Obama在2009年2月25日国会演讲中说:

Inaglobaleconomywherethemostvaluableskillyoucansellisyourknowledge,agoodeducationisnolongerjustapathwaytoopportunity--itisapre-requisite.

Educationisapassporttosuccess.教育是成功的通行证。

Butinmylife,Ihavealsolearnedthathopeisfoundinunlikelyplaces;thatinspirationoftencomesnotfromthosewiththemostpowerorcelebrity,butfromthedreamsandaspirationsofAmericanswhoareanythingbutordinary.

Now,I'vegivenalotofspeechesabouteducation.AndI'vetalkedaboutresponsibilityalot.

I'vetalkedaboutteachers'responsibilityforinspiringstudentsandpushingyoutolearn.I'vetalkedaboutyourparents'responsibilityformakingsureyoustayontrack,andyougetyourhomeworkdone,anddon'tspendeverywakinghourinfrontoftheTVorwiththeXbox.

--andnoneofitwillmakeadifference,noneofitwillmatterunlessallofyoufulfillyourresponsibilities,unlessyoushowuptothoseschools,unlessyoupayattentiontothoseteachers,unlessyoulistentoyourparentsandgrandparentsandotheradultsandputinthehardworkittakestosucceed.That'swhatIwanttofocusontoday:

theresponsibilityeachofyouhaveforyoureducation.

Iwanttostartwiththeresponsibilityyouhavetoyourself.Everysingleoneofyouhassomethingthatyou'regoodat.Everysingleoneofyouhassomethingtooffer.Andyouhavearesponsibilitytoyourselftodiscoverwhatthatis.That'stheopportunityaneducationcanprovide.

Whereyouarerightnowdoesn'thavetodeterminewhereyou'llendup.Noone'swrittenyourdestinyforyou,becausehereinAmerica,youwriteyourowndestiny.Youmakeyourownfuture.

Maybeyoucouldbeagreatwriter--maybeevengoodenoughtowriteabookorarticlesinanewspaper--butyoumightnotknowituntilyouwritethatEnglishpaper--thatEnglishclasspaperthat'sassignedtoyou.Maybeyoucouldbeaninnovatororaninventor--maybeevengoodenoughtocomeupwiththenextiPhoneorthenewmedicineorvaccine--butyoumightnotknowituntilyoudoyourprojectforyourscienceclass.MaybeyoucouldbeamayororasenatororaSupremeCourtjustice--butyoumightnotknowthatuntilyoujoinstudentgovernmentorthedebateteam.

Andnomatterwhatyouwanttodowithyourlife,Iguaranteethatyou'llneedaneducationtodoit.Youwanttobeadoctor,orateacher,orapoliceofficer?

Youwanttobeanurseoranarchitect,alawyeroramemberofourmilitary?

You'regoingtoneedagoodeducationforeverysingleoneofthosecareers.Youcannotdropoutofschoolandjustdropintoagoodjob.You'vegottotrainforitandworkforitandlearnforit.

Butwhateveryouresolvetodo,Iwantyoutocommittoit.Iwantyoutoreallyworkatit.

IknowthatsometimesyougetthatsensefromTVthatyoucanberichandsuccessfulwithoutanyhardwork--thatyourtickettosuccessisthroughrappingorbasketballorbeingarealityTVstar.Chancesareyou'renotgoingtobeanyofthosethings.

Thetruthis,beingsuccessfulishard.Youwon'tloveeverysubjectthatyoustudy.Youwon'tclickwitheveryteacherthatyouhave.Noteveryhomeworkassignmentwillseemcompletelyrelevanttoyourliferightatthisminute.Andyouwon'tnecessarilysucceedateverythingthefirsttimeyoutry.

That'sokay.Someofthemostsuccessfulpeopleintheworldaretheoneswho'vehadthemostfailures.J.K.Rowling's--whowroteHarryPotter--herfirstHarryPotterbookwas

Thesepeoplesucceededbecausetheyunderstoodthatyoucan'tletyourfailuresdefineyou--youhavetoletyourfailuresteachyou.Youhavetoletthemshowyouwhattododifferentlythenexttime.Soifyougetintotrouble,thatdoesn'tmeanyou'reatroublemaker,itmeansyouneedtotryhardertoactright.Ifyougetabadgrade,thatdoesn'tmeanyou'restupid,itjustmeansyouneedtospendmoretimestudying.

Noone'sbornbeinggoodatallthings.Youbecomegoodatthingsthroughhardwork.You'renotavarsityathletethefirsttimeyouplayanewsport.Youdon'thiteverynotethefirsttimeyousingasong.You'vegottopractice.Thesameprincipleappliestoyourschoolwork.Youmighthavetodoamathproblemafewtimesbeforeyougetitright.Youmighthavetoreadsomethingafewtimesbeforeyouunderstandit.Youdefinitelyhavetodoafewdraftsofapaperbeforeit'sgoodenoughtohandin.

