Itis wonderfultobehere. IwanttoalsoacknowledgeMarkStrand1,presidentoftheCongressionalInstitute. Toallthefamilymemberswhoarehereandwhohavetoputupwithusforanelectiveofficeeachandeveryday,thankyou,becauseIknowthat'stough. (Applause.)
Iverymuchamappreciative2ofnotonlythetoneofyourintroduction,John,butalsotheinvitationthatyouextendedtome. Youknowwhattheysay,"Keepyourfriendsclose,butvisittheRepublicanCaucus3干部会议,核心会议everyfewmonths." (Laughter.)
PartofthereasonIacceptedyourinvitationtocomeherewasbecauseIwantedtospeakwithallofyou,andnotjusttoallofyou. SoI'mlookingforwardtotakingyourquestionsandhavingarealconversationinafewmoments. AndIhopethattheconversationwebeginheredoesn'tendhere;thatwecancontinueourdialogueinthedaysahead. It'simportanttomethatwedoso. It'simportanttoyou,Ithink,thatwedoso. Butmostimportantly,it'simportanttotheAmericanpeoplethatwedoso.
I'vesaidthisbefore,butI'mabigbelievernotjustinthevalueofaloyalopposition4,butinitsnecessity. Havingdifferencesofopinion,havingarealdebateaboutmattersofdomesticpolicyandnationalsecurity--andthat'snotsomethingthat'sonlygoodforourcountry,it'sabsolutelyessential. It'sonlythroughtheprocessofdisagreementanddebatethatbadideasgettossedout扔出andgoodideasgetrefinedandmadebetter. Andthatkindofvigorousbackandforth5--thatimperfectbutwell-foundedprocess,messyasitoftenis--isattheheartofourdemocracy. That'swhatmakesusthegreatestnationintheworld.
So,yes,Iwantyoutochallengemyideas,andIguaranteeyouthatafterreadingthisImaychallengeafewofyours. (Laughter.) Iwantyoutostandupforyourbeliefs,andknowingthiscaucus,Ihavenodoubtthatyouwill. Iwantustohaveaconstructive6debate. TheonlythingIdon'twant--andhereIamlisteningtotheAmericanpeople,andIthinktheydon'twanteither--isforWashingtontocontinuebeingsoWashington-like. Iknowfolks人们,whenwe'reintownthere,spendalotoftimereadingthepollsandlookingatfocusgroupsandinterpretingwhichpartyhastheupperhandinNovemberandin2012andsoonandsoonandsoon. That'stheirobsession困扰,痴迷.
AndI'mnotapundit7博学者. I'mjustaPresident,sotakeitforwhatit'sworth. ButIdon'tbelievethattheAmericanpeoplewantustofocusonourjobsecurity. Theywantustofocusontheirjobsecurity. (Applause.) Idon'tthinktheywantmoregridlock. Idon'tthinktheywantmorepartisanship8. Idon'tthinktheywantmoreobstruction9. Theydidn'tsendustoWashingtontofighteachotherinsomesortofpoliticalsteel-cagematchtoseewhocomesoutalive. That'snotwhattheywant. TheysentustoWashingtontoworktogether,togetthingsdone,andtosolvetheproblemsthatthey'regrapplingwith扭打,努力克服everysingleday.
AndIthinkyourconstituents10wouldwanttoknowthatdespitethefactitdoesn'tgetalotofattention,youandIhaveactuallyworkedtogetheronanumberofoccasions. Therehavebeentimeswherewe'veactedinabipartisan两党连立的fashion. AndIwanttothankyouandyourDemocraticcolleaguesforreachingacrosstheaisle11. Therehasbeen,forexample,broadsupportforputtinginthetroopsnecessaryinAfghanistantodenyalQaedasafehaven12,tobreaktheTaliban'smomentum13动力,动量,andtotrainAfghansecurityforces. We'vestoodtogetheronbehalfofournation'sveterans. TogetherwepassedthelargestincreaseintheVA'sbudgetinmorethan30yearsandsupportedessentialveterans'healthcarereformstoprovidebetteraccessandmedicalcareforthosewhoserveinuniform.
