  Goodafternoon,everyone.AndthankyouverymuchforhavingmyselfandCatherinehere.

  Firstofall,awordifImightaboutthisfantasticcityofManchester–towhichmostofyouarevisitors.Youmayhaveseen,ifyouhavehadachancetogooutsideyet,thesymbolofthebeeeverywhereinthecity–thebeeisManchester’ssymbol,areminderofthiscity’sindustriousnessandcreativity.

  It’salsoareminderofManchester’scommunityspirit,thesenseofpullingtogether.Manchesterhashadatoughyear,andIpersonallystandinaweofthewaythatthepeopleofManchesterhaveunitedinbraveryandsupportofoneanother.Thiscommunityisagreatexampletoallofus,whereverwearefrom.AndIhopeyouallhaveachancetowitnesssomeofthisremarkableplaceforyourselveswhileyouareherefortheSummit.

  So,theChildren’sSummit.Weareallheretodaybecauseweknowthatchildhoodmatters.

  Theyearsofprotectionandeducationthatchildhoodhasprovidedarethefoundationforoursociety.Theprogrammemakersandtechleadersinthisroomunderstandthat.

  Ourchildhoodyearsaretheyearswelearn.

  Theyaretheyearswedevelopresilienceandstrength.

  Theyaretheyearswhereourcapacityforempathyandconnectionarenurtured.

  Theyaretheyearswhereweimpartthevaluesoftoleranceandrespect,familyandcommunity,totheyouththatwillleadournationsinthefuture.

  ParentslikeCatherineandmeareraisingthefirstgenerationofdigitally-immersedchildren–andthisgivesusmanyreasonstobeoptimisticabouttheimpactoftechnologyonchildhood.

  Barrierstoinformationabouttheworldarefalling.Thechildoftodaycanlearnaboutfar-flungcornersoftheworldwithpreviouslyunimaginableease.

  Socialmediaholdsthepromiseforchildrenwhocanfeelisolatedtobuildandmaintainfriendships.

  Digitalmediaisseeingtoday’syoungpeopledevelopapassionandcapacityforcivicinvolvementthatiswithoutparallelinhumanhistory.

  Programmemakershaveaccesstoreal-timeresearchthathelpsthemshapeengaging,educationalcontentforchildreninwaysthatwouldhavebeenunheardofinyearsgoneby.

  Weshouldcelebrateandembracethesechanges.

  Whatwecannotdo,however,ispretendthattheimpactofdigitaltechnologyisallpositiveor,indeed,evenunderstood.

  Iamafraidtosaythat,asaparent,Ibelievewehavegroundsforconcern.

  Ienteredadulthoodattheturnofthemillennium.ThegenerationofparentsthatCatherineandIareapartofhadunderstoodtheworldofmobilephones,theinternet,email,andthelikeforsometime.Wehadeveryreasontofeelconfident.

  Thechangeswehaveincorporatedintoourownlivesasadultshaveoftenfeltincremental,notrevolutionary.

  Thevastarrayofdigitaltelevisioncontentthatmanyhouseholdsenjoytodaydidnotspringupovernight.

  Thebirthofthesmartphonewasheraldedasalandmarkmoment.Intruth,though,weincorporatedconstanttexting,checkingofemailonourdevices,and24/7availabilityintoourlivesoverthecourseofmany,manyyears.

  Thecentralityoftheinternetforeducation,shopping,andtheorganisationofdomesticlifehasbeentheworkoftwodecades.

  Andit’sthegradualnatureofthischange–theslowwarmingofthewaterinthepotifyoulike–thatIbelievehasledustoamomentofreckoningwiththeverynatureofchildhoodinoursociety.

  ThelatestOfcomresearchintothemediaconsumptionhabitsofBritishchildrenshowsusjusthowdramaticallythelandscapehaschangedwithoutmostparentspausingtoreflectonwhatactuallyishappening.

  ParentswhowerebornbeforetheinventionoftheWorldWideWebnowhavechildrenaged5to15whospendtwohoursadayonline.

  TenyearsaftertheintroductionoftheiPhone,[and]over80percentof12to15-year-oldshaveasmartphone.

  MostofmycontemporariesgraduateduniversitybeforeanyofushadFacebookaccounts–andnow74percentof12to15-year-oldsareonsocialmedia.

  Andagenerationofparentsforwhomwatchingtelevisionwassomethingthathappenedasafamilyaroundasinglesethavegivenafifthofour3to4-year-oldstheirowntablets.

  Now,IamnoLuddite–Ibelievestronglyinthepositivepoweroftechnology,butIamafraidthatIfindthissituationalarming.

  Myalarmdoesnotcomefromchildhoodimmersionintechnologyperse.Myalarmcomesfromthefactthatsomanyparentsfeeltheyarehavingtomakeuptherulesastheygoalong.

