国家发展改革委员会：

调整结构，减少出口依赖

Eventhoughtherearestrongsignsofrecoveryinthedomesticeconomy,aseniorChinesepolicymakersaysthenationneedstofocusmoreonstructuraladjustmentwhiledrawinglessonsfromtheglobalfinancialcrisis.

相关专家表示，虽然国内经济恢复势头强劲，中国需要更加注重结构调整。

"Withthehighestexportdependenceamongallbigcountries,Chinahasyettofindasolidfoundationforeconomicrecovery,"saidZhangXiaoqiang,vice-ministeroftheNationalDevelopmentandReformCommission（NDRC）-China’stopeconomicplanningbody-attheSummerDavosforuminDalianyesterday.

昨天，在大连举行的夏季达沃斯年会上，国家发改委副部长张晓强表示，在所有大国中，我国严重的依赖出口，到目前，仍没有找到经济复苏的坚实基础。

Chinashouldsignificantlyboostdomesticconsumptiontopursuemorebalancedeconomicgrowth,Zhangsaid.

张晓强说，我国应该大力提高国内消费，努力推行经济持续平稳增长。

"Thisisacriticalmomentintherecoverybecausetheworldeconomyisstillinrecession,"saidZhang."Asaresultofweakexternaldemand,China’sexportsshrankabout20percentinthefirsteightmonths."

张表示，这是经济复苏的关键时刻，全球经济依然在衰退，国外需求疲软，今年前八个月，我国的出口额减少了二十个百分点。

TheeconomicpolicymakersaidtheneedforstructuralreformoftheChineseeconomyisitselfthefirstlessonthatshouldbedrawnfromthecrisis.

相关人员表示，走出经济危机的第一件事就是必须对经济结构进行调整。

"Intermsofadjustingtheindustrialstructure,Chinaneedstodeveloptheservicesectormorerapidly,whichcanplayahugeroleinincreasingemployment,"saidZhang.

Theservicesectoraccountsforonly41percentofGDPinChina,farbelowthelevelofnotonlydevelopedcountriesbutalsotheworldaverage.

张晓强表示，就调整工业结构而言，国家需要快速发展服务业，这将为增加就业发挥重要作用。

我国的服务业比例占GDP的41%，远远低于发达国家和世界平均水平。

Butonlyoneoutofthe10industrialpoliciesthattheChinesegovernmentrolledoutearlythisyeartostimulateeconomicgrowthwasrelatedtotheservicesector,Zhangpointedout.

然而，今年早些时候，政府出台的刺激经济增长政策中，和服务业有关的，只有10%。

Causesofthecurrentglobalcrisiswerefaultsinthemacroeconomicpoliciesofdevelopedcountries,inadequateinternationalfinancialregulationandsupervisionaswellasexcessiveconsumptioninsomecountries,hesaid.

当前经济危机，是由发达国家的宏观经济政策缺陷，国际金融制度的不完善，监督措施不健全，以及一些国家的过度生产引起的。

Moderneconomieshavethefinancialsectorattheircore,sotheChinesegovernmentshouldencouragefinancialinnovationanddevelopmentwhilestrengtheningbothinternalriskcontrolbyfinancialinstitutionsandexternalsupervision,Zhangsaid.

现代经济以金融业为中心，政府应该在鼓励金融体制改革，与此同时，政府必须通过金融机构加强国内金融风险控制和国外监督。

AnotherphenomenontheNDRCofficialobservedisthatmostChineseenterprisesthatcollapsedduringthecrisiswereshortofcorecompetitivenessexceptforlowlaborcosts.

NDRC相关人员提到的另一个现象是，在经济危机中，有许多企业，特别是低劳动力的企业，因为缺少核心竞争力而倒闭。

"ScienceandtechnologymustplayagreaterroleinupgradingtheindustrialstructureandbettercushioningChineseenterprisesagainstcrises,"addedZhang.

科学技术应该在工业结构改革和更好的保护国家企业应对经济危机发挥重要作用。

Healsostressedtheneedtofurtherdeepenreformandopeningup,thefundamentalreasonforChina’shugeachievementsoverthepastthreedecades.

他强调，在过去的三十年中，我国取得了伟大的成就。

现在，政府需要继续深化改革和扩大开放。

今年，政府收入分配，医疗保险，财政税收，和价格调控等推行了一系列重要的改革。

"Thiswillnotonlyhelpdealwiththeglobalfinancialcrisisbutalsolayasolidfoundationforsustainabledevelopmentinthepost-crisisera,"saidZhang.

这不仅能够帮助政府处理当前的经济危机，而且为经济危机过后我国的可持续发展打下了坚实的基础。

Becausetheglobalcrisisprovedthatalaissezfairemarketeconomyisnotflawless,Chinawillallowthemarkettoplayafundamentalroleinallocatingresources,butenhancegovernmentmacroeconomiccontrols.

全球经济危机，已经说明了，自由放任的市场经济并不是完美无瑕的。

政府将允许市场在资源分配中发挥基础性作用，同时，政府应加强经济的宏观调控。

"Theinvisiblehandofthemarketshouldjointhevisibleoneofthegovernmenttofacilitatesustainabledevelopment,"saidZhang.

张表示，我们应该把市场中无形的手—价格规律和市场有形的手---宏观调控结合起来，促进国家的可持续发展。
