1.Purpose
1.目的
Inordertoreduceenvironmentalimpactandsafetyhazardsfromchemicals,thisprocedureisestablishedtocontrolpurchasing,transportation,storage,use,scrapdisposal,andhandleleakageofchemicals.
为了减少公司所使用的化学品对环境造成影响及避免安全生产事故的发生，建立一套有效程序以控制化学品的采购、运输、存储、使用、废弃处理，及泄漏时的应急响应方案。
2.Scope

适用于艾默生过程控制流量技术有限公司内一切涉及到化学品的活动。
3.Definitions
3.定义
3.1Chemical:
varioussimplesubstance,compoundormixtureofChemicals,especiallywastesubstancesthatareclassifiedtohazardoussolidwasteaccordingto"LawofthePeople'sRepublicofChinaonthePreventionandControlofEnvironmentalPollutionbySolidWaste”andotherregulations.
化学品：
各类化学单质、化合物或混合物，特别是根据国家相关危险废物名录或法律法规及《中华人民共和国固体废物污染环境防治法》中规定其废弃物属于危险废弃物的物质。
3.2Hazardouschemical:
Chemicalclassifiedbasedonthestandardof"ClassificationandLabelsofDangerousChemicalSubstancesCommonlyUsed"（GB13690-92）,includingexplosivematerial,compressedgas&liquefiedgas,flammableliquid,flammablesolid,self-ignitesubstanceandflammableliquidexposedtowater,oxidant,organicperoxide,toxic,radioactivesubstanceandcorrosive,etc.
危险化学品：
按《常用危险化学品的分类及标志》（GB13690-92）标准分类的化学品。
包括：
爆炸品、压缩气体和液化气体、易燃液体、易燃固体、自燃物品和遇湿易燃液体、氧化剂和有机过氧化物、有毒品、放射性物品、腐蚀品等。
3.3MSDS:
Englishabbreviationofmaterialsafetydatasheet.
MSDS:
是物质安全数据表的英文缩写（MaterialSafetyDataSheet）。
3.4Poisonouschemical:
any chemicalthatcanleadtodeathor seriouspoisoningofhumanorlivestockwithlittleamountinshortperiodoftimeafterinvadingintobody.
剧毒品：
指少数侵入机体,短时间内即能致人、畜死亡或严重中毒的物质。
4.Responsibilities

4.1HRDepartment/EHSOfficer
HR部门/EHS人员
4.1.1InchargeofassuringsafetyandoccupationalhealthpartofMSDSsthroughouttheorganization,includingfirstaidtreatment,fireprotectionmethod,transportationandstorageinsidemanufacturingareas,contactcontrol/PPE,stabilityandreactivityandestablishemergencyresponseprocedure.
负责管理全公司的MSDS的安全健康部分，包括急救措施、消防措施、搬运和贮存、接触控制/人员防护、稳定性和反应性及制定应急响应预案等；
4.1.2Identifyandcollectapplicableenvironmentalandsafety&occupationalhealthlaws,regulationsandrequirementsrelatedtochemicalapprovalandmanagementthroughoutorganization;
负责确定、收集适用于公司的化学品审核及管理方面的环境、职业安全健康法律、法规及相关规定；
4.1.3Supervisesafestorage,transportationandusageofchemicalsusedincompany;
负责监督指导公司内正在使用的化学品的安全贮存、运输、使用；
4.1.4ConductMSDStrainingandsafetytrainingofchemical;
进行MSDS及化学品安全教育；
4.1.5EvaluateandreviewproperPPEandoccupationalhealthstatusintheworkstationwhichusechemical;
评估及审核化学品使用工位的防护用品及工业卫生状况;
4.1.6Consolidateandsubmitcompanychemical/hazardouschemicallisttosupervisoryDepartment;
汇总及向相关部门提交化学品/危险化学品清单.
4.2SupplyChain采购及仓库管理部门
4.2.1ToberesponsibleforhavingsuppliersprovideMSDSinChinese（principallyinelectronicversion）,submittingtoEHSandusingdepartment.Ifchemicaldirectlyimportedfromothercountries,PurchasingdepartmentshallprovideMSDSinEnglish;
负责要求化学品的供应商提供中文MSDS（原则上提供电子版）并传递至EHS及使用部门,如从其他国家直接进口化学品，采购部门负责提供相关英文版MSDS。
4.2.2Toberesponsibleforconfirmingrelatedqualificationofchemicalsupplier,carrierandrecordkeeping;
负责确认化学品供应商及运输方的相关资质并记录；
4.2.3Communicatewithcarrieraboutrelatedregulationofourcompanyandrequestthecarriertofollow"GeneralSpecificationsfortransportpackagesofdangerousgoods","Labelsforpackagesofdangerousgoods"andotherrequirementsfromourcompany.