Don'tbeafraidtoaskquestions.Don'tbeafraidtoaskforhelpwhenyouneedit.Idothateveryday.Askingforhelpisn'tasignofweakness,it'sasignofstrengthbecauseitshowsyouhavethecouragetoadmitwhenyoudon'tknowsomething,andthatthenallowsyoutolearnsomethingnew.Sofindanadultthatyoutrust--aparent,agrandparentorteacher,acoachoracounselor--andaskthemtohelpyoustayontracktomeetyourgoals.

Andevenwhenyou'restruggling,evenwhenyou'rediscouraged,andyoufeellikeotherpeoplehavegivenuponyou,don'tevergiveuponyourself,becausewhenyougiveuponyourself,yougiveuponyourcountry.

ThestoryofAmericaisn'taboutpeoplewhoquitwhenthingsgottough.It'saboutpeoplewhokeptgoing,whotriedharder,wholovedtheircountrytoomuchtodoanythinglessthantheirbest.

Educationisaneconomicissue.

Wecan’tacceptanythingbutthebestinAmerica’sclassrooms. Andthat'swhywe’velaunchedaninitiativecalledRacetotheTop,wherewearechallengingstatestostrengthentheircommitmenttoexcellence,andhireoutstandingteachersandtrainwonderfulprincipals,andcreatesuperiorschoolswithhigherstandardsandbetterassessments. Andwe’realreadyseeingpowerfulresultsacrossthecountry.

Butwealsoknowthatinthecomingdecades,ahighschooldiplomaisnotgoingtobeenough. Folksneedacollegedegree.Theyneedworkforcetraining. Theyneedahighereducation. AndsotodayIwanttotalkaboutthehighereducationstrategythatwe’repursuingnotonlytoleadtheworldoncemoreincollegegraduationrates,buttomakesureourgraduatesarereadyforacareer;readytomeetthechallengesofa21stcenturyeconomy.

Now,sincewe’reonthetopicofspeakinghonestlywithoneanother,Iwanttodevotethebalanceofmytime,thebalanceofmyremarks,toanissuethatIbelievewilllargelydeterminenotonlyAfricanAmericansuccess,butthesuccessofournationinthe21stcentury--andthatiswhetherweareofferingourchildrentheverybesteducationpossible. （Applause.）

Iknowsomearguethatasweemergefromarecession,myadministrationshouldfocussolelyoneconomicissues. Theysaidthatduringhealthcareasifhealthcarehadnothingtodowitheconomics;saiditduringfinancialreformasiffinancialreformhadnothingtodowitheconomics;andnowthey'resayingitasweworkoneducationissues. Buteducationisaneconomicissue--ifnot“the”economicissueofourtime. （Applause.）

It’saneconomicissuewhentheunemploymentrateforfolkswho’venevergonetocollegeisalmostdoublewhatitisforthosewhohavegonetocollege. （Applause.） It’saneconomicissuewheneightin10newjobswillrequireworkforcetrainingorahighereducationbytheendofthisdecade. It’saneconomicissuewhencountriesthatout-educateustodayaregoingtoout-competeustomorrow.

Now,foryears,we’verecognizedthateducationisaprerequisiteforprosperity. Andyet,we’vetoleratedastatusquowhereAmericalagsbehindothernations. Justlastweek,welearnedthatinasinglegeneration,Americawentfromnumberoneto12thincollegecompletionratesforyoungadults. Usedtobenumberone,nowwe’renumber12. 

Atthesametime,our8thgraderstrailabouteight--10othernations--10othernationsinscienceandmath. Meanwhile,whenitcomestoblackstudents,AfricanAmericanstudentstrailnotonlyalmosteveryotherdevelopednationabroad,buttheybadlytrailtheirwhiteclassmateshereathome--anachievementgapthatiswideningtheincomegapbetweenblackandwhite,betweenrichandpoor. 

We’vetalkedaboutit,weknowaboutit,butwehaven’tdoneenoughaboutit. Andthisstatusquoismorallyinexcusable,itseconomicallyindefensible,andallofusaregoingtohavetorollupoursleevestochangeit. （Applause.）

Andthat'swhy--thatiswhy,fromdayoneofthisadministration,we’vemadeexcellenceinAmericaneducation--excellenceforallourstudents--atoppriority. AndnoonehasshownmoreleadershiponthisissuethanmySecretaryofEducation,ArneDuncan,whoisheretoday. （Applause.）

IchoseArnenotonlybecausehe’sagreatballplayer-- （laughter）--ArneandIplayalittlebitontheweekends--IchooseArnebecauseIknewthatforhim,closingtheachievementgap,unlockingthepotentialofeverychild,isn’tjustajob,it’sbeenthecauseofhislife.

Now,becauseahighereducationhasneverbeenmoreimportant–-ormoreexpensive-–it’sabsolutelyessentialthatweputacollegedegreewithinreachforanyonewhowantsit. Andthat’swhywe’remakinghighereducationmoreaffordable,sowecanmeetthegoalsI’vesetofproducingahighershareofcollegegraduatesthananyothernationby2020. Iwantustobebackatnumberoneinsteadofnumber12. （Applause.）