SomeofyoualsojoinedDemocrats17insupportingaCreditCardBillofRightsandinextendingunemploymentcompensationtoAmericanswhoareoutofwork. Someofyoujoinedusinstoppingtobaccocompaniesfromtargetingkids,expandingopportunitiesforyoungpeopletoserveourcountry,andhelping18responsiblehomeownersstayintheirhomes.
Sowehaveatrackrecordofworkingtogether. Itispossible. But,asJohn,youmentioned,onsomeverybigthings,we'veseenparty-linevotesthat,I'mjustgoingtobehonest,weredisappointing. Let'sstartwithoureffortstojumpstart安装,引进theeconomylastwinter,whenwewerelosing700,000jobsamonth. Ourfinancialsystemteeteredonthebrink19of濒临collapse20andthethreatofasecondGreatDepressionloomed21large. Ididn'tunderstandthen,andIstilldon'tunderstand,whywegotoppositioninthiscaucusforalmost$300billioninbadlyneededtaxcutsfortheAmericanpeople,orCOBRAcoverage22tohelpAmericanswho'velostjobsinthisrecessiontokeepthehealthinsurancethattheydesperately23needed,oroppositiontoputtingAmericanstoworklayingbroadbandandrebuildingroadsandbridgesandbreakinggroundonnewconstructionprojects.
TherewasaninterestingheadlineinCNNtoday:
"Americansdisapprove24ofstimulus25刺激,激励,butlikeeverypolicyinit." Andtherewasapollthatshowedthatifyoubrokeitdownintoitscomponent26parts,80percentapprovedofthetaxcuts,80percentapprovedoftheinfrastructure27,80percentapprovedoftheassistancetotheunemployed28.
Well,that'swhattheRecoveryActwas. Andlet'sfaceit,someofyouhavebeenattheribbon-cuttingsforsomeoftheseimportantprojectsinyourcommunities. Now,Iunderstandsomeofyouhadsomephilosophical29differencesperhapsonthejusttheconceptofgovernmentspending,but,asIrecall,oppositionwasdeclaredbeforewehadachancetoactuallymeetandexchangeideas. AndIsawthatasamissedopportunity.
Now,Iamhappytoreportthismorningthatwesawanothersignthatoureconomyismovingintherightdirection. ThelatestGDPnumbersshowthatoureconomyisgrowingbyalmost6percent--that'sthemostsince2003. Toputthatinperspective正确地,thistimelastyear,weweren'tseeingpositivejobgrowth;wewereseeingtheeconomyshrinkbyabout6percent.
Soyou'veseena12percentreversal逆转,撤销duringthecourseofthisyear. Thisturnaroundisthebiggestinnearlythreedecades--anditdidn'thappenbyaccident. Ithappened--aseconomists30,conservativeandliberal,willattest31--becauseofsomeofthestepsthatwetook.
Andbytheway,youmentionedaWebsiteouthere,John-- ifyouwanttolookatwhat'sgoingon,ontheRecoveryAct,youcanlookonrecovery.gov--aWebsite,bytheway,thatwasEricCantor'sidea.
Now,here'sthepoint. Theseareserioustimes,andwhat'srequiredbyallofus--DemocratsandRepublicans--istodowhat'srightforourcountry,evenifit'snotalwayswhat'sbestforourpolitics. Iknowitmaybeheresy异教,异端tosaythis,buttherearethingsmoreimportantthangoodpollnumbers. Andonthisnoonecanaccusemeofnotlivingbymyprinciples. (Laughter.) Ourfutureshouldn'tbeshapedbywhat'sbestforourpolitics;ourpoliticsshouldbeshapedbywhat'sbestforourfuture.
