Emergency Response Plan（应急预案）

　　emergencyresponseplan（应急预案）

　　1.scope

　　thisprocedureisdevelopedtoeffectivelypreventandcontroltheoccurrenceofaccidents,ensuresafetyofallpersonnelandproperty.thisproceduredefinesthestagesofprevention,response,andrecoversofemergencyresponseprocessinaccordanceofthecompany’shazardsidentified,andreducesthedamageorimpacttoalarp.

　　1.范围

　　为有效预防和控制事故发生，保证公司员工人身安全和设备财产不受损害，对于公司可能发生紧急情况的危险源点能够通过预先控制、应急反应、事后处理等三个阶段有效地开展各项应急救援工作，把所发生的事故（事件）的损害与影响降低到最小程度，制订本规定。

　　2.scopeofapplication

　　thisprocedureappliestoemergencypreparednessandresponseforallaccident/incidentandemergencyinallwisonoperatinglocationsandsites,includingthosewhereworkisbeingundertakenonbehalfofwison.itincludesthefollowingitemsbutnotlimited to:

　　a.  workshopandconstructionareaofthecompany;

　　b.  officebuilding,officeintheworkshopandrestareas;

　　c.  warehouseandsiteworkarea;

　　d.  workingoverwater（workareathecompanyhasmanagementauthorityfor）

　　e.  selfrescueactivitywhensignificantaccidentoremergencyoccurrednearbyendangerssafetyofourcompany.

　　alldepartmentandprojectteamaswellasinterestedpartieswithinthescopeofthecompanyshallfollowtherequirementsofgeneralprincipleoftheemergencyresponseplan,andactinaccordancewiththeemergencyresponseplanintheeventofanyemergency.ifthereisanyconflictbetweenthisprocedureandnationallaws,regulations,thisemergencyresponseplanwillamendtomeetrequirementsoftheabovelawsandregulations.

　　2.适用范围

　　本程序适用于公司管辖区域和负有管理权限的活动范围内所发生的危险源点的健康安全环境事故（事件）、险情的应急准备和响应。

包括但不限于下列描述：

　　a.公司各单位的工作车间、设备制造场所；

　　b.办公楼宇、车间内部人员办公及休息场所；

　　c.施工场地各单位的库房、现场作业区；

　　d.水上作业区（负有管理权限的作业区域）；

　　e.周边单位发生重大事故或险情，危及我公司安全时的自我救护活动。

　　各部门和项目组及在公司管辖内的相关方均应遵守公司应急救援预案的总体原则要求，当紧急状况发生时，必须按照公司应急预案的统一要求开展应急救援活动；若本规定同上级主管机关、国家法律条款发生冲突时，本公司应急预案应自动修改并符合其要求，其他规定则按要求执行。

　　3. 组织机构

　　a.应急指挥中心：

宏强重工有限公司应急工作的最高指挥机构。

负有应急响应的决策权。

　　b.应急办公室：

应急办公室是应急工作的常务机构，在应急总指挥的领导下开展工作，负责具体事务的组织、监督和管理。

应急办公室主任：

安全环保部部长。

安全环保部全体成员

　　c.应急小组：

应急小组是在紧急情况下的第一应急响应机构，保证与上级应急指挥部门联系沟通，及时落实应急情况下的各种应急响应工作，可按照响应时的不同职能分为抢险组、救护组、通讯联络和情报组、警戒组等，组员对小组长负责。

应急小组成员组成如附件一所示。

　　d.   responsibleforpre-controllingpotentialrisksofthecompany,includingreviewingemergencymaterials,organizingroutineinspectionofpotentialrisks,reviewingemergencycommunicationresources,etc.

　　e.   duringemergencyresponse,responsibleforissuingtheordertomobilizevariousforcestorushtodealwithanemergencyandparticipateinrescue;andmakingdecisionontreatmentplanformajoraccident.

　　f.    responsiblefordecidingtime,contentandmethodofexternalreportorapplicationforsupport.

　　g.   responsiblefororganizingaftermathtreatmentofemergencyincidentandinvestigationworkofaccident,andpreparingcountermeasures.

　　a.    responsiblefororganizingandimplementingcontentsofemergencyresponseplan.

　　b.   responsibleforissuingforecastaccordingtoavailableinformationduly,organizingtoestablishemergencydutyroom,andtakingproperemergencypreventivemeasures.

　　c.    responsibleforassistingemergencycommandcenterunderemergency,circulatingeachdecisionandarrangement,coordinatingandarrangingrescueforceofitsarea,andcarryingoutrescueworkquicklyandeffectively.

　　d.   responsibleforreportingimplementationofemergencyresponseplanandemergencyresponseunderemergencytoemergencycommandcenter.

　　e.   responsiblefordraftingemergencydrillplan,preparingdrillprogramandorganizingtrainingandimplementation.

