CCPHCBoardofDirectorshasdelegatedmanagementresponsibilityandauthoritytotheOwnerProjectManagementTeam（OPMT）forthedeliveryofthecompletedandoperationalMDIcomplexproject（MDI）.TheauthorityoftheOPMTextendsthroughtheplanning,managementandcontrolofresources（financial,physicalandhuman）asrequiredtoeffectivelyplan,manageandcontroltheMDIcomplexProject,andallcontractedcompanies,suppliers,subcontractors,etc.TheauthorityoftheOPMTendsaftersuccessfuloperationoftheFacilityhasbeenachieved.

重庆化医集团董事会已将管理责任和权利赋予MDI一体化业主项目管理团队（OPMT），由其负责重庆化医MDI一体化项目（MDI）的建设和生产的交接工作。

OPMT的权限表现于，根据需要对有关的资源（财力、物力和人力）进行计划、管理和控制，对MDI一体化项目以及各承包商、供货商和分包商等实施有效的计划、管理和控制。

OPMT的权利在联合装置成功运行后终止。

IncludedinthescopeofservicesoftheOPMTisthedeploymentofaProjectQualityManagementSystem.TheOPMTQualityManagementPlanidentifieshowthiswillbedelivered.ItisrequiredtobeappliedconsistentlytotheentirerangeofactivitiesandworkprocessesoftheMDIProject,todesign,buildandplaceintooperation,thecollectedfacilitiesoftheMDIProject.

OPMT服务范围包括对项目质量管理体系的使用。

OPMT质量管理计划确定了对质量管理体系具体交付的方法。

它必须始终贯彻于重庆化医MDI一体化项目工程的整个活动和工作过程中，从而完成对重庆化医MDI一体化项目联合装置的设计、施工和运行的目标。

OPMTQualityManagementSystemOPMT质量管理体系

TheOPMTQualityManagementSystem（QMS）willbedeliveredtomeettheintentofGB/T19001:

2008（idtISO9001:

2008）,andwillincorporatestatutoryandregulatoryrequirementsoftheChineseNationalandLocal（Chongqing）Government.

OPMT质量管理体系应符合GB/T19001:

2008（等同于ISO9001:

2008），并满足中国国家和地方（重庆）政府的法令和要求。

TheOPMTQMSisdocumentedinthe“OPMTQualityManagementStrategy,”CQMCP1-0000-QTA-PLN-001.

OPMT质量管理体系包含在文件CQMCP1-0000-QTA-PLN-001“OPMT质量管理策略”中。

Asacompleteandintegratedsystem,theOPMTQMSwillprovideassurancetoCCPHCDirectorsthattheFacilitiesdeliveredbytheOPMT:

OPMTQualityManagementPlanOPMT质量管理计划

Thisdocument–the“OPMTQualityManagementPlan”–isanintegralcomponentoftheQMS.Itidentifiesandreferencestheproceduresanddocumentsneededtoensureeffectiveplanning,operationandcontrolofprocesses,anddefinestherolesandaccountabilityinvolvedinapplyingtheQMSwithintheoverallMDIComplexProjectbytheOPMT,inclusiveofeachDepartment,FunctionandPET.

本文件–“OPMT质量管理计划”-是质量管理体系不可分割的一部分。

它确定并参考所需要的程序和文件，保证对工作过程进行有效的计划，运行和控制；同时它还确定了OPMT，包括各个部门、各职能部门和项目执行部，在整个重庆化医MDI一体化装置实施质量管理体系的过程中所承担的角色和责任。

TheOPMTQualityManagementPlanisapplicabletoallworkperformedinassociationwiththeMDIProject,intheexecutionofplanningandcontrolofengineering,design,procurement,supply,constructionandcommissioningoftheMDIComplexFacilities.

OPMT质量管理计划适用于和重庆化医MDI一体化项目有关联的所有工作任务。

具体表现在重庆化医MDI一体化装置的设计、采购、供货、施工和调试的计划编制和控制。

OPMT项目质量方针

MDIOPMTherebydeclaresthatitisthemainobjectiveoftheProjectTeamtoexecutetheMDICOMPLEXPROJECTinaccordancewithaQualityManagementSystemwhichcomplieswithGB/T19001:

2008）andincompliancewithProjectQARequirementsasdefinedinthisdocumentandassociatedprocedures.IndoingsoMDIOPMTwillhonourthefollowingprinciplestoeffectivelyensurethesuccessfulimplementationoftheestablishedQualityManagementSystem.

MDI一体化业主项目管理团队宣告我们的主要目标是按照国际标准ISO9001-2008质量管理体系要求和在相关文件中规定的项目质量保证要求来执行管理项目。

Thisdocumentidentifiestheplans,activities,responsibilitiesandworkprocessesthatformspartoftheworkthateach,department,functionorPETsimplementstodeliverthevalueandobjectivessetforthintheBusinessStatementofRequirements.

本文件确定了各部门、各职能部门或项目执行部，在实现“商业声明要求”的交付价值和目标时，所涉及的有关计划、活动、职责和各项工作的工作程序。

TheOPMTQualityManagementPlanidentifiesthefollowing:

TheOPMTQualityManagementPlanisalivingdocument,andassuchshallberegularlyreviewed,andrevisedasnecessary,toincludeamendmentstotheQMSoverthelifecycleoftheMDIComplexProject.

OPMT质量管理计划是一份现行的文件，需要定期审查并根据需要进行修改，包括对MDI一体化项目整个周期中的质量管理体系的改进等。

ThecomponentsofthisOPMTQualityManagementPlanaswellastheapprovedQualitystandardsandproceduresshallbeunderstoodtoberequirementsofOPMT,andshallbeappliedbyallgroupsthroughouttheorganization,fromtheOPMTManagementthroughDepartments,FunctionsandProjectTeams,downtotheContractorsandSuppliersandtheirlowertiersuppliers,subcontractors,etc.
