Somepeoplearesolvingthisproblembyformingcooperatives.Inacooperative,everyoneinanapartmentbuildingjoinstogetherandbuysashareofthebuilding.If20percentofthoselivinginthecooperativehavelowearnings,thenthegroupcangetalow-interestloanfromthegovernment.Ifpeoplewanttoselltheirshareinthecooperative,theycannotreceivemorethantheypaidforit.Thishelpskeepthecostofcooperativeslow.
