1Foreword

1.1BriefIntroductionoftheCompany

CSCECConstructionCo.LTDisaconstructionenterpriseinvestedbyhisholdingcompany,ChinaStateConstructionEngineeringCorporation（CSCEC）offeringmainlyservicesofgeneralprojectmanagementinengineeringconstructionprojectscontractingbusiness.

ThecompanywasestablishedandregisteredinChinain1993anditwasratifiedasastate-levelconstructioncontractingenterprisebytheMinistryofConstructionofPRC.

TheprojectofBeijingLufthansaCenter（anationalproject）contractedbythepredecessorofthecompanywasexecutedandmanagedseverelyinaccordancewithFIDICcontractconditionsandwascompletedontimewithgoodquality.Theprojectwasawarded“LuBanPrize”,thedesignationofgoodqualityprojectbytheMinistryofConstructionofPRC,andtheNationalPrizeforGoodQualityProject.

Thecompanyhaveenjoyedthehighsocialprestigeandobtainedtheeconomiceffect.SincetheestablishmentoftheCompany,theCompanyhascontractedorcompletedinsuccessionthemajorprojects,suchastheNewGermanEmbassyinBeijing,theNORINCOBuilding,BeijingSunflowerTower,BayerPharmaceuticalPlantandHeadOfficeBuildingofBankofChina,etc.

TheCompanystrictlyimplementsthecontract,andputsqualityfirstinitscontractedprojects.TheCompanyalwayssatisfiestheEmployersbyofferingthequalityservicesthatconformtotheinternationalqualitystandards.

TheCompany,soonafteritsestablishment,formulatedthequalityassurancesysteminaccordancewiththerequirementofGB/T19000---ISO9000andwasgivenformalrecognitionandcertificateofqualitysystemcertificationforISO9002.

TheCompanypossessesagroupofexcellentengineeringtechnicalpersonnelwiththeknowledgeoftheinternationalcontractconditionsandthesoundcontractmanagement,andwithrichpractical

TheCompanymayofferconsultantserviceforprojectconstructionandprojectconsultant,andprojectdesign,andtheserviceforimportandexporttradeofbuildingmaterials,etc.

1.2IntroductionoftheQualityAssuranceManual

ThisQualityAssuranceManualhasdescribedanddefinedthequalitysystem,thequantitypolicyandthequalityobjectivesoftheCompany.

ThemanualshallbeaguidedocumentconcerningthequalitysystemoftheCompany.

ThemanualshallbeappliedtoallkindsofWorksofCivilEngineeringConstructioncontractedbytheCompany,includingindustrialandcivilbuildingprojects.

ThemanualshallbeatopsecretedocumentcontrolledbytheCompany.

ThemanualshallbepreparedbytheQualityAssuranceDivisionandreviewedbytheManagementRepresentative.ThemanualshallcomeintoforcefromthedateofapprovalbytheManagingDirectoroftheCompany.

2.TheControlandManagementofQualityAssuranceManual

2.1Approval

2.1.1Beforethemanualisofficiallyissued,theQualityAssuranceManual

ShallbereviewedbyManagingDirector,ManagementRepresentative,

ManagersofProjectDivisionandDivisionmanagersinordertoguaranteeitsclearandaccuratemeanings,itssuitabilityanditsreasonablestructure.

2.1.2ThemanualshallcomeintoforcebeginningfromthedateofapprovalbytheManagingDirectoroftheCompanyandshallbecarriedintoeffectbeginningfromtheapproveddateofimplementation.

2.2Issue

2.2.1TheoriginalandthecopiesoftheManual:

TheapprovalpageoftheoriginaloftheQualityAssuranceManualshallbeputbytheManagingDirector’sownsignature,andtherestpagesoftheoriginalManualshallbesignedbythoseresponsibleforpreparing,reviewingandapprovingthedocument.

ThecopiesoftheManualshallmeanthecopiesoftheoriginaloftheQualityAssuranceManual.TheoriginaloftheQualityAssuranceManualshallremaininthesolecustodyoftheQualityAssuranceDivisionandthecopiesoftheManualshallbeissuedtoalltheholdersoftheManual.

2.2.2TheholdersofthemanualshallincludetheCompany’sleaders,ManagementRepresentative,managersofProjectDivisions,divisionmanagers,projectmanagersandotherapprovedholders.ThedetailsofthemanualholderswillbepreparedbytheQualityAssuranceDivisionandwillbesubmittedtotheManagementRepresentativeforapproval.

2.2.3TheQualityAssuranceDivisionshallinunifiedway,distributetheManual.ThesealofcontrolleddocumentsshallbeattachedtotheQualityAssuranceManualdistributedbytheQualityAssuranceDivision.TheManualshallbenumberedforthecontrolpurpose.TheQualityAssuranceDivisionshallfilloutaregisterofcontrolleddocuments.

2.2.4WhentheabovementionedholdersoftheManualleavetheirrelevantoffices,theyshallimmediatelyreturntheQualityAssuranceManualwhichtheyhold,andtheQualityAssuranceDivisionshallwriteofftheirregistrations.

2.3Amendment

2.3.1AnyamendmentstotheManualshallbemadebytheQualityAssuranceDivisionandshallbeapprovedbytheManagingDirectoroftheCompany.Anyamendmentswithoutanofficialamendmentnoticeshallbedeemedtobenullandvoid.

2.3.2TheQualityAssuranceDivisionshallberesponsibleforsendingtheamendmentnoticetotheholdersoftheManualandshallrequirealltheholderstoberesponsibleformakingamendments.TheQualityAssuranceDivisionshallkeeptherecordsofanyamendmentsontheAmendmentSheetsofQualityAssuranceManual.Theamendmentsheetsshall,togetherwiththecontentsofamendments,besenttoalltheholdersoftheManual.

2.4UseandCustody

2.4.1WhentheholdersoftheManualreceivetheamendmentsheetsofthequalitymanual,theholdersshallsequentiallyattachtheamendmentsheetstothefrontoftheManualinordertofindoutthecaseofamendmentstotheManual.

2.4.2TheholdersoftheManualshallberesponsibleforimplementationoftheprovisionsoftheQualityAssuranceManual.

2.4.3TheholdersoftheManualshallberesponsibleforthecustodyoftheManualwhichtheyhold,andshallpreventtheManualfromanydamage,lossandalterationstotheManual.WhentheManualisfounddamagedandlost,theholdersoftheManualshallimmediatelyreportthematterinquestiontotheQualityAssuranceDivision.

2.5uncontrolledCopies

2.5.1ForthepurposesofEmployerandqualityauditbodyoff-siteusageandotherdistributionoftheManualwherechangecontrolisnot

intended,allsuchdistributedmanualsshallbeclearlyidentifiedasuncontrolledcopies.

2.5.2WhenanyDivisionsandProjectsneeduncontrolledcopiesoftheManual,theyshall,inwrittenform,applytotheManagementRepresentativeforapproval.Theapplicantshall,inhisapplication,statethereasonsforuncontrolledcopiesoftheManualanditsholder.

2.5.3TheQualityAssuranceDivisionshallberesponsiblefordistributionofuncontrolledcopiesoftheManual.ThesealofcontrolledcopiesshallnotbeattachedtothecoveroftheuncontrolledManual.TheQualityAssuranceDivisionshallfilloutaregisterofdistributinguncontrolledcopies.
