1.目的Purpose
通过危险源辨识，风险评估，风险控制程序，RBM工厂的重大危险源之一是火灾。
根据国家《消防法》火灾控制预防为主的原则，制定本防火计划和应急预案，以保护员工生命安全，企业财产安全。
本预案针对以下的方面进行规定：
By‘HazardIdentification,RiskAssessmentandDeterminingRiskControlsProcedure’,thefireisoneofthemainhazardsinRBM.Followingthepolicyof,preventionprogramismorehelpfulforfirecontrol;thisismadeoutforprotectingstaffsafetyandcompanypropertysafety.Thedocumentwilldefinethelistedbusinessbelow.
Ø公司消防组织机构和职责，包括：
消防管理组，兼职消防队、救护组等；
Ø消防设施的日常检查维护；
Ø重点防火措施；
Ø报警和接警处置程序；
Ø扑救初起火灾的程序和措施；
Ø应急疏散的组织程序和措施；
Ø安全防护救护的程序和措施。

2.范围Scope
本SOP适用于雷诺丽特北京医疗事业部。

3.公司消防组织机构和职责CompanyorganizationandResponsibility
雷诺丽特北京医疗事业部的主要负责人是本单位的消防安全责任人，对怀柔工厂的消防安全工作全面负责。

3.1消防管理组
Ø维护消防工具，设备，设施，确保消防实施处于备战状态；
Ø制定，维护本SOP；
Ø参加上级政府部门组织的消防会议和培训；
Ø培训操作工基本的消防技能和火灾逃生技能；
Ø火灾发生时，指挥灭火，人员救护；
Ø向119报警，引导外部消防资源的到场；

3.2兼职消防队
Ø扑灭小火；
Ø辅助专业消防队在现场灭火；
Ø营救员工；
Ø可能的话，抢救公司财物；
Ø切断火灾区的电源；
Ø如果火灾区域的空调系统不能自动停止运行，手动停止；
Ø检查火灾区域的防火阀是否关闭，否则，手动关闭；
Ø检查火灾区域的排烟风机是否开启，否则，手动开启；
Ø检查自动喷淋灭火系统是否动作，否则，手动开启。

3.3救护组
Ø协助各部门主管清点本部门人数，确保员工（包括外来人员）全部离开火灾现场；
Ø维护现场秩序，阻止外部闲杂人员进入；
Ø对轻伤人员进行救护；
Ø需要时，护送受伤人员去医院；
Ø提供食物，水，衣物和其它物资，保证人员健康和舒适；
Ø联系医院和“120”；
Ø运送人员和物资。

3.4主任
Ø制定方针，任命组织；
Ø火灾时，对重大决定下最后决心；

3.5部门
各部门应该熟知本部门消防设施的位置，功能和操作。
平时应关注这些消防设施，发现消防设施存在任何问题时应及时通知EHS。
另外，还应该履行下列职责。
