ThemainweaponCustomsandExcisehasintacklingabuseistoseizecarsinwhichitsuspectsgoodsarebeingsmuggled.Guidelinessuggest"personaluse"canmeanonlyupto800cigarettes,forexample.Anyonebringinginmorecanbeaskedtoexplain.Inthepastthreeyears,customsofficershaveimpoundedmorethan22,000vehicles.Tellingly,onlyafifthofseizuresarecontested,andfewerthan1%ofappealsaresuccessful.Officialssaythevalueofcross-channelsmugglinghasfallensharplyinthepastyear,from£1.6billionto£400m.

烟草制造商协会估计有80%的手卷烟是走私来的。
