Withthefastgrowthofcollegegraduatepopulation,itismoreandmoredifficultforstudentstofindajob.Underthiscircumstance,settingupnewbusinessesisbecominganeffectivewayout.ThegovernmentofChinaislayinggreatefforttoencouragestudentstostartupbusinesses.“Boomingprivatecapitaliskeytooveralleconomicdevelopment”,saysPrimeMinistryWenJiabao.However,thelackofknowledgeandexperienceissettingobstaclesforthestudents.Therefore,weneedurgentlytostrengthenstudents’abilityindoingbusiness.Thisproposalaimsatintroducinghowtheorganization“Brilliant”planstocarryouttheprojectoffosteringentrepreneurshipofcollegestudentsinHangzhou,andaskingforafundof833,000yuantosupporttheproject.

StatementofNeed

AccordingtotheMinistryoftheHumanResourceandSocialSecurityofPeople’sRepublicofChina,thenumberofgraduatestudentsreached6.99millionin2013.ItisthegreatestnumberofstudentseversinceChinawasfounded.However,astheeconomicgrowthrateslowsdown,theincreaseinthenumberofjobsfallsshortoftheincreaseinthenumberofgraduatestudents.Accordingtoasurveyconductedto500companiesinFebruary,theexpectedrecruitmentratewoulddropby15%in2013.Thatmeans,thegraduatestudentsarefacingatougheremploymentenvironmentandthesocietyisfacingmoreunemploymentproblemsandotherrelatedeconomicandsocialproblems.Hangzhou,asoneoftheFirst-tiercities,with446.7thousandcollegestudents,isundoubtedlyfacingthesameproblemstoo.HangzhouhasaGDPof701.9billionin2011,andtheannualeconomicgrowthratehasbeenabove10%since2003.AlthoughthegovernmentinHangzhouhasbeenencouraginggraduatestudentstobecomeentrepreneurs,theconfidenceindexinsettingupbusinessesisfallingintherecentyearsandreachedthelowestpointof80.11in2012.Accordingtostatistics,1/3ofthegraduateswhostartedtheirownbusinessthreeyearsagogaveuptheirbusiness.Oneofthebiggestreasonsisthatthegraduatestudentslackabilityandexperienceinrunningbusinesses.Asaresult,manygraduatestudentshavetotakejobswithlowerwagesorlongerworkinghoursorsimplybecomeunemployed.TheemploymentreportofChinesegraduatesshowedthatabout14%ofgraduatestudentsareunderemployed.UnderemploymentisdefinedbyInternationalLaborOrganizationanunderutilizationoftheproductivecapacityoftheemployedpopulation.Underemploymenthassignificantimpactonthesociety.Itisassociatedwithmanyofthesameconsequencesthatcomewithunemploymentsuchasdecreasednationalproductivity,heaviersocialburdens,increasedriskofdepressionandstress,lowerself-esteemandlowsubjectivewell-being（AmericanPsychologicalAssociation）.

Statisticsalsoshowthatthejobsatisfactiondegreewasnothighforgraduates.It’sonly35%forthosewhograduatedin2008andhavebeenintheworkforcefor3years,47%forthosewhograduatedin2011andhavebeenintheworkforceforhalfayear.Lowjobsatisfactioncouldleadtopoorworkperformance,higheremployeeturnoverratesandhigherstress.

Therefore,itisurgentthatstudentsbeequippedwithskillsandexperiencetostartupbusinesses.ItistherequirementoftheeconomicdevelopmentinHangzhoutodayandinthefuture.Settingupbusinessesnotonlyhelpsgraduatesthemselvestofindajob,italsocreatesjobsforothersandpromoteseconomicgrowth.StatisticsshowthatChina'ssmallandmedium-sizedenterprisesaccountfor99.9%ofthetotalenterprises.Andtheyprovideover84%ofthejobs,71%ofsalesrevenue,50%ofthetaxrevenue,66%ofinventionpatents,82%ofthenewproductresearchanddevelopment,68%offoreigntradeexports.Therefore,settingupbusinessesisaneffectiveandproductivewaytosolvetheproblemsofunemploymentandunderemployment.Thefollowingsectionwilloffermoredetaileddescriptionabouttheproject.

-Toprovidepracticalbusinessknowledge,skillsandexperiencetocollegegraduatesinHangzhouwhowanttostartupbusinessesthroughtrainingsandinternshipswithin6months.Andtherefore,improvetheprobabilityofsuccessinrunningbusinesses.

-TohelpsolvetheunemploymentandunderemploymentproblemsinHangzhou,andtohelpimprovetheeconomicperformance.