负责将公司相关规定转达给运输方，并要求运输方遵守《危险货物包装通用技术条例》和《危险货物包装标志》及公司的其他要求及规定；
4.2.4Toberesponsibleformanagementofchemicalstorageappointingownerandsoon.
负责化学品存储区的管理，明确管理责任人等。
4.3UsingDepartment使用部门
4.3.1Implementandinspectchemicalspill/leakagepreventionmeasurementsanddisposalofwastechemicalsonsite.
履行检查各自现场内正在使用的化学品的泄漏预防措施及废弃物的处理；
4.3.2Superviseandpushemployeestouseandstorechemicalssafelyonsite.
负责督促各自人员安全使用和保存化学品。
4.3.3Ensurechemicalmanagementstatus（storage,usage,disposal）inowndepartmentandthosefromcontractor'smeetrequirementsofMSDSandsafety&environmentalguidelinesofCompany,includingantileakagemeasurement,PPEusing,emergencyresponding,anddisposaletc;
确保本部门及本部门承包方的化学品管理状态（贮存、使用、废弃）符合MSDS及公司内部的环境、安全要求，包括相应防渗漏措施，防护用品佩戴，紧急事故处理，废弃等负责；
4.3.4Everydepartmentmustappointoneownertomanageowndepartment’schemicalswithfollowingresponsibilities:
各化学品使用部门必须设置专人进行部门内化学品管理，其职责：
（1）ManageandkeepMSDSofowndepartment—ensureaccessibilityofthecopiesofMSDS;
管理并保存本部门MSDS并保证为可能接触人员获取；
（2）EnsurechemicalmanagementstatusofowndepartmentmeetwithrequirementsfromMSDSandenvironmental&safetyguidelinesofcompany;
负责确保本部门的化学品管理状态符合MSDS及公司内部的环境、安全要求；
（3）Tocommunicatethisproceduretocontractorsandensurechemicalmanagementofthecontractorscomplywiththisprocedure;
负责向本部门承包方传达此规定并确认承包方化学品管理符合此规定；
（4）PromoteMSDSandchemicalmanagementtrainingsinowndepartment.
负责本部门的MSDS及化学品管理教育推进。
5.Procedure
5.程序
5.1ChemicalPurchase化学品采购
5.1.1PurchasingDepartmentmustverifyqualificationofchemicalsupplierandkeeprecordbeforeprocessingpurchasing;PurchasingprocessshouldaccordingtotheLWIMROPurchasing.
采购化学品前采购部门必须确认化学品供应商的相关资质并记录,按照LWI16MRO的采购流程执行。
5.1.2Purchaseofexistedchemicalsfollowsnormalpurchaseprocess.Foranewchemical,EHSneedstoconfirmandsignoffbeforestartingpurchaseprocess.Itemsneedtobeconfirmedincluding:
whetherthechemicalhasMSDS（eitherinEnglishorinChinese）anditscrapcanbedisposedlocally.MSDSshouldbeprovidedbybuyer.
如果是已有的化学品的采购过程遵循正常采购流程。
如果是新添加的化学品，在开始正常的采购流程前需要EHS签字确认。
EHS签字确认的内容包括该化学品有没有MSDS（中英文都可以），以及它的废弃物能否在当地被处理。
MSDS由采购提供。
5.2ChemicalTransportation化学品运输
5.2.1Externaltransportation厂外运输
（1）Transportationfirmshallhaverelevantbusinesslicense/approval;
运输单位必须持有相关经营许可证；
（2）Transportationfirmmustobeytherequirementsof"Generalspecificationsfortransportpackagesofdangerousgoods"and"Labelsforpackagesofdangerousgoods"andothernational,internationalstandardsandrelatedregulations;
运输单位必须执行《危险货物运输包装通用技术条例》和《危险货物包装标志》等国家、国际标准和有关规定。
（3）TransportationfirmshallprepareleakagepreventionmeasuresaccordingtoMSDSandrelatedregulatoryrequirement.
