Mr.SecretaryGeneral,Mr.President,distinguishedguests,ladiesandgentlemen:
Thankyoufortheprivilegeofbeinghereforthe60thanniversaryoftheUnitedNations.Thankyouforyourdedicationtothevitalworkandgreatidealsofthisinstitution.
WemeetatatimeofgreatchallengeforAmericaandtheworld.Atthismoment,menandwomenalongmycountry'sGulfCoastarerecoveringfromoneoftheworstnaturaldisastersinAmericanhistory.Manyhavelosthomes,andlovedones,andalltheirearthlypossessions.InAlabamaandMississippiandLouisiana,wholeneighborhoodshavebeenliftedfromtheirfoundationsandsentcrashingintothestreets.AgreatAmericancityisworkingtoturnthefloodwatersandreclaimitsfuture.
Wehavewitnessedtheawesomepowerofnature--andthegreaterpowerofhumancompassion.Americanshaverespondedtotheirneighborsinneed,andsohavemanyofthenationsrepresentedinthischamber.Alltogether,morethan115countriesandnearlyadozeninternationalorganizationshavesteppedforwardwithoffersofassistance.Toeverynation,everyprovince,andeverycommunityacrosstheworldthatisstandingwiththeAmericanpeopleinthishourofneed,Iofferthethanksofmynation.
Yourresponse,liketheresponsetolastyear'stsunami,hasshownonceagainthattheworldismorecompassionateandhopefulwhenweacttogether.ThistruthwastheinspirationfortheUnitedNations.TheU.N.'sfoundingmemberslaidoutgreatandhonorablegoalsinthechartertheydraftedsixdecadesago.Thatdocumentcommitsthisorganizationtoworkto"savesucceedinggenerationsfromthescourgeofwar,""reaffirmfaithinfundamentalhumanrights,"and"promotesocialprogressandbetterstandardsoflifeinlargerfreedom."Weremaincommittedtothosenobleideals.Aswerespondtogreathumanitarianneeds,wemustactivelyrespondtotheothergreatchallengesofourtime.Wemustcontinuetoworktoeasesuffering,andtospreadfreedom,andtolaythefoundationsoflastingpeaceforourchildrenandgrandchildren.
Inthisyoungcentury,thefarcornersoftheworldarelinkedmorecloselythaneverbefore--andnonationcanremainisolatedandindifferenttothestrugglesofothers.Whenacountry,oraregionisfilledwithdespair,andresentmentandvulnerabletoviolentandaggressiveideologies,thethreatpasseseasilyacrossoceansandborders,andcouldthreatenthesecurityofanypeacefulcountry.
TerrorismfedbyangeranddespairhascometoTunisia,toIndonesia,toKenya,toTanzania,toMorocco,toIsrael,toSaudiArabia,totheUnitedStates,toTurkey,toSpain,toRussia,toEgypt,toIraq,andtheUnitedKingdom.Andthosewhohavenotseenattacksontheirownsoilhavestillsharedinthesorrow--fromAustralianskilledinBali,toItalianskilledinEgypt,tothecitizensofdozensofnationswhowerekilledonSeptemberthe11th,2001,hereinthecitywherewemeet.Thelessonisclear:
Therecanbenosafetyinlookingaway,orseekingthequietlifebyignoringthehardshipandoppressionofothers.Eitherhopewillspread,orviolencewillspread--andwemusttakethesideofhope.
Sometimesoursecuritywillrequireconfrontingthreatsdirectly,andsoagreatcoalitionofnationshascometogethertofighttheterroristsacrosstheworld.We'veworkedtogethertohelpbreakupterroristnetworksthatcrossborders,androutoutradicalcellswithinourownborders.We'veeliminatedterroristsanctuaries.We'reusingourdiplomaticandfinancialtoolstocutofftheirfinancinganddrainthemofsupport.Andaswefight,theterroristsmustknowthattheworldstandsunitedagainstthem.WemustcompletetheComprehensiveConventiononInternationalTerrorismthatwillputeverynationonrecord:
Thetargetinganddeliberatekillingbyterroristsofciviliansandnon-combatantscannotbejustifiedorlegitimizedbyanycauseorgrievance.
Andtheworld'sfreenationsaredeterminedtostoptheterroristsandtheiralliesfromacquiringtheterribleweaponsthatwouldallowthemtokillonascaleequaltotheirhatred.Forthatreason,morethan60countriesaresupportingtheProliferationSecurityInitiativetointerceptshipmentsofweaponsofmassdestructiononland,onsea,andinair.Theterroristsmustknowthatwherevertheygo,theycannotescapejustice.
Latertoday,theSecurityCouncilhasanopportunitytoputtheterroristsonnoticewhenitvotesonaresolutionthatcondemnstheincitementofterroristacts--theresolutionthatcallsuponallstatestotakeappropriatestepstoendsuchincitement.WealsoneedtosignandimplementtheInternationalConventionfortheSuppressionofActsofNuclearTerrorism,sothatallthosewhoseekradioactivematerialsornucleardevicesareprosecutedandextradited,wherevertheyare.Wemustsendaclearmessagetotherulersofoutlawregimesthatsponsorterrorandpursueweaponsofmassmurder:
Youwillnotbeallowedtothreatenthepeaceandstabilityoftheworld.
