Yesterday,theHouseofRepresentativespassedahistoricpieceoflegislationthatwillopenthedoortoacleanenergyeconomyandabetterfutureforAmerica. 

Formorethanthreedecades,wehavetalkedaboutourdependenceonforeignoil. Andformorethanthreedecades,wehaveseenthatdependencegrow. Wehaveseenourrelianceonfossilfuelsjeopardizeournationalsecurity. Wehaveseenitpollutetheairwebreatheandendangerourplanet. Andmostofall,wehaveseenothercountriesrealizeacriticaltruth:

 thenationthatleadsinthecreationofacleanenergyeconomywillbethenationthatleadsthe21stcenturyglobaleconomy.  

NowisthetimefortheUnitedStatesofAmericatorealizethistoo. Nowisthetimeforustolead.  

TheenergybillthatpassedtheHousewillfinallycreateasetofincentivesthatwillsparkacleanenergytransformationinoureconomy. Itwillspurthedevelopmentoflowcarbonsourcesofenergy–everythingfromwind,solar,andgeothermalpowertosafernuclearenergyandcleanercoal. Itwillspurnewenergysavings,liketheefficientwindowsandothermaterialsthatreduceheatingcostsinthewinterandcoolingcostsinthesummer. Andmostimportantly,itwillmakepossiblethecreationofmillionsofnewjobs.  

Makenomistake:

 thisisajobsbill. We’realreadyseeingwhythisistrueinthecleanenergyinvestmentswe’remakingthroughtheRecoveryAct. InCalifornia,3000peoplewillbeemployedtobuildanewsolarplantthatwillcreate1000permanentjobs. InMichigan,investmentinwindturbinesandwindtechnologyisexpectedtocreateover2,600jobs. InFlorida,threenewsolarprojectsareexpectedtoemploy1400people.  

Thelistgoesonandon,butthepointisthis:

 thislegislationwillfinallymakecleanenergytheprofitablekindofenergy. Thatwillleadtothecreationofnewbusinessesandentirenewindustries. AndthatwillleadtoAmericanjobsthatpaywellandcannotbeoutsourced. Ihaveoftentalkedabouttheneedtobuildanewfoundationforeconomicgrowthsothatwedonotreturntotheendlesscycleofbubbleandbustthatledustothisrecession. Cleanenergyandthejobsitcreateswillbeabsolutelycriticaltothisnewfoundation. 

Thislegislationhasalsobeenwrittencarefullytoaddresstheconcernsthatmanyhaveexpressedinthepast. Insteadofincreasingthedeficit,itispaidforbythepolluterswhocurrentlyemitdangerouscarbonemissions. Itprovidesassistancetobusinessesandfamiliesastheymakethegradualtransitiontocleanenergytechnologies. Itgivesruralcommunitiesandfarmerstheopportunitytoparticipateinclimatesolutionsandgeneratenewincome. Andaboveall,itwillprotectconsumersfromthecostsofthistransition,sothatinadecade,thepricetotheaverageAmericanwillbejustaboutapostagestampaday. 

Becausethislegislationissobalancedandsensible,ithasalreadyattractedaremarkablecoalitionofconsumerandenvironmentalgroups;laborandbusinessleaders;DemocratsandRepublicans. AndIwanttothankeveryMemberofCongresswhoputpoliticsasidetosupportthisbillonFriday.  

NowmycalltoeverySenator,aswellastoeveryAmerican,isthis:

 Wecannotbeafraidofthefuture. Andwemustnotbeprisonersofthepast. Don’tbelievethemisinformationouttherethatsuggeststhereissomehowacontradictionbetweeninvestingincleanenergyandeconomicgrowth. It’sjustnottrue.  

Wehavebeentalkingaboutenergyfordecades. Butthereisnolongeradisagreementoverwhetherourdependenceonforeignoilisendangeringoursecurity. Itis. Thereisnolongeradebateaboutwhethercarbonpollutionisplacingourplanetinjeopardy. It’shappening. Andthereisnolongeraquestionaboutwhetherthejobsandindustriesofthe21stcenturywillbecenteredaroundclean,renewableenergy. Thequestionis,whichcountrywillcreatethesejobsandtheseindustries?

 IwantthatanswertobetheUnitedStatesofAmerica. AndIbelievethattheAmericanpeopleandthemenandwomentheysenttoCongresssharethatview. SoIwanttocongratulatetheHouseforpassingthisbill,andIwanttourgetheSenatetotakethisopportunitytocometogetherandmeetourobligations–toourconstituents,toourchildren,toGod’screation,andtofuturegenerations.

HelloandHappyFourthofJuly,everybody.Thisweekendisatimetogettogetherwithfamilyandfriends,kickback,andenjoyalittletimeoff.AndIhopethat’sexactlywhatallofyoudo.ButIalsowanttotakeamomenttodaytoreflectonwhatIbelieveisthemeaningofthisdistinctlyAmericanholiday.

Today,wearecalledtoremembernotonlythedayourcountrywasborn–wearealsocalledtoremembertheindomitablespiritofthefirstAmericancitizenswhomadethatdaypossible.

WearecalledtorememberhowunlikelyitwasthatourAmericanexperimentwouldsucceedatall;thatasmallbandofpatriotswoulddeclareindependencefromapowerfulempire;andthattheywouldform,inthenewworld,whattheold
