Overtheyears,theAPECCEOSummithasdevelopedintoacrucialforumfordialogueandactiononissuesthatcutacrossnotonlythePacificRimbutallcountries.Thismorning’stopic,GlobalCorporateSocialResponsibility,isanexampleofanissuethattrulydoescutacrossallborders.

Theworldweliveintodaytrulyisaglobalvillage.It’sasmallworld,andallcompaniesareunderamicroscope.

Tosetthestageforourpaneldiscussion,IwouldliketoofferjustafewobservationsandcommentsbasedonGeneralMotors’broadglobalfootprintandourlonghistoryasacorporatecitizenofmanydifferentcountries.

Letmesayfirstthatit’sespeciallyappropriatethatwearediscussingtheseissueshereinChina.Chinahasopeneditseconomyfasterandmorebroadlythanmostobserverswouldhaveimagined.Yetthatopeningalsohighlightsmanyofthewell-publicizedfearsofforeigninvestment,marketintegrationandglobalization.Thecriticsexpressfear,fearthattheprocessofglobalizationandtheglobalcorporationinvolvedinitmayunderminenationalauthority,localcultureandthenationalenvironment.

SpeakingfrommyownexperienceandthatofGeneralMotors,acompanythathasdonebusinessaroundtheworldfornearlyahundredyearsandnowhasoperationsinaround200countries,Ibelievetheseconcernsaremisplaced.Thedatashowthatglobalcorporationsplayapositiveroleinimprovingincomeandworkingconditions,incaringfortheenvironment,inimprovingeducationandinraisinglivingstandardsingeneral.Thatrolestarts,ofcourse,withthebusinessitself.Companiesmaketheinvaluablesocialcontributionofgeneratingjobs,transferringmanagerialandtechnologicalknow-how,providingtraining,andgeneratingtaxrevenuesforgovernments.Thosethingsaretheessentialsofanycountries’andanycommunities’ownwell-beingandprogress.

However,myownviewisthatsuccessfulcompanieshaveanobligationtodomorethan而不仅限于thebasiccontributionsgeneratedbytheirownbusinessactivity.Acommitmenttopayingafairday’spayforafairday’sworkisreallyonlythestartingpoint.Beyondthatisacommitmenttoanemployeehealthandsafety.InthecaseofGeneralMotors,wehaveadoptedthesamehealthsafetystandardsforeveryplantweoperatenomatterwhereit’slocated.Andthesestandardsexceedalllocalrequirements.WearetheindustryleaderinhealthandsafetyintheUnitedStatesandaroundtheworld.Intheenvironmentalarea,wealsoapplybestpracticesinallplantsaroundtheworld.Wedothesebecauseit’swhatourowncorevaluesleadustodo.Ourcorevaluesdefinewhatwewanttoachieveandwhatwewanttostandforasacompany.Theyarenotonlyourroadmapforcorporatesocialresponsibility.Theyarethedriversofallourdecisionsandactivitiesinallcountries.Theyareinessenceourcodeofconduct.SoI’dliketotakeamomenttodescribethemtoyoubriefly.

Ourfirstcorevalueiscustomerenthusiasm.Wewilldedicateourselvestoproductsandservicesthatcreateenthusiasticcustomers.Noonewillbesecondguessed（再三怀疑）fordoingtherightthingsforthecustomers.

HereinChina,wehaveconductedemployeeworkshopsandtrainingsessionsaroundthem,usingthemtobroadenemployees’understandingandvisionofleadership,responsibilityandaccountability.Andwearenotaloneindefiningvaluesandusingthemtodriveandmeasurebehaviors.ArecentU.S.businessroundtablestudyshowsthat30majorU.S.companieshavesimilarcodesofconduct.That’sreallynosurprise.Thosecodesarewhatdefineacompany’scharacterandsetitapartfromitscompetition.Ifyouseeyourselfasanenterprisethatwantstogrowandwantstoberespected,thekindofenterprisethatanyemployeeanywhereintheworldwillstrivetobeapartof,then,yourcorevalueswillreflectthat.Andtheywillleadyoutorunyourbusinessinamannerthatgoesfarbeyondwhatthecriticsofglobalizationoftenseemtoperceiveasnarrowandshort-termself-interest.

NowreturningtoGeneralMotors,ouractivityhereinChinaisagoodexampleofhowcorevaluestransformwordsintodeeds.Actually,wearenotnewcomerstoChina.TheoriginalGMChinawasestablishedin1929,withofficesrighthereinShanghai.Likesomanyothercompanies,weclosedouroperationsinChinaduringWWⅡ.WhenChinabeganopeningitseconomyinmorerecentyears（特别是近几年）,wewereveryeagertore-enterthemarket.Today,Chinaistheworld’sfastestgrowingeconomyandit’spotentiallytheworld’slargestvehiclemarket.

