Ofalltheinternationalconventionsdealingwithmaritimesafety,themostimportantistheInternationalConventionfortheSafetyofLifeatSea,1974,asamended,betterknownasSOLAS,whichcoversawiderangeofmeasuresdesignedtoimprovethesafetyofshipping.
TheConventionisalsooneoftheoldestof itskind:
thefirstversionwasadoptedin1914followingthesinkingoftheTitanicwiththelossofmorethan1,500lives.SincethentherehavebeenfourmoreversionsofSOLAS.Thepresentversionwasadoptedin1974andenteredintoforcein1980.
InordertoprovideaneasyreferencetoallSOLASrequirements applicablefrom1July2009,thiseditionpresentsaconsolidatedtextoftheSOLASConvention,itsProtocolsof1978and1988andallamendmentsineffectfromthatdate.
Thefullyupdated2009editionfeaturesanumberofnewSOLASregulations,adoptedafterthelastconsolidatededitionoftheConventionwaspublished.Ofthese,particularattentionisdrawntoregulationV/19-1onlong-rangeidentificationandtrackingofships(LRIT),regulationII-1/3-8onmooringandtowingequipmentandregulationII-1/35-1onbilgepumpingarrangements.TheSOLASprovisions forcorrosionprotectionhavebeenupdatedandexpandedandthe newrequirementsareincorporatedinchapterII-1.Furthermore, chapterII-1wascomprehensivelyrevisedtoincludeprobabilisticrequirementsforsubdivisionanddamagestabilityandnowalsohasanewPartFconcerningalternativedesignsandarrangements.TheannextotheConventionregardingtheSOLASformsofcertificatescontainsthefullyrevisedsafetycertificatesfornuclearpassengerandcargoshipsandthelistofcertificatesand documentsrequiredtobecarriedonboardships,asrevised,is alsoadded.

ResolutionMSC.291(87)wasalsoadoptedbytheMSCatitseighty-seventhsessionandaddsanewregulation3-11tochapterII-1inPartA-1onCorrosionprotection ofcargooiltanksofcrudeoiltankers.Thisresolutionalsoamends,inPartA,chapterII-2,regulation1ApplicationandPartB,regulation4Probabilityofignition.Theseamendmentswere acceptedon1July2011andwillenterintoforceon1January2012.
ResolutionMSC.308(88)wasadoptedinDecember2010bytheMSCatitseighty-eighthsessionandcontainsamendmentstochaptersII-1andII-2andaddsnewregulationstochapterV#Safetyofnavigation.Furtheramendmentsweremadetotheappendixcertificates.Theseamendmentswillenterintoforceon1July2012pendingtheiracceptanceon1January2012.
Resolution MSC.309(88)wasalsoadoptedbytheMSCatitseighty-eighthsessionandcontainsamendmentstothe1988ProtocolandmodificationsandadditionstotheappendixtotheAnnextothe1974SOLASConvention.
Theseamendmentsmodifythesafetycertificateformsforpassengerandcargoships.Theseamendmentswillenter intoforceon1July2012pendingtheiracceptanceon1January 2012.
ResolutionMSC.317(89)wasadoptedinMay2011bytheMSCatitseighty-ninthsessionandcontainsanamendmenttochapterIII,Life-savingappliancesandarrangements,regulation1 whichaddsanewparagraphonlifeboaton-loadreleasemechanisms.Theseamendmentswillenterintoforceon1January2013,pendingtheiracceptanceon1July2012.