运输单位应按MSDS及相关国家要求备置防泄漏措施等。
5.2.2InternalTransportation厂内运输
（1）Chemicalneedstobetransportedshallhavesoundpackageandemergencyresponsemeasure;
所运输化学品包装必须完好并有应急处理措施；
（2）Hazardouschemicaltransportationshallbeinlinewithregulatoryrequirement;
危险化学品运输应符合国家要求；
（3）Equipmenttocontain,transportandstorehazardouschemicalshallbemarkedbycolor,warningsignandlabeltoindicateitsdanger.
盛装、输送、贮存危险化学品的设备，采用颜色、标牌、标签等形式标明其危险性。
5.3WarehouseIncomingandStorage入库及贮存
5.3.1Storekeepershallregisterinformationofhazardouschemicalsliketype,quantity,andhazard,setupa“listofhazardouschemical”,andinspectquality,quantity,packagingandleakingstatusofincomingchemicals;.
仓库管理员应详细登记危险化学品种类、数量、危害性等基本情况，建立“危险化学品清单”，入库化学品应检验物品质量、数量包装情况、有无泄漏；
5.3.2IncomingchemicalshallhaveMSDS;hazardouschemicalshallhaveChinesePrecautionarylabelandMSDSavailableforthosewhomayaccessit;
入库化学品应有MSDS，危险化学品应有中文安全标签，并为可接触到者获取；
5.3.3Chemicalsshallbestoredatchemicalstorageroomwithdesignatedquantity;
化学品应在化学品仓库定量保存；
5.3.4Chemicalstorageplaceshallhaveleakagepreventionmeasuresandlocatesfarawayfromwatersourceandmanhole,etc.Hazardouschemicalstorageshallmeetregulatoryrequirementandcomplywiththesegregationchart.
化学品存放地应有防渗漏措施，并远离水源、阴井等。
危险化学品贮存应符合国家要求并根据《常用危险化学品的分类及标志》（GB13690-92）规定张贴相关标志。
5.4Usage使用
5.4.1Chemicaldistributionshallbeprocessedinspecificareaofthechemicalstorehouseonsit.Chemicalcontainersusedassecondarycontainersmustbelessthanorequalto500ml,safetyanti-explosioncansalsocanbeusedassecondarycontainers.NewchemicalcontainersshallbepastedwithprecautionarylabelsorMSDS.Beforethehazardouschemicalcontainersbeingthoroughlycleanedandpurged,itslabelsshouldn’tbereplaced.
化学品的分装必须在化学品仓库的化学品分装区进行。
对于需要放在现场使用的化学品的二次分装的容器必须小于或等于500ml，或者用安全防爆罐作为分装容器。
对于化学品，在移装或分装后的容器上应贴四色标签或MSDS，盛装危险化学品的容器在未净化处理前，不得更换原安全标签。
5.4.2LabelsforsecondarychemicalcontainersmustindicatenameofChemical（inChineseorEnglish）,andwithahazardwarninglabel.Chemicalisforbiddentobecontainedbyfoodcontainer;
分装容器应标明化学品名称（中或英文）及有害性警告标识.化学品禁止用食品容器分装；
5.4.3MSDSinChineseofchemicalsshallbeaccessibleonusinglocation;
化学品使用地点应可以获取相应中文MSDS;
5.4.4Operatorsshallreceiverelatedenvironmental,safetyandoccupationalhealthtrainingpriortobeondutyandshallbeequippedwithproperPPE;
操作者上岗前应接受相应环境、职业安全健康教育，并配带适当的防护用品；
5.4.5Chemicalusingplaceshallbeequippedwithfirst-aidmeasuresandleakagepreventionmethods;
化学品使用场所应有相应急救措施及泄漏防止措施；
5.4.6Chemicalplaceandstorage:
Allchemicalsshouldbestoredinsafetycabinetsafterused,ifthequantityislessthan5kg,thenchemicalshouldbeplacedandstoredchemicalaccordingtothedepartmentrequirement.
工作结束后，如果储化学品存量大于5kg必须放安全柜储存，否则按部门要求存放。
5.5ChemicalandContainerdisposal化学品及容器报废/废弃
5.5.1Disposalprocessofsolidwastechemical:
packwithappropriatepackage,pasteMSDSwhichcontainsthenameofoperatorsandprocessingtime,andfinallysendittothewastechemicalstorageareaofchemicalstorehouse.

用适合包装物包装好，贴好MSDS并请操作者将自己的姓名和操作日期写在MSDS上，送到化学品仓库废弃化学品存放区
