I.ReviewoftheTenthFive-YearPlanPeriod
Overthepastfiveyears,thepeopleofBeijinghavebeenputtingintopracticeascientificoutlookondevelopment,makinginstitutionalinnovations,restructuring,improvingtheenvironment,andstrengtheningmanagement,andthecityhasbeendevelopinginanall-roundwayundertheleadershipoftheCentralCommitteeoftheCommunistPartyofChina(CPC),theStateCouncilandtheBeijingMunicipalCommitteeoftheCPCandtheguidanceofDengXiaopingTheoryandtheimportantthoughtofThreeRepresents.Theseeffortshavebeencenteredonthestrategicconceptof“NewBeijing,GreatOlympics,”andtheyhavemadetremendousachievementsinreformandopeningupandthemodernizationdrive.
1.Thecapital'seconomyenjoyedsustained,rapid,balancedandsounddevelopment,andoveralleconomicstrengthreachedanewhigh.Accordingtopreliminarystatistics,Beijing'sGDProsebyanaverageof11.9%annuallyduringtheTenthFive-YearPlanperiod,anditstotalGDPamountedto681.45billionyuananditspercapitaGDPwasUS$5,457in2005.Therewascontinuedimprovementintheeconomicstructure,andtertiaryindustryaccountedfor67.7%oftheeconomy,2.8percentagepointshigherthanin2000.Fixedassetinvestmentinthecityreached1,085.74billionyuan,up98%fromthefigurefortheNinthFive-YearPlanperiod,andthetotalvolumeofretailsalesofconsumergoodswas1,166.26billionyuan,up71%.Weresolutelyimplementedthemacroregulatorypoliciesandmeasuresofthecentralauthorities,strengthenedregulationoftheeconomy,andbroughtunsoundfactorsineconomicactivitiesundereffectivecontrol.Governmentrevenueincreasedfrom34.5billionyuanto91.92billionyuanbetween2000and2005,representinganannualaverageincreaseof25.3%calculatedinthesamecaliber.Energyconsumptionforeach10,000yuanofGDPdroppedbyanannualaverageof5.4%,andwaterconsumptiondecreasedbyanannualaverageof13.3%.Asaresult,thequalityandbenefitsofeconomicgrowthimprovedsignificantly.
2.Scienceandtechnology,educationandhealthcaredevelopedsteadily,andothersocialundertakingsprogressedinacomprehensiveway.Significantheadwaywasmadeinaninnovationsysteminthecapital;theprincipaltaskssetforthinthefive-yearplanforupgradingtheZhongguancunScienceParkwerecompleted;andinitialstepsweretakentoconcentratehighandnewtechnologyindustries.SpendingonR&Dinthecityrosebyanannualaverageof22.1%,andthecontributiontoeconomicgrowthduetoscientificandtechnologicaladvancescontinuallyincreased.Werestructurededucation,strengtheningelementaryeducation,particularlyruralcompulsoryeducation,werethefirstinthecountrytomakehighereducationuniversallyavailable,andaccelerateddevelopmentofvocationaltraining.TheproblemofprovidingcompulsoryeducationforchildrenwhoseparentshavecometoBeijingtoworkwasbasicallysolved.Governmentspendingoneducationalundertakingsincreasedincompliancewiththelaw.WewonavictoryinthecampaignagainsttheSARSoutbreakandeffectivelybroughttheoutbreaksofhighlypathogenicavianfluundercontrol.Weimprovedthepublichealthsystemanddevelopedhealthcaredeliveryatthelocallevel.Thecoverageofhealthservicenetworksreached81%inurbanandruralcommunities.Steadyprogresswasmadeinpopulationcontrolandfamilyplanningwork.Constructiononanumberofmajorpublicculturalfacilitiesforlocalcommunitieswascompleted,invigoratingtheirculturallife.Undertakingsinradio,filmandtelevision,thepressandpublishingandphilosophyandsocialsciencesthrived.Extensivefitnessprogramsforthegeneralpublicwerelaunched,andathletesrepresentingBeijingdidwellattheAthensOlympicsandChina’sTenthNationalGames.
