陈秀山论文摘要个地区的经济是否具有活力和能否快速发展的关键。
它包括的因素很多,既有
内在因素（总体经济实力、产业结构、城市化水平、对外开放水平、可持续发
教育水平和科技创新能力等）展能力、外在因素中有硬件因素也有外在因素,,
基础设施）（自然条件、政策环体制环境、（人文与社会环境、也有软件因素,
境、法制环境）。

河北省经济发展环境的优势主要在于外在因素中的硬环境上,资源条件比
较好,区位有优势,市场容量大,基础设施条件好。
但是河北省总体经济水平
并不高,经济发展环境优势不大,有以下原因:

一、河北经济发展环境落后内在因素方面原因:
?
河北省总体经济实力弱。
1.GDP和人均GDP市中的水平在全国各省区、
排名属于中等。
同时,河北省经济的地区不平衡现象也非常严重,是东部地区
中贫困县最多的省份。
地区经济不平衡现象在全国每个省份都有,但是差距太
大就不利于区域经济的协调发展。

2.产业结构优化度低。
从统计数据上看,三次产业结构向着合理方向演
进,但变动速度较慢,且有波动。
从各个产业来看,普遍存在产业内在质量不
高、产业结构层次低等问题,它不仅对河北接受更高层次的技术转移增加了难
度,还影响到与其他地区的产业结构衔接,进而影响到河北经济发展环境的改
善。

并明显落后于工业化,河北省城市化水平居全国后列,城市化水平低。
3.
缺少具有重大拉动力和辐射力的特大城市。
这主要因为产业聚集度低,缺乏产
业和人口聚集载体。
?
河北是以资源但外向度低,河北省虽属于沿海省份,对外开放水平低。

型产业为核心的经济循环模式,而资源型产业增长所带来的收入又被不断投入
到自身的发展中,形成经济的内循环,抑制了各地对培育经济新增长点和实现
经济外向化的强烈需求。

难以为河北科技发展提供后备人才和高等教育水平低下,科技实力弱。

技术支持。
科技与生产缺乏有机结合,科技成果转化率低。

良好的经济发展环境是一个国家和地区综合竞争能力的集中体现,也是一
济发展的科技环境,结构失衡和人才流失浪费造成人才总量不足,这些都不利
于河北省科技竞争力的提高。

结构性矛盾日人口低增长率和高增长量长期并存,可持续发展能力差。

益凸显,老龄化进程加快;生态环境压力大,污染严重,这给经济可持续发展
带来负面影响。

二、河北经济发展环境落后外在因素方面原因（主要是软环境）?
1.体制改革进展慢。
政府职能尚未得到根本转变,审批与办事效率还不高;
融资难、生产集中度和产业聚集度低、管理模式落后制约民营经济发展;保险
基金来源不足,收缴困难、最低生活保障标准较低还影响着社会保障工作的稳
定进行。

二是制定的政策灵活性不够。
一是政策创新能力不强,政策环境方面:

可操作性不佳,在政策制定和执行中,由于缺乏和相关部门的协调,形不成政
策的合力,总体效应较差。

制度与市场经济和国际惯例接轨的法律体系还未建立,法制环境方面,3.
建设还不健全,执法管理水平还不高。

思想解放程度和社会观念落后,传统意识浓厚,人文与社会环境方面,4.
开拓进取精神不如先进省市。
?
影响河北省经济发展环境因素是多方面的,其中,内在因素即经济综合水
平是主要因素。
这使得河北经济自身缺乏发展动力,不足以形成良好的环境氛
围;而在外在因素中软环境的不足是河北省经济发展的硬伤。
因此,振兴河北
经济,优化发展环境也要针对这些问题进行。

三、优化河北经济发展环境?
积极发展三产”改造提高二产、“稳定加强一产、要按照优化产业结构。

的总体要求,促进河北省产业结构的整体优化。
措施主要有:
第一,深化企业
改革,使企业成为结构调整的主体;第二,建立技术创新体系,加快企业技术
进步;第三,集中重点投入,为结构调整提供资金支持;第四,实施优惠的税
费政策,努力推进结构升级。

二是开提高利用外资质量;一是扩大利用外资规模,发展外向型经济。

拓国际市场,提高全省外贸依存度;三是鼓励和支持企业向海外投资,促进生
产和资本国际化。

23.加快城市化进程。
城市化战略的制定应遵循非均衡理论和增长极理论
原则。
重大基础设施项目和重点建设工程向重点发展地区倾斜,提高产业的聚
集效应。
同时还要建立起与京津共同发展的伙伴关系。

稳定和用建立激励竞争机制,通过加大科技投入、发展科学教育事业。

好现有高层次人才、建立京津冀高层合作机制,充分利用京津科技资源等措施
增强河北科技创新能力和竞争力。

另一方面通过加强水环境一方面加强人口控制,促进经济可持续发展。

保护、退耕还林、城市环境保护等工作,改善生态环境,减少污染。

6.加快体制改革。
通过树立新的政府责任概念、加快行政审批制度改革、
提高公务员队伍素质、加强政务公开化等措施加快政府职能转变;采取扶持骨
干优势民营企业、加快聚集载体建设、拓宽融资渠道,加大信贷支持力度等措
施加快民营经济发展;提高社会保障面、拓宽社会保障资金来源、合理制定社
会统筹养老保险和最低生活保障标准来改善社会保障工作。

增强政策的创新制定有利于长期稳定增长的经济政策,优化政策环境。

能力,使得制定的政策更具有可操作性,也更合理。

一是要适应加入完善法制环境。

是规范行政执法行为,提高政府和执法部门人员的素质,做到依法行政,公正
执法。
三是提高地区信用水平,建立良好的经济秩序。
四是加强社会治安综合
治理,依法严厉打击犯罪。

为要素流入更新观念,一是要进一步解放思想,优化人文和社会环境。

创造条件。
二是要加强文化建设.发展与现代市场经济相适应的新文化。
建立
起开放的、与市场经济相适应的新的文化体系和价值观念,更好的发挥文化因
素在经济社会发展中的重要推动作用。

河北省在采取一系列措施优化经济发展环境时,应根据自身的实际情况,
全面考虑各方面影响因素。
既不能一味赶时髦,也不能目光短浅,只顾眼前、
不考虑长远目标。
