财政学专业本科培养计划
UndergraduateProgramforSpecialtyinPublicFinance
一、培养目标
Ⅰ．ProgramObjective
财政学专业培养具备财政税收基本知识和相关理论及实践能力的专业人才。
本专业要求学生了解财政学发展及中国税收制度的沿革和发展，掌握各税种的实质和内容，并将所学的理论知识灵活运用于企业税收筹划与税收征收管理，同时熟悉如社会保障等财政学领域的新兴问题。
本专业培养的学生可到各类企业、事务所跨国公司、证券机构等单位从事税收筹划、税收审计等工作，也可到财政局、税务局等国家机构从事相关的税收管理工作，还可以到高等院校、科研单位从事教学和科研工作。
Publicfinanceistotrainprofessionalswithfundamentalknowledgeofpublicfinance&taxationandabilitiestoputrelatedtheoriesintopractice.WerequirestudentstounderstandthehistoryanddevelopmentofpublicfinanceandthetaxpoliciesinChina,tomastertheessentialandcontentsofallkindsoftaxesandsmartlyputthemintoenterprises’taxplanningandtaxlevying&management,meanwhiletogetfamiliarwiththenewly-builtissuesconcerningpublicfinancesuchassocialsecurity.Ourstudentsareexpectedtohandletaxplanningandtaxauditinallkindsofenterprises,crossnationalcompaniesandsecurities,tohandletaxmanagementinpublicfinancebureausandrevenues,alsotohandleteachingandresearchinginhighereducationandresearchinstitutions.
二、基本规格要求
Ⅱ．LearningOutcomes
财政学专业学生主要学习财政学、经济学和企业管理的基础理论和基本知识，受到税收征收管理及企业税收管理及技能方面的训练，具有分析和解决国家财政政策、税收政策及企业理财和税收实践方面问题的基本能力。
财政学专业培养学生以下几方面的知识和能力：
1.掌握财政学的基础理论，具备进行宏观经济管理和分析宏观经济问题的能力和素质；
2.掌握税收理论和实践基础知识，既具备从事税收征收管理、税收政策和经济分析的能力，也具备在企业进行税收管理的素质；
3.掌握财务管理、会计学等方面的专业知识，具备企业财务管理专业人才的基本素质；
4.掌握现代信息技术，掌握管理信息系统的分析方法、设计方法和实现技术，并能运用于计算机辅助税务管理、计算机辅助财务管理的实践；
5.掌握经济法、组织行为理论、市场营销等多方面的专业知识和技能；
6.具有良好的人际沟通能力、英语应用能力，适应复杂工作环境的应变能力；
7.熟悉我国财政和税收领域的有关政策和法规以及国际上的相关规定；
8.了解本学科的理论前沿和发展动态；
9.掌握文献检索、资料查询的基本方法，具有初步的科学研究和实际工作能力。
PublicFinance：
Ourstudentsmainlyfocusonbasictheoriesandknowledgeofpublicfinance,economicsandenterprisemanagement.Theywillgetthetrainingoftaxationlevying&managementandthemanagementskillsofenterprises’taxationmanagement.Thentheywillhavethebasicabilitiesinbothanalyzingandsolvingthepublicfinancepoliciesandtaxpoliciesofourcountryandenterprises’financingandtaxpracticing.Studentsaresupposedto：
1.Masterthebasictheoryofpublicfinanceandhavetheabilityandpowertoconductmacroeconomicsmanagementandtoanalyzemacroeconomicsissues；
2.Mastertaxtheoriesandtaxpracticingknowledge,gaintheabilitytohandletaxationlevying&management,taxpoliciesandeconomicsanalyzing；
3.Masterprofessionalknowledgeoffinancemanagementandaccounting,gainthefundamentalpowerofbeingaprofessionalonfinancemanagementinanenterprise；
4.Mastermoderninformationtechnologyandtheanalyzingmethod,designingmethodandrealizingtechnologyofMIS,andputthemintopracticeforthecomputeraidedtaxationmanagementandthecomputeraidedfinancemanagement；
5.Mastertheprofessionalknowledgeandskillsofeconomiclaw,andtheoryoforganizationalbehaviorandmarketing；
6.GettheabilityofgoodcommunicationwithothersandusingEnglishaswellastheabilitytoacclimatizethemselvestothecomplicatedworkingsituations；
7.Understandtherelatedpolicies,regulationsandlawsofpublicfinanceandtaxationinChinaandtherelatedinternationalregulation；
8.Understanditscurrentstageofdevelopmentandthetrendofrelatedsubjects；and
9.Acquiretheskillstosearchdocumentsanddata,andabilitiestodoscientificresearchandpracticaljob.