　　4.3rolesandresponsibilitiesofeachemergencyresponseteam

　　a.    responsibleforemergencyresponseasperteamfunctionswhenemergencyoccurs.

　　b.   responsibleforreportinginformationtoemergencyresponseofficeoremergencydutyroomatanymoment.

　　c.    responsibleforparticipatingintrainingsanddrillsasperrelevantrequirements.

　　4.3.1emergencysquadteam:

　　a.    responsibleforusingeachkindofemergencymaterialstodevelopemergencyrescueanddisasterreliefworks.

　　b.   responsibleforeliminating,controllingofemergency,andpreventinginfluencefrombeingincreasedandextentfrombeingdeepened.

　　c.    responsibleforremovinghazardousmaterialsorothermaterialsaroundtheaccidentscenetopreventandminimizeleakage.

　　d.   responsiblefororganizingexternalrelevantpartiesinthesitetoprovidecooperationintheirpower.

　　e.   responsibleforrescueinjuredpersonoutoftheaccidentarea,soastoprovideconditionsforrescue.

　　f.    responsibleforcooperatingwithexternalsupport（firebrigade,etc.）tocarryoutemergencyrescueanddisasterrelief.

　　4.3.2rescueteam:

　　a.    responsibleforcarryingoutfirstaidforinjuredpersonswhoweresavedoutfromthedangerousarea.

　　b.   responsibleforprovidingassistancetoexternalsupport（hospital）.

　　4.3.3communicationandinformationteam:

　　a.    responsibleforkeepingcommunicationandinformationcirculationamongemergencyresponseteam,emergencyresponseoffice（dutyroom）andemergencycommandcenterinanycase（includingthecasethatitcouldnotusecommunicationequipment）.

　　b.   responsibleforcountingofemergencyevacuationpersonnelandverifyingthenumberofpersonnel,soastoensureallpersonnelhaveevacuatedtosafeplace.

　　c.    responsibleforcollectingandprovidingeachkindofinformationrequiredforemergencyresponse,includingplotplan,listofemergencymaterials,allrequiredcontactinformation（includingcontactmethodofrelevantperson’sfamilies）,etc.

　　4.3.4guardteam:

　　a.responsibleforclosingtheareawhereaccidentandemergencyoccurredtopreventirrelevantpersonnelfromenteringintothehazardousarea.

　　b.  responsibleforcontrollingspreadofrelevantinformationtopreventlosingcontroloftheinformation.

　　4.     职责

　　4.1 应急指挥中心职责

　　a.    组织编制《应急预案》。

　　b.   领导应急抢险工作。

　　c.    组织、监督、检查应急预案的贯彻实施。

　　d.   负责对公司潜在危险的预先控制，包括对应急物资的审查、组织潜在危险的定期检查、应急通讯资源的审查等。

　　e.   在应急响应中，下达调动各种力量参加抢险、救援的命令；决策重大事故的处理方案。

　　f.    决定对外汇报或请求支援的时间、内容、方式。

　　g.   负责组织应急事件的善后处理及事故的调查工作，制定防范措施。

　　4.2应急办公室职责

　　a.    负责应急预案内容的组织实施。

　　b.   根据掌握的信息，适时下达预报，组织成立应急值班室，采取适当的应急预防措施。

　　c.    紧急情况时协助应急指挥中心，传达各项决定和部署，协调安排本区域的救助力量，迅速、高效实施救助工作。

　　d.   负责向应急指挥中心报告应急预案落实情况和紧急情况下应急响应情况。

　　e.   负责拟定应急演习计划，编制演习方案并组织培训和实施。

　　4.3各应急小组职责

　　a.    在紧急情况发生时按照分组职能进行应急响应。

　　b.   随时将消息向应急办公室或应急值班室报告。

　　c.    按照要求参加训练和演习。

　　4.3.1抢险组：

　　a.利用各种应急资源开展抢险救灾工作。

　　b.消除事故状态，控制事态发展，防止影响扩大和程度加重。

　　c.及时转移事故发生地点周围的危险物资和其他物资，防止和减少泄漏。

　　d.组织在场地的外部相关方进行力所能及的配合。

　　e.及时将受伤人员抢救出事故现场，为抢救提供条件。

　　f.配合外部支援（消防队等）进行抢险救灾。

　　4.3.2救护组：

　　a.对抢救出危险区域的受伤人员进行急救。

　　b.对外部支援（医院）给予协助。

　　4.3.3通讯联络和情报组：

　　a.负责在任何情况下（包括通讯器材无法使用）保持应急小组、应急办公室（值班室）、应急指挥中心间的通讯联系和信息传达。

　　b.负责应急疏散人员的清点汇总和人数核对，确保所有人员安全撤离。

　　c.负责收集和提供各种应急响应所需要的情报，包括平面布置图，应急物资清单，所有需要的联络方法（包括伤亡人员的家属的联络方式）等。

　　4.3.4警戒组

　　a.负责对发生事故和紧急情况的区域进行封闭，防止无关人员进入危险区域。

　　b.控制有关信息的传播，防止信息失控。

　　5.3场地医务室设在舾装车间附楼一楼。