3.Urbandevelopmentwasaccelerated,andtherewasmarkedimprovementinthecapacityofcityservices.Actualinvestmentininfrastructuredevelopmenttotaled220billionyuan,anincreaseof60%overthefigurefortheNinthFive-YearPlanperiod.WeformulatedandimplementedtheBeijingTrafficDevelopmentProgramandrelievedtrafficcongestionbyoptimizingstructuresandmakingfulleruseofexistingroads.Constructiononallrailtransitfacilitieswasaccelerated,andtheroadnetworkwassignificantlyimproved.WorkwasbegunonthemajorprojectstoexpandtheCapitalInternationalAirportandconstructtheBeijingsectionofthesouth-to-northwaterdiversionproject.Theenergystructurewasimproved,withannualelectricityconsumptionreaching50.71billionkWhin2005andannualnaturalgasusetotaling3.17billioncubicmeters,andtheareasuppliedbycentralheatingstationsreaching330millionsquaremeters.Weworkedunceasinglytopromotepollutioncontrolworkandecologicalimprovementefforts.Asaresult,airqualityinthecitydistrictsreachedGradeIIorbetter64.1%ofthetime;therateofwastewatertreatedreached70%inthe8centraldistricts,and40%inoutlyingcitiesandtowns;theproportionofhouseholdwastesafelydisposedofreached95.2%inthe8centraldistrictsandoutlyingareasand46.6%intheruralareas;andtheproportionoflandcoveredbyforestsorlandscapingcontinuedtorise.Weimprovedenvironmentaldevelopmentinurbanareas,cleanedupriversandlakes,upgradedpublicrestroomsandredevelopedinnercityvillages,resultinginconstantimprovementintheoverallappearanceofthecity.Plansandregulationswereformulatedandimplementedtoprotecthistoricalandculturalsites,effortstoprotectandrestoreculturalrelicswerestrengthenedandWorldCulturalHeritagesiteswereprotected.Wethoroughlyinvestigatedandeffectivelyeliminatedalltypesofdangerousconditions,workedoutacomprehensiveemergencyresponseplanforpublicemergenciesandcreatedacontingencycommandsystemformunicipalanddistrictlevels,resultinginamarkedimprovementinpublicsafetymanagement.
4.Weworkedhardtosolveproblemsaffectingagriculture,ruralareasandfarmers,andfarmers'interestsreceivedeffectiveprotection.Weshiftedthefocusofgovernmentworkmoretoruralareasandsignificantlyincreasedspendinginoutlyingareas.Wefullyimplementedthe221ActionPlan[twosurveys,twokeysupportsofscienceandcapital,andoneplatformforcomprehensiveagriculturalinformation]anddevelopedmodernurbanagriculture.Infrastructureinoutlyingareaswasimproved,withallvillagesconnectedtopavedroads,33centraltownsprovidedwithcentralwatersupplies,theproblemofsafedrinkingwaterfor1millionruralresidentswassolved,andradioandtelevisionreceptionwasbasicallybroughttoallvillages.Developmentofnetworksforsupplyingandsupervisingpharmaceuticalsinruralareaswascompleted.Theworkofrelocatingmountaindwellers wasresumed,and14,000farmersweremovedoutofareaspronetolandslidesorthathavebeenexcessivelymined.Wedeepenedruralreforms,basicallycompletedtheworkofverifyingruralland-userights,rescindedtheagriculturaltaxandsurcharges,revisedthemethodsofcompensatingandresettlingpeopledisplacedfromexpropriatedland,andsatisfactorilysolvedlongstandingproblemssuchasdelaysincompensatingfarmersforexpropriatedland.Weimplementedapolicyofdirectlygrantingsubsidiesforgrainproduction,setupacompensationmechanismforprotectingmountainforests,increasedcompensationforlandexpropriatedforgreenbeltsaroundthecityandfortendingtothem,andgrantedspecialsubsidiestovillageorganizationstohelpthemdeveloppublicserviceundertakings,allofwhichgreatlyincreasedbenefitsforruralresidents.
5.Wedeepenedreformandopenedwidertotheoutsideworld,andcontinuallyimprovedtheenvironmentfordevelopment.WeconscientiouslyimplementedtheAdministrativePermissionLaw,adjustedthemanagementsystemsofwateraffairsandsixothergovernmentdepartments,carriedforwardreformofthemunicipaladministrationsystem,andmadefurtherprogressinrestructuringgovernmentfunctions.Thepublicfinancemanagementsystemsatthemunicipalanddistrict(county)levelswereoptimized,andtherewasconstantimprovementinthestructureofbudgetaryexpenditures,withpublicspendingaccountingfor87%ofallexpenditures.Progresswasmadeinallaspectsofthereformofstate-ownedenterprises,strategicrestructuringofcity-ownedfinancialenterpriseswascarriedout,reformofinvestmentandfinancingforinfrastructurewasfurtherdeepened,andsteadyprogresswasmadeinthestandardizationofthemanagementoftherealestatemarket.Majorprogresswasmadeinculturalrestructuring.Thenumberofitemsrequiringmunicipalgovernmentapprovalandthenumberofannualinspectionsrequiredforenterpriseswerefurtherreduced,andmorepoweroverexaminationandapprovalwasdevolved.Aframeworkfore-governmentwasbasicallyformed,andthefull-serviceagencysystemandone-stopserviceswereexpanded.Theprivatean