Letmegiveyouanideaofthemagnitudeofthatpotential.Chinahasapopulationofaround1.3billionpeople.Notallofthemcanaffordtoownacar,ofcourse,butweknowthatahugenumberofthemarealreadynearthatpoint.PercapitaGDPinChina’scoastalregion,anareawithabout400millionpeople,isvirtuallythesameasthatinmostofthecentralEuropeancountriesintermsofpurchasingpower.

Bywayofillustration,let’stakealookatPoland,anationofonly40millionpeople.Polandhadatotalcarmarketofabout500,000unitslastyear,comparedtoonlyabout650,000inallofChina.SoyoucanseethepotentialgrowthinChinaishuge.Alotneedstobedoneindevelopingtheinfrastructuretosupportgrowth,intermsofroads,intermsofthesalesanddistribution（thatwork）and…,alsointermsoffinancing.However,progresseshavealreadybeenmade,andwithChina’sentryintotheWTO,Ibelievethatthisprogresswillaccelerateatarapidpace.Withthatkindofpotential,allofthemajorplayersintheautoindustrytodaywouldlovetohaveasolidpresencehere.Thecompaniesthatautomaticallywin,though,willbetheoneswhosecorevaluesleadthemtothekindofcommitmentandinnovationthatwillwintheheartsandmindsofthesefuturecustomers.

LetmegiveaquickoverviewofouractivitiesinChinatoday.Wehavearound3,900employees,andoutofthatfigure,about3,800ofthemor97%areChinesecitizens.Thepresenceofexpatriatesinmanykeyjobsistypicalforyoungoperation,andweareexpectedthenumberofexpatsinourChinaoperationwilldeclinefromthecurrentlevelofaround100toabout50withinarelativelyshorttime.Longerterm,givenourexperiencesinothercountries,Iwillexpectustooperatewithjustahandfulofexpatriates.Ourworkforcehereishighly-educated,well-trainedandveryeagertodomore.WealsoexpectmanylocalemployeestomoveuptohigherpositionsnotonlywithinGMChinabutinotheroperationsaroundtheglobe.

Justlastweek,IhadthepleasureofmeetingwithseveralChinesenationals,manyofwhomhaveworkedatGMChinaandarenowworkingatourheadquartersandvehicleoperationsintheDetroitarea.Theyareamostimpressivegroup.HereinShanghai,wehavea50-50jointventurecalledShanghaiGM,SGM,wecallitforshort.Itsactivitiesrangefromsheetmetalstampingtoengineandtransmissionmanufacturing,aswellasvehicleassembly,marketingandadministration.TotalinvestmentisaboutUS$1.5b.ProductsmanufacturedatSGMincludeourfamilyof4midsizesedans,basedontheBuickRegal别克君威andCentury别克世纪builtintheU.S.,//theBuickGL8executivewagon别克GL8陆尊/路尊/陆上公务舱alsobasedonthevanbuiltintheU.S.,andBuickExcelle别克凯越,acompactcar紧凑型车basedontheOpelCorsa欧宝可赛,originallydesignedandbuiltinEurope.

ThesaleofChina’sfirstcompactcarintendedspecificallyforthegrowingmiddleclass.Allofthesevehiclesaretailoredtospecificdrivingconditions,regulations,andcustomerdesireshereinChina,tailoredtoourPanAsiaTechnicalAutomotiveCenter（泛亚汽车技术中心有限公司）,orPATACjointventure.AndIhavemoretosayaboutPATACinamoment.

TheShanghaiManufacturingandAssemblyComplexisthemostadvancedinallofChina.Itusesstate-of-the-artprocessesintheareasofflexibletooling,forexample,aleanmanufacturing（精实生产）.Italsoincorporatessomeoftheindustry’smostadvancedpollutioncontrolequipmentandprocedures,includingemissionsandwastewatertreatmenttechnology.

Wealsohavea50-50truckmanufacturingjointventureinthecityofShenyang,whichwecallJinBeiGM（沈阳金杯通用汽车）.ThisplantrepresentsaninvestmentofU.S$230m,andit,too,incorporatesstate-of-the-artmanufacturingprocesses,andpollutioncontrolequipmentandprocedures.ItbeganbuildingtheChevroletBlazer（雪佛兰开拓者）,whichisaSUV,sportutilityvehicle,justthispastspring….Andlaterthisyear,it’sgoingtostartbuildingtheChevroletS10CrewCabpick-uptruck（雪佛兰S10双排座皮卡）.
