6.2.3项目的HSE承诺HSECommitmentoftheProject
在本项目的设计、采购、施工和试运行期间将确保所有活动、人员和过程完全符合国家、广东省和行业的法律法规、规定和与业主合同中注明的要求：

6.2.3.3坚持预防为主实施风险管理，通过持续进行风险评估及环境影响评价，有效地控制和预防火灾、爆炸、中毒、伤亡、环境污染等安全性事故和紧急情况发生，保证最大限度地不发生事故、不损害人身健康、不破坏环境；

6.4.3消防设计FireProtectionDesign
1）工艺生产安全technicalproducesafety
通过工艺过程中事故紧急停车系统和联锁系统进行控制，一旦生产异常、生产参数超限、机械故障等紧急事故状态时，此系统将迅速发出停车指令，使整个生产过程按步骤安全停车，减少损失；为防止危险超压情况的发生，装置内的压力设备和管道按照规范设置安全泄压系统，当发生系统超压时，泄压系统自动泄压，易燃、易爆、有毒、有害泄放物料送火炬系统燃烧后排放；设备装置露天化，以便让易燃、易爆和有毒物质迅速稀释和扩散；压力设备设有安全阀和爆破膜等泄压设施；装置中有害物料的容器呼吸阀设置安全氮封；液相排放设置密闭排放系统；有害物料的取样采用密闭取样器；装置内设置超限报警、有害气体检测报警、火灾自动报警设施；设备和管道安装防静电设施。
Attributingtotheemergencyhaltsystemandinterlocksystemintechnicalprocess,onceaccidentssuchasprocessabnormity,parametersabnormityandmechanicalmalfunctionoccur,systememitaninstructionofhalt,thenthewholesystemwillhaltstepbysteptoreducetheloss.Whenpressureisgreaterthannormalvalue,thepressureequipmentsandpipelineswillsafelyreleasethepressure,andcombustible,explodable,poisonousandharmfulmaterialswillbesenttotorchsystemforburningbeforeemission.Equipmentsareoutdoorsplacedsothatthesekindsofmaterialscandiffusequicklyandeasily.Pressureequipmentintegratespressurereleasefacilitiessuchassafetyvalveexplosionfilm.Thebreathvalveofharmfulmaterialcontainerintegratesasafetynitrogenseal.Thereisatightsysteminliquidemissionequipmentandatightsamplerforharmfulmaterialsampling.Also,thisequipmentintegratesfacilitiesofoutside-rangealarm,poisonousgasdetectionandalarm,fireauto-alarm.Andelectrostaticprotectionisalsoinstalledinequipmentandpipeline.
6.5安全施工和安装SAFECONSTRUCTIONANDOPERATIONS
6.5.1工作安全性分析JobSafetyAnalysis
IMT将使用业主的工作安全分析系统（JSA）。
JSA的格式将由业主提供，并由IMT完成。
IMTwilluseOwner’sJobSafetyAnalysissystem（JSA）.TheJSAformatshallbeprovidedbytheOWNERandcompletedbyIMT.
6.5.2.1在下列情况下应进行JSA分析，并确定采取的安全措施：
JSAshouldbedoneandsafetymeasuresshouldbetakencertainlyinthefollowcases:
1）高风险工作：
如常压塔、减压塔、常压炉、减压炉的吊装；升降机、射线探伤作业、高处作业、施工用电、喷砂等；
Highriskjobs：
suchasliftingofatmosphericandvacuumdistillationunit/furnace，elevator,radiantraydetecting,workingatheight,constructionpowersupply,blastingetc.
2）新的工作或任务，如特种钢焊接等；
Newjobsorbusinesses，suchasweldingofspecialtypesteel.
3）工作中使用了新的设备或程序；
Newequipmentsorprocedurestobeusedinwork,
4）历史上高事故的工作；如吊装；升降机、射线探伤作业、高处作业、施工用电、喷砂等；
Jobswithhighaccidentrateinhistory,suchasrigging，elevator,radiantraydetecting,workingatheight,constructionpowersupply,blastingetc.
5）产生有害废物的工作,如；
Worksitewithharmfulwasteproduced,
6）HSE经理认为需要进行JSA的工作
JobsthatengineeringmanagerrequiretodoJSA.
