In1917,theCouncilofNationalDefensethoughtnotoysshouldbeproducedforChristmasbecausethecountrywasfightinginWorldWarI.GilbertandothermenfromtheToyManufacturersofAmericawenttoWashington,withabout40differenttoys.Theyhad15minutestospeak.Thismeetingwasattheendofalong,hardday.Gilberttoldthegovernmentmenatthemeetinghowtoyshelpedchildrenlearn.Hishelpersbroughtoutthetoys.Soon,thetiredgovernmentmenwereonthefloor,playingwithbuildingsets,modelsofnavyships,andothertoys.Thetimelimitwasforgotten;sowastheChristmastoyban(禁令).
