  Thelackofimportanceattachedtohuman-resourcemanagementcanbeseeninthecorporatehierarchy.InanAmericanfirmthechieffinancialofficerisalmostalwayssecondincommand.Thepostofheadofhuman-resourcemanagementisusuallyaspecializedjob,offattheedgeofthecorporatehierarchy.TheexecutivewhoholdsitisneverconsultedonmajorstrategicdecisionsandhasnochancetomoveuptoChiefExecutiveOfficer(CEO).Bywayofcontrast,inJapantheheadofhuman-resourcemanagementiscentral—usuallythesecondmostimportantexecutive,aftertheCEO,inthefirm'shierarchy.

  WhileAmericanfirmsoftentalkaboutthevastamountsspentontrainingtheirworkforce,infacttheyinvestlessintheskillsoftheiremployeesthandoeitherJapaneseorGermanfirms.Themoneytheydoinvestisalsomorehighlyconcentratedonprofessionalandmanagerialemployees.Andthelimitedinvestmentsthataremadeintrainingworkersarealsomuchmorenarrowlyfocusedonthespecificskillsnecessarytodothenextjobratherthanonthebasicbackgroundskillsthatmakeitpossibletoabsorbnewtechnologies.

  Asaresult,problemsemergewhennewbreakthroughtechnologiesarrive.IfAmericanworkers,forexample,takemuchlongertolearnhowtooperatenewflexiblemanufacturingstationsthanworkersonGermany(astheydo),theeffectivecostofthosestationsislowerinGermanythanitisintheUnitedStates.Moretimeisrequiredbeforeequipmentisupandrunningatcapacity,andtheneedforextensiveretraininggeneratescostsandcreatesbottlenecksthatlimitthespeedwithwhichnewequipmentcanbeemployed.Theresultisaslowerpaceoftechnologicalchange,Andintheendtheskillsofthebottomhalfofthepopulationaffectthewagesofthetophalf.Ifthebottomhalfcan'teffectivelystafftheprocessesthathavetobeoperated,themanagementandprofessionaljobsthatgowiththeseprocesseswilldisappear.