-Topromoteinnovationandenrichthediversityofthemarket

PlansofAction

EstablishcentersineachHigherEducationZoneinHangzhou

Thereare4mainHigherEducationZonesinHangzhou,XiaoheshanHigherEducationZone,XiashaHigherEducationzone,BinjiangHigherEducationZoneandZijingangHighereducationzone.BrilliantplanstobuildonecenterineachoftheHigherEducationZone.AndthemaincenterwillbeinthelargestHigherEducationZone,XiashaHigherEducationZone.Thecenterswillbeusedmainlyforofficestodoadministrativeworks.Classroomsandequipmentaresavedastheseresourcesareavailableinschools.

Training

BrilliantwillprovidetrainingeachweekonSaturday.Thetrainingwillprovidedifferentkindsoflectures,forexample,managementskills,communicatingskills,leadershipbuildingandsoon.Besides,Brilliantwillalsoholdconferencesandseminarsandinvitepeoplefromdifferentprofessionalfieldsuchassuccessfulentrepreneurstogivespeechesandofferadvice.Inthisway,studentscouldsolvethequestionsaboutrunningbusinessesandgainmoreexperiencefromthesepeople.

Internships

Brilliantwillalsoprovidestudentswithvariousinternshipopportunities.Brilliantwillcooperatewithdifferentkindsofcompaniessothatthestudentshavemorealternativestochoosefrom.Forexample,state-ownedenterprises,Collectiveenterprisesandsmallandmediumsizedenterprises.Theinternshipwillrunfrom3weeksto3months,dependingonthecompaniesstudentsarechoosing.

Publicity

Forpublicity,Brilliantwillfirstlybuildawebsitewherestudentscouldsigninandlearnaboutlatestinformation.Campusconferencesandlectureswillalsoprovidepublicity.Brilliantwillholdcompetitionseachsemestertoencouragestudentstocarryouttheirideasaswellastopublicizeourselves.Eachmonth,Brilliantwillpublishsomemagazinesandhandoutsanddistributetostudentsforfree,whichisalsoawayforstudentstobecomefamiliarwiththeorganization.

Staff

TheprogramwillbemanagedbyprojectcoordinatorsRainieHuandLisaFu.Andadditionally,Brilliantneeds1secretaryateachcenter,1webdesignerand1accountant,whichaddupto8persons.

Summary

Duringthefirstthreemonths,Brilliantwillrecruitemployeesandnegotiatewiththeuniversitiesandcompaniesforpossiblecooperation.Meanwhile,ourwebsitewillbeopenforstudentstosignin.Then,studentswillbeofferedwithlecturesandspeechesofdifferentsubjects.Afterthat,studentswillbesentoninternship.

Inordertoputthisprojectintoaction,weneed833,000Yuan.Itwillbeusedforrentingcenters,payingforthepublicity,thetrainingandtheemployeesandsoon.Detailedinformationwillbeincludedinthebudgetsectionofthisproposal.

ProjectEvaluation

Inordertoassesstheeffectivenessoftheproject,Brilliantwillsurveystudentsduringandafterthesemester.Afterthefirstmonth,Brilliantwillfindouthowmanystudentssignedinbycheckingourwebsitesystem.Duringthefirstthreemonthsoftraining,Brilliantwillconstantlyevaluatestudents’attendanceforthelectures.Afterthat,Brilliantwillinvestigatehowmanystudentstaketheinternshipsandhowtheyfindthelecturesandinternships.Thisalsohelpstoidentifytheachievementsandareasforimprovementofourorganization.Furtherinvestigationwillbecarriedoutafteroneyear,aimingtofindouthowmanystudentsactuallysetuptheirbusinessesandhowthebusinessesrun.

Brilliantwillcarryouttheevaluationbydoingsurveysandinterviews.Besides,Brilliantwillalsocollectfeedbacksfrominternshipcompanies.Ourwebsitesystemandourfacultywillhelptoassessstudents’improvementandlevelsofparticipation.Also,studentsarerequiredtowritereportsaftertheinternship.Thelecturerswillevaluatethereportstodetermineiftheorganizationhasreacheditsgoals.

Budget

Brilliantalsodidacarefulcalculationaboutthebudget.Thefundwillbespentonpersonnel,officesandequipments,advertising,travelcostandmiscellaneousexpenses.Wegotafinalamountof833,000yuan.Thefollowingstatementshowsthedetailedinformationaboutthebudget.

Personnel

Themonthlysalariesfortheaccountant,thewebdesignerandthecoordinatorsaddupto28000Yuan.Theseindividualswillbeemployedonafull-timebasis.Thecoordinatorwillberesponsiblefornegotiatingwithcompaniesandschoolforpossiblecooperationandsupervisinghowtheprojectworksout.Theorganizationwillspend18,000Yuanpermonthfor6lecturersand6,000Yuanforprofessorsandbusinessmenwhoareinvitedforspeechesandconferences.Thelectureswillbecarriedoutonceaweekwhiletheconferencesandspeecheswillbeheldonceamonth.
