Rentcontrolisthesystemwherebythelocalgovernmenttellsbuildingownershowmuchtheycanchargetheirtenantsinrent.IntheUnitedStates,rentcontrolsdatebacktoatleastWorldWarII.
In1943thefederalgovernmentimposedrentcontrolstohelpsolvetheproblemofhousingshortagesduringwartime.Thefederalprogramendedafterthewar,butinsomelocations,includingNewYorkCity,controlscontinued.UnderNewYork'scontrols,alandlordgenerallycannotraiserentsonapartmentsaslongasthetenantscontinuetorenewtheirleases.InplacessuchasSantaMonica,California,rentcontrolsaremorerecent.Theywerespurredbytheinflationofthe1970's,which,combinedwithCalifornia'srapidpopulationgrowth,pushedhousingprices,aswellasrents,torecordlevels.In1979SantaMonica'smunicipalgovernmentorderedlandlordstorollbacktheirrentstothelevelschargedin1978.Futurerentscouldonlygoupbytwo-thirdsasmuchasanyincreaseintheoverallpricelevel.
