Currentandfutureperiods,Jinzhongandnational,asinbuildingamoderatelyprosperoussocietyandacceleratingsocialistmodernizationimportantperiodofrapideconomicdevelopmentwhilealsofacingproblemswiththewatercrisischallengescoexist.Werelessthanwater,waterandspaceunevenlydistributed,withthedistributionofproductiveforcesdoesnotmatchthewaterlevelisoutstandingatthisstageJinzhong,JinzhongCity,alsowillbefacinglong-termbasicsituation,therefore,fullyawareoftheimportanceofstrictwatermanagement,bothtosolvethecity’sincreasinglycomplexwaterissuesurgentrequirementisrelatedtotheoveralldevelopmentofsustainableeconomicandsocialpreconditions.

First,strictwatermanagement,istoenhancetheeconomicandsocialsustainabilityofthefundamentalrequirementsofhumansurvivalanddevelopmentofwaterresourcesisthelifebloodofthecontrollingelementsofecologyandenvironment,butalsotoachievesustainableeconomicandsocialdevelopmentofphysicalinfrastructure.Accordingtothecity’ssecondwaterresourceevaluationresultsshowedthatnearly20years,thecity’stotalwaterresourcesonaverage1.09billionm3,per367m3,theaverageperhectare2865m3,theaveragewaterresourcespercapitaandperhectareisequivalenttothenationalaverageandonlyaverageperhectare,16.5%and10.6%,aninternationallyrecognizedextremewatershortageareasofthecity’sgroundwaterextraction380millionm3,whilethecurrentcapacityof420milliongroundwaterm3,developmentandutilizationofupto110%,especiallyinplainareasover-exploitationhasbecomeanareaof?

Atpresent,Chinaisinthetraditionaltomodernirrigationwaterandsustainablewaterchangesinthekeystage.Tomeettheeconomicandsocialrestructuringanddevelopmentofwaterresourcesandthenewsituation,wemustconsidertheeconomicandsocialco-ordinationandwaterconservation,waterenvironment,water,ecologicalprotection,theimplementationofsustainabledevelopment,watermanagementstrategy,focusedonthefollowingthreeareastoachievefundamentalchange.

First,managementphilosophy,weshouldspeedupfromthewatersupplytowaterdemandmanagementchangemanagement.JinzhongCity,watershortages,limiteddevelopmentpotential,wateruseefficiencyisnothigh,prominentenvironmentalproblemscannotbesettogoforthetraditionaltotheold,mustacceleratethemanagementofwatersupplymanagementtowaterdemandchangesinthewaterresourcesplanning,allocation,conservationandprotectionshouldbereflectedinallaspectsoftheconceptofwaterdemandmanagement,theimplementationoftotalwatercontrol,tocurbunreasonabledemandforwater,improvewaterefficiencyandeffectivenesstoachievethesustainableuseofwaterresourcesinagriculturalwatermanagement,toestablishtheconceptofsustainablewater-savingagriculture,inthepursuitofmaximizingwateruseefficiencywhilemaintaininganaturalrenewablewaterresourcesandimprovetheabilitytoseekcoordinateddevelopmentofagricultureandthecommondevelopmentoftheregioninindustrialwatermanagement,watercoststoestablishtheconceptthatinthepursuitofbusinessefficiency,theoverallconsiderationofwatercosts,waterandtotalwaterenterpriseproductsforthefixedassessment,andimplementingaprogressiveincreasefees,improvewaterefficiencyinwatermanagement,urbanlife,toestablishawater-savingideaistosavemoney,throughtheimplementationoftieredwaterpricing,waterawarenessandgraduallydeveloptheresidents,andpromotewater-savingsociety.
