1.目的Purpose
编制此程序的目的是确保本项目消防水系统（含自动喷淋系统）、生活给排水系统的管道工程质量符合设计及相关规范的要求，保证现场的安全、文明施工达到HSE管理程序的标准。
Thepurposeoftheprocedureistoensuretheprojectqualityoffirewatersupplysystem（includeautosprayextinguishersystem）、drainagesystempipeforlifemeetwiththerequirementsofdesignandrelatedstandards,ensuresafety、civilizationconstructionatsitereachthestandardsofHSEmanagementprocedure.
2.范围Scope
本程序文件适用于越南北氮改扩建项目消防水系统、生活给排水系统的管道的安装施工，所有消防给水管道、生活排水系统的管道的施工操作及验收标准除非设计另有规定，均参照本作业程序。
TheproceduredocumentisavailabletoinstallationconstructionofburiedpipesofundergroundnetworksforRevamping-ExpandingHaBacNitrogenousFertilizerPlantProject，theconstructionoperationaswellasinspectionandacceptancestandardsofallundergroundnetworksinstallationmustrefertothisoperationprocedure，unlessthereareotherregulationsfrompipemanufactures.

4.主要职责duties
4.1总承包商EPCcontractor
4.1.1管道安装负责人pipingdirector
✓准备管道施工分包计划Preparetheplanofpipelinesub-contractor
✓负责安排施工主材采购报验及运输工作
✓Responsibleforthepurchasematerialinspectionandtransportation
✓指定分包商的临时设施的位置和布局
✓Decidethelocationandlayoutofsub-contractor’stemporaryfacilities.
✓监督分包商施工的全过程,并监督、协助分包商按质按期完成施工任务
✓Supervisetheconstructionprocessofsubcontractor，urgeandassistthesub-contractorstofinishthetaskontimeandmeetthequalityrequirements.
✓负责监理公司/业主、分包商及其他部门的工作协调和沟通
✓Coordinateandcommunicatewithsupervisecompany，owner，sub-contractorsandotherdepartment.
4.1.2管道施工工程师Pipingengineer
✓依据施工图及相关规范标准编制施工作业程序,并提交业主批准,监督分包商依据施工作业程序开展施工作业
✓Prepareconstructionproceduresaccordingtotheconstructiondrawingsandrelevantstandards，andsubmitittothesupervisioncompany/ownerapproval.supervisethesub-contractorsworkaccordingtoconstructionoperationprocedures.
✓与监理公司/业主、分包商和其他部门的协调和沟通制作、安装现场的各项工作。
✓Coordinateandcommunicatewithsupervisioncompany/owner，sub-contractorsandotherdepartmenton-site.
✓编制施工设备、机具、人力及施工进度计划，负责施工进度和质量日常监督。
✓Preparetheconstructionplansofconstructionmaterials，equipment，machineryandconstruction.Monitorthescheduleandquality
✓提交检查清单和检查报告给监理公司/业主，及时进行第三方质量共检；并负责共检结果的存档工作。
✓Submitchecklistandinspectionreporttothesupervisioncompany/owner，carryoutthequalityexaminetimelytogether.Andresponsiblefortheresultsrecording.
4.1.3焊接工程师weldingengineer
✓准备WPS＆PQR
✓负责焊工资格认证,组织焊工的考试,录用合格的焊工
✓Responsibleforthequalificationofwelders，organizethetestforweldersandemployqualifiedwelders.
✓监督检测单位的资质报验,协调分包商和第三方检测单位的检查工作。
✓Supervisequalificationinspectionoftestingcompany.Coordinatingsubcontractorsandtestingcompanyofthethirdpartyfortheinspectionwork.
✓监督分包商开展现场焊接质量的检查工作
✓Supervisingsubcontractorsfortheinspectionofweldingqualityon-site.
4.2分包商Sub-contractor
4.2.1施工经理Constructionmanager
✓调配足够的施工设备、机具、人力以达到总承包商施工进度计划及质量的要求
✓Mobilizeenoughconstructionequipment、tools、manpowersoastoachievetherequirementsoftheconstructionscheduleandthequalitybytheprimecontractor.
✓根据材料计划安排购置施工用料，并配备现场施工的必需品
✓Areangeforpurchasingconstructionmaterialsaccordingtothematerialpurchasingplan，andequippedwiththenecessitiesfortheconstructionon-site.
✓负责施工场地的规划，设备及人力的组织安排
✓Responsibleforthesiteplanning，theorganizationarrangementofequipmentandmanpower.
✓控制施工进度、确保施工质量和施工安全。
✓Controltheschedule，ensuretheconstructionqualityandsafety.
4.2.2管道工程师steelstructureinstallationengineer
✓完全了解管道图纸设计的各项内容及相关规范的要求，负责对现场施工人员的技术指导
✓Absolutelyunderstandthedesigncontentsandproceduresofthepipingdrawingsandtherelevantspecificationrequirements；responsibleforguidancetotechnicalpersonnelon-site.
✓分配适当人力及机械设备从事现场的施工作业，编制施工作业程序，监督检查施工作业计划的完成情况，及时上报施工经理
✓Assignanproperworkersandmachinesforconstructionworkon-site；prepareconstructionplan，superviseandinspectthecompletestatusoftheconstructionplan，andreporttoconstructionmanagertimely.
✓统筹安排各施工工序的人力配备，协调各工序的交接工作
✓Arrangemanpowerforeachconstructionprocess，andcoordinatethehandoveroftheworkfortheconstructionprocess.
4.2.3焊接工程师weldingengineer
✓协调总承包商做好焊接技能认证工作
✓Assistingthegeneralcontractorincompletingskillscertificationforwelders.
✓监督执行焊条的保管、烘焙及发放程序
✓Superviseandexecutethereserve，bakingandreleaseprocedureoftheelectrode.
✓监督焊缝的焊接施工严格执行WPS文件规定
✓SupervisetheconstructionofweldingthatexecutethedocumentofWPSstrictly.
✓配合检测单位做好焊缝的无损检测工作，做好焊接记录及无损检测质量检查记录
✓Cooperatewiththetestingunitstodothenon-destructiveinspectionworkforweldwell，makeweldingrecordsandthequalitycheckedrecordsofnon-destructiveinspection.
✓负责不合格的焊缝的返修及复检工作
✓Responsiblefortherepairandreviewoftheunqualifiedweldseam.
4.2.4管工pipefitter
✓在管道工程师的指导下进行组对安装工作
✓Carringouttheinstallationofpipesunderthedirectionofpipeengineer.
4.2.5焊工welder
焊工应持有与其焊接工作对应的焊接项目授权证书，并按照WPS完成管接的焊接工作
Theweldersmusthavetheauthorizedcertificatesforrelevantweldingwork，andcompletingweldingworkconformwithWPS.
4.2.6装配工rigger
指导吊车吊装作业,并为施工作业搭设操作平台
Directthecraneoperatethewinch，andscaffoldaworkingplatformtoassistpipefittertoerectpipingmaterialorspool.
4.2.7机械操作工machineoperators
机械操作工要按照机械的操作规程操作施工机械,做好机械的常规保养。
Themachineoperatorsmustoperatemachinesaccordingtotheoperatingregulationsofmachines，andmustmaintainthemachinesroutinelywell.

