摘要

自改革开放以来，农民工为我国城市发展和经济建设起到了非常重要作用。

但由于户籍制度的存在，城市的社会保障体系长期将农民工群体排斥在外。

由于缺乏相应政策的保护，农民工的生活环境恶劣，工资水平低下，养老、医疗、工伤等各方面都得不到保障。

制度的缺失使得他们游离在城市的边缘。

同时，随着农民工群体的代际交替，出生于上世纪80、90年代的新生代农民工已达到1亿人左右，所占比例占到了农民工总数的60%以上，成为城市经济建设的主力军。

相对于老一代农民工而言，新生代农民工无论是在价值观念、生活方式，还是对未来的期望上都与他们父辈存在着巨大差异。

他们更适应城市生活节奏，渴望融入城市去。

然而制度性身份的限制使得他们从本质上讲仍是农民，无法享受城市居民应有的社会保障权益。

新生代农民工作为我国新时期社会发展的生力军，其社会保障权益应更好的得到保护。

本文以临汾市为例通过采取问卷调查、深度访谈以及查阅大量的相关文献资料的方法对新生代农民工社会保障权益保护的现状进行系了统剖析与研究。

全文共分为五个部分，第一部分为引言，主要介绍本论文研究的目的和意义、研究内容、研究方法和国内外的研究动态。

第二部分部分农民工社会保障理论溯源及在我国发展现状。

首先解释了新生代农民工的内涵，同时通过与老一代农民工的代际比较指出新生代农民工与老一代农民工之间存在的差异，描述了新生代农民工所特有的群体特征。

其次概括了农民工社会保障制度的起源、基本理论、演变历程，以及在我国的发展状况。

最后通过分析新生代农民工社会保障权益缺失会产生的一系列社会后果，指出加强新生代农民工社会保障权益的保护的积极意义。

第三部分是论文的主体部分，分为共分为三小节。

第一节是介绍临汾现行的农民工社会保障方面的政策，并通过分析指出政策的特点和不足之处。

第二节是实证调查部分。

首先会详细介绍临汾新生代农民工的基本情况，包括文化程度、收入水平、工作种类等，接着是通过对调查结果的进一步比较和分析，对临汾市新生代农民工社会保障权益的现状进行总结。

第三节分析导致新生代农民工社会保障权益缺失的原因，包括政策方面的原因，政府方面的原因，企事业单位方面的原因，以及农民工自身的原因。

第四部分，通过借鉴国内其他城市在解决农民工问题方面较为成熟的经验以及在农民工社会保障建设方面研究的成果，提出了相应的对策与建议。

第五部分为结语。

新生代农民工作为我国社会社会建设的主要力量，在为城市的经济发展做出巨大贡献的同时也产生了许多不容忽视的社会问题。

因此，新生代农民工的社会保障权益问题值得我们共同探讨，研究出更好的解决办法，维护社会的稳定。

Sincethereformandopen,off-farmworkershavesetveryimportantfoundationtotheeconomicandurbandevelopment,butaccordingtotheexistenceofthehouseholdregistersystem,theyarenotincludedintheurbansocialsecuritysystem.Lackofrelativeprotectivepolicy,thelivingconditionofoff-farmworkersisbad.Also,theygetverylowwagesandcannotgetsocialsecurityaspension,healthinsuranceorinjuryinsurance.Unsoundpolicysystemkeepsthemfromnormalurbanlife.Withthealternatingofoff-farmworkers,theoneswhowerebornin80sand90sof20thcenturyhaveanumberof100,000,000,takingmorethan60%ofthetotalnumberandbecomingthemainpartoftheconstruction.Comparingwiththeoldergeneration,theyoungergenerationhasdifferentvalueconception,lifestyleandfutureexpectation.Theycaninvolveintheurbanlifebetterbuttheinstitutionalconstraintsmadethemfarmersessentially.Asthemainforceofconstructionofoursociety,thenewgenerationofoff-farmworkersshouldhaverelativesocialsecurity.Studyingthecurrentsituationofoff-farmworkersinLinfen,usingwaysassurveyandinterview,combiningrelatedliterature,thisthesisgivesoutsystematicanalysisonthesocialsecurityconditionofthenewgenerationoff-farmworkers.

Thisthesisiscomposedoffivechapters.ChapterOneistheintroduction.Thischaptergivesusageneralideaabouttheresearch,whichdiscussestheresearchaim,researchmeaning,researchmethodsandresearchtrends.ChapterTwoistheoriginandcurrentdevelopingstatusofofoff-farmworkersinChina.First,thischaptergivesoutthedescriptionofthecontentofthenewgenerationoff-farmworkersandthedifferencesbetweentheoriginalandthem.Second,thesummaryoftheorigin,basictheories,developingcourseofoff-farmworkers’socialsecuritysystem.Last,throughtheanalysisofthepossibleseriousresultsoflackofoff-farmworkers’socialsecuritysystem,theauthorpointesoutthemeaningofoff-farmworkers’socialsecuritysystem.ChapterThreeiscomposedofthreeparts.First,itdescribethecurrentoff-farmworkers’socialsecuritysysteminLinfenandtheadvantagesanddisadvantages.Thesecondpartistheempiricalinvestigationpartandthispartpointsoutthebasicsituationofthenewgenerationoff-farmworkersinLinfen,suchastheireducation,incomelevelandworktypefollowingwithdetailedanalysisoftheresearchdata.Lastpartanalyzethecausesofthelackofthesocialsecurity,includingpolicyandgovernment,enterprisesandtheoff-farmworkers.ChapterFourgivessomesuggestionsonthewaysofimprovingthesocialsecuritysystemwiththehelpofothercity’ssuccsefulexperiences.ChapterFiveistheconclusion.

Thenewgenerationofoff-farmworkers,asthemainforceofoursociety,hasmanysocialproblemswhiletheymakelargecontributiontoourcountry.Therefore,thesocialsecurityoftheoff-farmworkersisserioustooursocietyandourlives.Researchandpropersolutionareveryimportanttomaintainingsocialstability.
