheendof2009,anincreaseof0.1percentagepointoverthatof2008.

Attheendof2009,China’sforeignexchangereservesreached2,399.2billionUSdollars,anincreaseof453.1billionUSdollarsascomparedwiththatattheendoftheperviousyear.Attheendoftheyear,theexchangeratewas6.8282RMBto1USD,anappreciationby0.1percentoverthatattheendof2008.

In2009,thetotalfiscalrevenuereached6,847.7billionyuan,upby11.7percentoranincreaseof714.7billionyuanoverthatinthepreviousyear.Ofthistotal,thetaxescollectedinthewholeyearreached5,951.5billionyuan,upby9.8percentoranincreaseof529.1billionyuanover2008.

II.Agriculture

In2009,thesownareaofgrainwas108.97millionhectares,anincreaseof2.17millionhectaresascomparedwiththatinthepreviousyear;thesownareaofcottonwas4.95millionhectares,adeclineof800thousandhectares;thesownareaofoil-bearingcropswas13.60millionhectares,anincreaseof760thousandhectares;thesownareaofsugarcropswas1.88millionhectares,adropof110thousandhectares.

Thetotaloutputofgrainin2009was530.82milliontons,anincreaseof2.11milliontonsorupby0.4percentoverthepreviousyear.Ofthistotal,theoutputofsummercropswas123.35milliontons,upby2.2percent,andthatoftheearlyricewas33.27milliontons,upby5.3percentoverthepreviousyear.Theoutputofautumngrainwas374.20milliontons,adropof0.6percent.

In2009,theoutputofcottonwas6.40milliontons,adecreaseof14.6percentoverthepreviousyear,thatofoil-bearingcropswas31.00milliontons,upby5.0percentandthatofsugarcropswas122.00milliontons,adropof9.1percent,thatoftobaccowas2.80milliontons,upby6.7percent,andthatofteawas1.35milliontons,upby7.1percent.

Thetotaloutputofmeatfortheyearreached76.42milliontons,upby5.0percent.Ofthistotal,theoutputofporkwas48.89milliontons,upby5.8percent,andthatofbeefandmuttonwas6.36and3.89milliontons,upby3.6percentand2.4percentrespectively.Attheendoftheyear,469.85millionpigsareregisteredinthetotalstocks,upby1.5percent,and645.07millionpigsareslaughtered,upby5.7percent.Theproductionofmilkwas35.18milliontons,downby1.1percent;thetotaloutputofeggswas27.41milliontons,upby1.4percent.

Thetotaloutputofaquaticproductswas51.20milliontons,upby4.6percent.Ofthistotal,theoutputofculturedaquaticproductswas36.35milliontons,upby6.5percent;andthatoffishedaquaticproductswas14.85milliontons,upby0.1percentoverthepreviousyear.

Thetotalproductionoftimberfortheyear2009reached69.38millioncubicmeters,adropof14.4percent.

Over1.471millionhectaresoffarmlandwasincreasedwitheffectiveirrigationsystemsandanotheradditional1.826millionhectaresoffarmlandwasguaranteedbywater-savingirrigationsystems.

III.IndustryandConstruction

In2009,thetotalvalueaddedoftheindustrialsectorwas13,462.5billionyuan,upby8.3percentoverthepreviousyear.Thevalueaddedofindustrialenterprisesabovethedesignatedsizewasupby11.0percent.Ofthistotal,thatofthestate-ownedandstate-holdingenterprisesgrewby6.9percent,thatofthecollectiveenterpriseswentupby10.2percent,thatoftheshare-holdingenterprisesincreasedby13.3percent,thatoftheenterprisesbyforeigninvestorsandinvestorsfromHongKong,MacaoandTaiwansoaredby6.2percentand18.7percentgrowthforprivateenterprises.Analyzedbylightandheavyindustries,thegrowthofthelightindustrywas9.7percentandthatoftheheavyindustrywas11.5percent.

In2009,oftheindustrialenterprisesabovedesignatedsize,thegrowthofvalueaddedfortheminingandwashingofcoalindustrywas8.3percentoverthepreviousyear;fortheextractionofpetroleumandnaturalgaswas4.8percent;forprocessingoffoodfromagriculturalproduct15.9percent;fortextileindustry8.5percent;formanufactureofgeneralmachinery11.0percent;formanufactureofspecialpurposemachinery13.0percent;formanufactureoftransportequipment18.4percent,ofwhich,20.3percentforautomobilemanufacturing,and20.7percentforshipmanufacturing;formanufactureofcommunicationequipment,computersandotherelectronicequipment5.3percentandformanufactureofelectricalmachineryandequipment12.0percent.Thegrowthofthevalueaddedforthemajorsixhighenergyconsumingindustrieswere10.6percent,ofwhich,thatofthemanufactureofnon-metallicmineralproductswas14.7percent,manufactureofrawchemicalmaterialsandchemicalproducts14.6percent,smeltingandpressingofferrousmetals12.8percent,smeltingandpressingofnon-ferrousmetals9.9percent,productionandsupplyofelectricpowerandheatpower6.0percentand5.2percentforprocessingofpetroleum,coking,processingofnuclearfuel.Thevalueaddedgrowthforthehigh-techindustrywas7.7percentoverthepreviousyear.
