“It’salmostworsethandoingnothing,”saysSiniErajaa,thebioenergypolicyofficerforBirdLifeEurope&CentralAsia,whodescribesthechangesasgreenwashing.
Forinstance,oneproposedchangeistoapplytheEU’ssustainabilitycriteriatobiomass(生物燃料)usedinheatandpowerplantswhoseoutputis20megawattsormore.“Thismeans,forinstance,thatelectricityandheatfrombiomasshavetoproduceatleast80percentfewergreenhousegasemissionscomparedtofossilfuelsby2021and85percentlessby2026,”statesamemoontherevisedrenewableenergyinstruction.
Youmightthinkthiswillensurethatburningbiomassdoesnotresultinhighergreenhousegasemissionsthanfossilfueluse,butfarfromit.ThatstatementismisleadingbecauseitdoesnotmakeclearthattheEU’smethodforcalculatingemissionsassumesburningbiomassproducesnoCO2atall.Theassumptionisthattheseemissionsdon’thavetobecountedbecausethegrowthofplantstakeinasmuchCO2asisemittedwhenIheyareburned.
