Onthebasisofsummarizingthepowergriddevelopmentandoperatingexperience,ourministryin1981,wasformallyissued"guidelinesforthepowersystemsecurityandstability,workfortheplanning,designandoperationofpowersystem,formulateaunifiedstandardsystemstability.Practiceshowsthatthisguidelineonreasonableelectricitynetworkconstructionandretrofit,andtoimprovethelevelofsystemsecurityandstability,andgreatlyreducesystemstabilityplaysanimportantroleinguidingdamageaccident.

Againinrecentyears,theministryofisbuilding500kvpowergridtotheinvestigationofthesystem,andthefeelingintheguidelinesforthesecurityandstabilityofpowersystem,itisnecessarytoformulatea"guidelinesforthepowersystemtechnology,toadapttotherapiddevelopmentofpowersystem,andadapttothehighlevelofvoltageofpowergrid,thebigunit,regionalnetworks,suchashighvoltagedirectcurrenttransmissiongraduallyappearnewsituation.

Theguidelinesforthepowersystemtechnologyisbasedon

nearly10yearsdevelopmenttrendandthecurrentproblemsinthedevelopmentofpowersystem,putsforwardtechnicalprinciples,andafterrepeatedresearch.Recently,ithasbeenamendedaccordingtotheopinionsofvariousunitsfortheoriginalconsultation.Ifyoufindanyproblemsinthetrial,pleaserefertothedepartmentatanytimeforfurtherrevision.

Putforwardthetechnicalprincipleofthisguideline,theexistingoperationofpowersystemcannotmeettherequirements,shouldcreateconditions,throughplannedtocarryouttechnicaltransformationandimplementstepbystep.Planninganddesignofthenewpowersystem,shouldbecombinedwiththeactualsituationofregionaldevelopment,basedontheprinciplesofthisguidelineforfurtheranalysisandresearchwork,toachievethebestcomprehensivetechnicalandeconomicbenefits.

1thegeneral

1.1

Powersystemsincludepowergeneration,powertransmission,electricitytransmission,powerdistributionand

correspondingcommunications,safetyautomation,relayprotection,andschedulingautomation.Thebasictaskofpowersystemplanning,designandoperation,isunderthenationaldevelopmentplanofoverallplanning,rationaldevelopmentandutilizationofenergyresources,withtheleastamountofspending(includinginvestmentandoperationcost)foreach

departmentofnationaleconomyandpeople'slifetoprovidesufficientqualified,reliableandqualitypower.

1.2tocoordinatebetweentherelevantdepartmentsofthepowersystemandtheprofessionalwork,maketheelectricpowersystemplanning,designandoperationtocooperatewitheachother,realizethebasictask,formulatesthisguideline,alldepartmentsshouldabideby.

1.3research,experimentanddepartmentsshouldanalyzethevariousfeasibletoimprovethequalityofelectricpowersystemsecurity,economicandtechnicalmeasures,throughexperimentandpilotaftergainingexperience,promotionusedinpowersystem.

Basicrequirementsofelectricpowersystem

Thebasicrequirementsofeconomy,reliabilityandflexibilityshouldbemetwiththebasicrequirementsofeconomy,reliabilityandflexibility.

A.correctlyhandletherecentneedsandfuturedevelopment,thebasicconstructionandoperation,economyandsafety,asystem(hair,send,andmatch)andthesecondarysystem,automation,communications,security,automatic,relayprotection)formacompletesetofconstructionandthecoordinateddevelopmentandothermajorrelationships,toachievethebestcomprehensiveeconomicbenefits.

Theelectricpowersystemshallhavetheabilitytoresistdisturbanceinaccordancewiththesafetyandstabilityguide

ofthepowersystem,andpreventthewidespreadpowerfailureoftheoccurrenceofcatastrophiceffects.

C.designandplanningdepartmentsinthedesignandarrangementoflargeengineeringproject,shouldstrivetomakeeverystageintheprocessofitsconstructioncanbecompatiblewiththeexistingpowersystem,andprovidenecessaryforpowersystemsecurityandeconomicoperationofflexibility.

Thedesignandoperationoftheelectricpowersystemshallbeprovidedwiththenecessarypowerreserve.Thereliabilityanalysisshouldbecarriedoutintheplanninganddesign,andtheelectricpowersystemshallbecalculatedinthefuture.

Powergridplanninganddesign,includingtheendsystem,thepoweroftheaccess,link,etc.,shouldbecomprehensive,overallconsideration,reasonablelayout,carryout"hierarchicalpartition"principle,
