Ifaneconomistwasaskedwhichofthreegroupsborrowmost—peoplewithrisingincomes,stableincomes,ordecliningincomes—hewouldprobablyanswer:

thosewithdecliningincomes.Actually,intheyear1947—1950,theanswerwas:
