Article1ThisLawisenactedforthepurposeofpreventingandcontrollingenvironmentalpollutionbysolidwaste,ensuringhumanhealth,maintainingecologicalsafetyandpromotingthesustainabledevelopmentoftheeconomyandsociety.

Article2ThisLawisapplicabletothepreventionandcontrolofenvironmentalpollutionbysolidwastewithintheterritoryofthePeople'sRepublicofChina.

ThisLawisnotapplicabletothepreventionandcontrolofmarineenvironmentalpollutionbysolidwasteorofenvironmentalpollutionbyradioactivesolidwaste.

Article3Inpreventingandcontrollingenvironmentalpollutionbysolidwaste,theStatefollowstheprinciplesofreducingthequantityofsolidwastegeneratedanditsharmfulness,fullyandrationallyutilizingsolidwaste,andmakingitinnocuousthroughtreatment,inordertopromotecleanerproductionandthedevelopmentofacirculareconomy.

TheStateadoptseconomicandtechnicalpoliciesandmeasuresthatfacilitatethecomprehensiveuseofsolidwaste,inordertofullyrecoverandrationallyutilizesolidwaste.

TheStateencouragesandsupportstheadoptionofmeasuresforconcentratedtreatmentofsolidwasteforthebenefitofenvironmentalprotectionandpromotesthedevelopmentoftheindustrydesignedtopreventandcontrolenvironmentalpollutionbysolidwaste.

Article4People'sgovernmentsatorabovethecountylevelshallincludethepreventionandcontrolofenvironmentalpollutionbysolidwasteintheirplansfornationaleconomicandsocialdevelopmentandadopteconomicandtechnicalpoliciesandmeasuresthatfacilitatethepreventionandcontrolofenvironmentalpollutionbysolidwaste.

Whenmakingarrangementsfordrawingupplansfortownandtownshipconstruction,landuse,regionaldevelopment,industrialdevelopment,etc.,therelevantdepartmentsundertheStateCouncil,localpeople'sgovernmentsatorabovethecountylevelandtherelevantdepartmentsunderthemshallgiveoverallconsiderationtotheneedofreducingthequantityofsolidwastegeneratedanditsharmfulness,andpromotingthecomprehensiveuseofsolidwasteandmakingitinnocuousthroughtreatment.

Article5Inpreventingandcontrollingenvironmentalpollutionbysolidwaste,theStatefollowstheprinciplewherebythepolluterisheldresponsibleinaccordancewithlaw.

Manufactures,sellers,importersandusersofproductsshall,inaccordancewithlaw,beresponsibleforpreventingandcontrollingpollutionbysolidwastegeneratedbytheproducts.

Article6TheStateencouragesandsupportsscientificresearchinanddevelopmentoftechnologiesforpreventionandcontrolofenvironmentalpollutionbysolidwaste,promotesthewideuseofadvancedtechnologiesforsuchpreventionandcontrol,anddisseminatesscientificknowledgeinthisfield.

People'sgovernmentsatvariouslevelsshallenhancepublicityandeducationintheneedofpreventionandcontrolofenvironmentalpollutionbysolidwasteandpromotethemodeofproductionandwayoflifethatareconducivetoenvironmentalprotection.

Article7TheStateencouragesunitsandindividualstopurchaseoruserecycledandrecyclableproducts.

Article8Thepeople'sgovernmentsatvariouslevelsshallgiveawardstotheunitsandindividualsthathaveachievedoutstandingsuccessesinthepreventionandcontrolofenvironmentalpollutionbysolidwasteandinitsmultipurposeuse.

Article9Allunitsandindividualshavetheobligationtoprotecttheenvironmentandhavetherighttoreportorfilechargesagainsttheunitsorindividualsthatcauseenvironmentalpollutionbysolidwaste.

Article10TheadministrativedepartmentforenvironmentalprotectionundertheStateCouncilshallconductunifiedsupervisionoverthepreventionandcontrolofenvironmentalpollutionbysolidwastethro