  Wehaveputthemostpowerfulinformationtechnologyinhumanhistoryintothehandsofourchildren–yetwedonotyetunderstanditsimpactonadults,letalonetheveryyoung.

  Andletmetellyouparentsarefeelingthepressure.Weneedguidanceandsupporttohelpusthroughsomeseriouschallenges.

  Everywhereyougo,mothersandfathersareaskingeachotherthesamequestions:

  ‘Didyouseethatso-and-so’sfriendhadaniPhoneattheplayground?

  ‘HowcanIkeepmydaughteroffsocialmediaifallofherfriendsareonit?

  ‘HowdoIknowwhatmychildrenaredoingonlineintheirbedrooms?

HowdoImonitorwhatthey’remessagingtootherchildren?

  ‘HowdoIfindoutwhatappsmychildrenhavedownloaded?

  ‘Howdoweprotectfamilytimeandteachourkidsactualconnection,whenalltheircommunicationisthroughtheirphone?

  ‘Howdoweconvinceourchildrentogooutsideandbeactiveandfit,whenalltheywanttodoisplayonline?

  Theseconversationsarehappeningrightnowinourtownsandcitiesandrightacrosstheworld.Wehavealllettechnologyslowlycreepintoourlives.Andnowwearewakinguptotheenormityofthechallengetechnologyandmoderndigitalmediawillmeanforchildren.

  Thepeopleinthisroommaybethebestplacedintheplanettohelptoday’sparents,teachers,andcaregiverstograpplewiththesequestions.AsIsaidearlier,youareonlyherebecauseyouarepassionateaboutchildhood.Yourcombinedexperienceandinsightcanbeapowerfulforceforpositiveguidance.

  Parentsareeagerforyouradviceabouthowbesttocombinetechnologyandinnovationwiththetimelessgoalofsafeandinnocentearlyyearsthatarefilledwithloveandgenuineconnection.

  Likeallofyou,Ibelievefirmlyinthepowerofbringingpeopletogether,peoplewithknowledgeandpassion,totacklebigissuesconfrontingoursociety.ThatiswhatIdidthroughtheRoyalFoundationwhenweestablishedtheTaskforceforthePreventionofCyberbullying.

  Bullyingthroughphonesandsocialmediaisanissuethatcaughtmyattentionafterreadingaboutchildrenwhohadtakentheirownliveswhenthepressuregottoomuch.

  AsaformerHEMSandAirAmbulancepilot,IwascalledtothescenesofsuicidesandIwitnessedthedevastationanddespairitbroughtabout.AndIfeltaresponsibilitytodosomethingaboutit.

  TheRoyalFoundationbroughttogethertheleadingplayersindigitalandsocialmedia,theISPs,academicresearchers,andchildren’scharities.Andimportantly,webroughtchildrenandparentsthemselvestothetable,sotheirvoicescouldbehearddirectly.

  Whatweheardisthatcyberbullyingisoneofthoseissuesthathadbeenallowedtoslowlytakeroot.Anage-oldproblemhadbeengraduallytransformedandacceleratedbytechnologythatallowedbulliestofollowtheirtargetsevenaftertheyhadlefttheclassroomortheplayingfield.

  Thetechnologyweputintothehandsofourchildrenhadfortoomanyfamiliesshatteredthesanctityandtheprotectionofthehome.

  Afterayearandahalf’swork,thetaskforceannouncedaplanofactionlastmonth.Thesectoragreedtofourmainareasofwork:

  –theimplementationofstandardguidelinesforthereportingandhandlingofbullying;

  –anationaladvertisingcampaigntoestablishacodeofconductfortheonlinebehaviourofchildren;

  –thepilotingofanemotionalsupportplatformonsocialmedia;

  –andfinally,themembershavepledgedtocontinuetoworktogethertoofferconsistentadvicetoparentsandmorematerialforchildrentohelpthemthriveonline.Andyouwillhearmoreaboutthisnext.

  Iamproudofwhatwasachieved,but,asIsaidatthetimeoftheplan’slaunch,Ihadhopedwecouldgofurther.IamverypleasedthattheBBChastakenupthechallengeofsupportingoneareathatIbelievemeritsfurtherdiscussion:

thecreationofasingle,universaltoolforchildrentoreportbullyingwhentheyseeitorexperienceit–regardlessofwhichplatformithappenson.

  Whatwehaveshownthroughthetaskforce–andwhatweshowwhenwegatherondaysliketoday–isthatsolutionstoourchallengesarepossiblewhenweallworktogether.

  Wecanbeoptimisticaboutthewaydigitalmediawillhelpourchildrenwhenwecanbefrankaboutourconcerns.

  Familiescanembracetechnologywithconfidencewhentheycanaccessthebestsupportandadvice.

  Andwecanbehopefulaboutthefutureofoursocietywhenweallknowthatprotectingtheessenceofchildhoodremainsourcollectiveandurgentpriority.