5.2施工前准备Preparationsforconstruction
5.2.1施工总体安排thegeneralscheduleofconstruction
✓管道交叉时应遵守的施工程序,先主管后支管。
✓Theconstructionprocesswhenpipesarecrossings：
mainpipesthenbranchpipes.
✓施工时将会与土建、安装专业发生交叉施工，要将施工重点放在一个施工区域，一次性完成该施工区域内的所有消防管道、给排水管道安装，再转移到下一个施工区。
✓Itwillhappencrossingconstructionbetweencivilworkandinstallingworkduringconstruction，placingthekeyofconstructioninaconstructionarea，completinginstallationofallburiedpipesinsuchconstructionareaone-off，thentransferringtonextconstructionarea.
✓根据业主方施工部署，合理调节管道施工部位，保持施工道路通畅，做好文明施工，合理利用现场场地。
✓Accordingtotheconstructionarrangementfromowner，adjustingtheconstructionareasofpipesreasonably，keepingconstructionroadsfree.Achievingexcavatingoneandrestoringone,completingcivilizedconstructionandmakeuseofsitereasonably.
✓5.2.2技术准备technicalpreparation
✓图纸会审drawinginspection
✓由施工单位组织技术人员对施工图进行会审，认真熟悉各系统的设计参数及尺寸要求，对施工图的疑问及难点做好图纸会审记录
✓Thecontractionunitorganizestechnicianstoinspectconstructiondrawings，theconstructionunitmustbefamiliarcarefullywithdesignparametersandsizerequirementsofeachsysteaswellasmakerecordsfordrawinginspectiononproblemsanddifficultiesofconstructiondrawings.
✓设计交底designdisclosure
✓由设计代表向施工单位的技术人员进行现场的设计交底，负责向施工单位解释施工图中的疑难点，并做好设计交底记录。
✓Thedesignrepresentativesmaketechnicaldisclosuretotechniciansofconstructionunitonsite，andthedesignrepresentativesareresponsibleforexplainingproblemsanddificultiesinconstructiondrawings.
✓编制分段管段图drawingupsectionedisometricdrawings
✓由分包商管道工程师按施工图的尺寸要求，将各系统管道分段，并标注出焊缝编号。
✓Thepipeengineersfromsubcontractorsmustaccordwithsizerequirementsofconstructiondrawingstodevidepipesofeachsystemintosectionsandindiatetheidentifyoftheweldlingline.
✓制订质量检验标准drawingupstandardsofqualityinspection
✓由总包商管道工程师按设计及施工规范的要求，编制各工序检查标准，并汇总成系统文件报业主、监理批准，作为安装检查的指导文件（ITP文件）
✓Thepipeengineersformgeneralcontractormustaccordwithsizerequirementsofdesignandconstructionspecificationtodrawuptheinspectionstandardsforeachworkingprocedure，andcollectthemassystemdocumentstosubmittoownerandsupervisorforapprovalinordertoastheguidelinesforinstallationandinspection（ITPdocuments）.

✓由技术人员按照施工作业指导书及消防管道、给排水的要求，对施工人员进行技术、质量、安全交底、并进行交底签字。
✓ThetechniciansaccordingtooperationinstructionsaswellasrequirementsofITPdocumentsofundergroundnetworkstomakedisclosurestoconstructorsontechnique，qualityandsafetyaswellassignfordisclosure.