Confrontingourenemiesisessential,andsocivilizednationswillcontinuetotakethefighttotheterrorists.Yetweknowthatthiswarwillnotbewonbyforceofarmsalone.Wemustdefeattheterroristsonthebattlefield,andwemustalsodefeattheminthebattleofideas.Wemustchangetheconditionsthatallowterroriststoflourishandrecruit,byspreadingthehopeoffreedomtomillionswho'veneverknownit.Wemusthelpraiseupthefailingstatesandstagnantsocietiesthatprovidefertilegroundfortheterrorists.Wemustdefendandextendavisionofhumandignity,andopportunity,andprosperity--avisionfarstrongerthanthedarkappealofresentmentandmurder.
Tospreadavisionofhope,theUnitedStatesisdeterminedtohelpnationsthatarestrugglingwithpoverty.WearecommittedtotheMillenniumDevelopmentgoals.Thisisanambitiousagendathatincludescuttingpovertyandhungerinhalf,ensuringthateveryboyandgirlintheworldhasaccesstoprimaryeducation,andhaltingthespreadofAIDS--allby2015.
Wehaveamoralobligationtohelpothers--andamoraldutytomakesureouractionsareeffective.AtMonterreyin2002,weagreedtoanewvisionforthewaywefightpoverty,andcurbcorruption,andprovideaidinthisnewmillennium.Developingcountriesagreedtotakeresponsibilityfortheirowneconomicprogressthroughgoodgovernanceandsoundpoliciesandtheruleoflaw.Developedcountriesagreedtosupportthoseefforts,includingincreasedaidtonationsthatundertakenecessaryreforms.MyowncountryhassoughttoimplementtheMonterreyConsensusbyestablishingthenewMillenniumChallengeAccount.ThisaccountisincreasingU.S.aidforcountriesthatgovernjustly,investintheirpeople,andpromoteeconomicfreedom.
Moreneedstobedone.Icallonalltheworld'snationstoimplementtheMonterreyConsensus.ImplementingtheMonterreyConsensusmeanscontinuingonthelong,hardroadtoreform.ImplementingtheMonterreyConsensusmeanscreatingagenuinepartnershipbetweendevelopedanddevelopingcountriestoreplacethedonor-clientrelationshipofthepast.AndimplementingtheMonterreyConsensusmeanswelcomingalldevelopingcountriesasfullparticipantstotheglobaleconomy,withalltherequisitebenefitsandresponsibilities.
Tyingaidtoreformisessentialtoeliminatingpoverty,butourworkdoesn'tendthere.Formanycountries,AIDS,malaria,andotherdiseasesarebothhumanitariantragediesandsignificantobstaclestodevelopment.Wemustgivepoorcountriesaccesstotheemergencylifesavingdrugstheyneedtofighttheseinfectiousepidemics.ThroughourbilateralprogramsandtheGlobalFund,theUnitedStateswillcontinuetoleadtheworldinprovidingtheresourcestodefeattheplagueofHIV-AIDS.
TodayAmericaisworkingwithlocalauthoritiesandorganizationsinthelargestinitiativeinhistorytocombataspecificdisease.AcrossAfrica,we'rehelpinglocalhealthofficialsexpandAIDStestingfacilities,trainandsupportdoctorsandnursesandcounselors,andupgradeclinicsandhospitals.WorkingwithourAfricanpartners,wehavenowdeliveredlifesavingtreatmenttomorethan230,000peopleinsub-SaharaAfrica.Weareaheadofscheduletomeetanimportantobjective:
providingHIV-AIDStreatmentfornearlytwomillionadultsandchildreninAfrica.AttheG-8SummitatGleneagles,Scotland,wesetacleargoal:
anAIDS-freegenerationinAfrica.AndIchallengeeverymemberoftheUnitedNationstotakeconcretestepstoachievethatgoal.
We'realsoworkingtofightmalaria.Thispreventablediseasekillsmorethanamillionpeoplearoundtheworldeveryyear--andleavespovertyandgriefineverylandittouches.TheUnitedStateshassetagoalofcuttingthemalariadeathrateinhalfinatleast15highlyendemicAfricancountries.Toachievethatgoal,we'vepledgedtoincreaseourfundingformalariatreatmentandpreventionbymorethan$1.2billionoverthenextfiveyears.WeinviteothernationstojoinusinthiseffortbycommittingspecificaidtothedozensofotherAfricannationsinneedofit.Togetherwecanfightmalariaandsavehundredsofthousandsoflives,andbringnewhopetocountriesthathavebeendevastatedbythisterribledisease.
AswestrengthenourcommitmentstofightingmalariaandAIDS,wemustalsoremainontheoffensiveagainstnewthreatstopublichealthsuchastheAvianInfluenza.Ifleftunchallenged,thisviruscouldbecomethefirstpandemicofthe21stcentury.Wemustnotallowthattohappen.TodayIamannouncinganewInternationalPartn