6.5.4施工安全程序ConstructionSafeWorkPractices
6.5.4.1文明施工Housekeeping
IMT按照业主程序保持一个干净和整洁的现场。
IMTshallmaintainacleanandtidySiteinaccordancewithOWNERprocedure.
6.5.4.2照明Lighting
IMT将保证工作区域施工时有充足的照明。
IMT将提供安全的照明设备。
自接的照明设备应符合有关标准并通过业主审批。
IMTshallensurethatworkisperformedonlyinareasandattimeswhereadequateilluminationexists.IMTshallprovidealllightingrequiredtosafelyperformwork.ArtificiallightingequipmentshallbemanufacturedtoarecognizedstandardacceptabletoOWNER.
6.5.4.3梯子和脚手架LaddersandScaffold
IMT将遵守业主关于梯子和脚手架的程序，脚手架施工应通过业主审查。
（符合中国标准）。
IMTshallcomplywithOWNERLadderandScaffoldProcedureandusescaffoldmaterialacceptabletoOWNER（chinastandardorequivalent）.
脚手架应是钢制结构，使用前必须检查，检查合格后方可使用。
IMTscaffoldmaterialsshallbemadeofsteel.Allscaffoldsmustbeinspectedpriortouse.
IMT将检查工作范围内可能存在的塌落危险，必要的地方将安装扶手栏杆。
栏杆应设置为顶部横杆、中部横杆和挡脚板。
竖向支撑栏杆是必须的。
IMTshallreviewthefallhazardsinvolvedinitsscopeofworkandconstructstandardhandrailsystemswhererequired.Handrailsshallbeconstructedwithatoprailandshallhaveamid-railandtoe-board.Verticalsupportpostsforhandrailswillberequired.
IMT将检查所有用于本项目的梯子，保证梯子材料为玻璃钢或金属，有防滑动腿。
通常禁止自做梯子。
现场制作梯子的设计、安装、使用前须得到业主批准且应有限的使用。
IMT将建立梯子检查程序并建立梯子季度检查文件，附加业主签名和号码加以区分。
IMTshallmonitorladderstoensureallladdersusedontheProjectarecommerciallyconstructedoffiberglassormetal,havenon-slipfeet.Generally,jobmadeladderswillbeprohibited.SitefabricatedLadderswhichareproperlydesigned,constructedandapprovedbytheOWNERpriortousemaybeacceptableinlimitedapplications.IMTshallhaveaLadderInspectionProcedureforthedocumentedquarterlyinspectionofladders.Toachievethisidentificationmethod（i.e.Ownernameandnumber）andmeanstoindicateinspectionstatus（i.e.tape）shallbedeveloped.
6.5.4.4路障Barricades
IMT将遵守业主围栏拦,标志和信号的程序，并合理地架设,维护,运用围拦和障碍来提供充分保护,不妨碍其他承包商的工作，除非得到业主批准。
IMT将在围拦和障碍设置适当标志和标记表明区域危害因素和负责的安全监督人员。
在黑暗处或与车行道接近的护拦应设置适当的闪光灯。
保证其雇员了解和遵守护拦和路障规定（例如“禁止进入”）。
IMTshallcomplywithOWNERBarricades,SignsandSignalsProcedure.IMTisresponsibleforproperlyerecting,maintaining,andutilizingbarricadesandbarriersinsuchamannerthattheyprovideadequateprotectionanddonotimpedetheworkofotherIMTunlessOWNERapprovessuchplacement.BarricadesandbarrierserectedbyIMTshallhaveappropriatesignsandtagsindicatingthenatureofthehazardandtheresponsiblesupervisor.Barricadesleftafterdarkonorincloseproximitytoroadwaysshallbeproperlyequippedwithflashinglights.IMTshallensurethatemployeesunderstandandcomplywithbarricadeandbarrierprocedures（i.e.entryintoprohibitedareas）.
6.5.4.5洞口与周边警戒FloorOpeningsandElevatedWorkPerimeters
IMT将在所有洞口设置路障或坚固的盖板（至少承受两倍预期载荷）。
所有盖板应印刷或喷涂警告:
"开放孔洞-危险,不要移动。
”
