Wenowknowwhowillbeleadingthetwomostimportantnationsfortheglobaleconomy–forthenextfouryearsintheUnitedStates’case,andforadecadeinChina’s.BythetimePresidentObamaisreadytoleaveoffice,ChinawillhavepassedtheU.S.inGDPterms,atleastaccordingtoareportbytheOECD.ButwithGDPnolongerChineseleaders’topconcern,thecountryhasitssightssetoncatchingupwiththeU.S.inanotherarea–innovation.
OnarecenttovisittospeakattheWorldEconomicForum'sSummerDavosinTianjin,IwasstruckbythesenseofurgencyamongChineseleaderstoclosethegapwhenitcomestoinnovation.ItwascleartomethatitistimefortheU.S.topay
closeattention,becauseurgencyinChinaisgenerallyfollowedbyexecution.
Unfortunately,Americahasworkeditselfupoverthewrongissuesasfaras“competitiveness”isconcerned:
webemoanthefactthatChinahastakenourjobs(and42percentofAmericansbelievethatChinaisalreadytheworld’slargesteconomy,aPewsurveysuggested).Butthoseworriedaboutthecountry’sfuturewouldbebetterservedfocusingonU.S.competitivenessininnovation,somethingthathasthepotentialtoputthiscountry’sgrowthbackontrack.
Theproblemisthatthereisageneral(andmisplaced)beliefthatChinawillalwaysbealoser,thatitcanonlyimitate,notinnovate.Criticsarguethatitssocietyistootop-downandthatAmericaninnovationwillalwaysbebuoyedbySiliconValley.MorefromCNN:

Buttherealityisthatitisna?
vetobelieveChinacannotnarrowthegapininnovation,andthesecondObamaadministrationwoulddowelltoconsiderthatAmericacouldactuallylearnathingortwofromacrossthePacific.Anditcouldstartbygrapplingwithsomewidelyheldmyths:
1.ThereisnoinnovationinChina,onlypiracyandimitation.Mostinnovationbeginswithimitation;AmericagotitsstartbyimitatinginventionsfromtheOldWorld.Meanwhile,many
Chinese"imitations,"suchasAlibaba,TencentorSinaWeibo,havemovedfarbeyondbeingmerecopiesoftheirU.S.counterparts.EachissolvingproblemsuniquelyrelevanttoChinesebusinessesandconsumers,somethingthatcouldcreateplatformsforinnovationsthatarepropelledintoglobalmarkets.
2.TheChineseapproachtoinnovationistootop-downandstate-led–realinnovationonlycomesfromthebottom-up.TheChinesestateiscommittedtobringingChinatotheranksoftheinnovativenationsby2020.SiliconValleyentrepreneursmightshudderatthistop-downapproach.Yetconsider,forexample,wheretheAmericanentrepreneurwouldbeiftheU.S.governmenthadnotfundedtheDefenseAdvancedResearchProjectsAgencythatgavebirthtotheInternet.Thestatemustplayaroleininvestinginfoundationalinnovations,suchastheInternetandmobiletechnologies.Oncethesefoundationsarelaid,thenacompetitivebottom-upecosystemwillencourage
creativedestruction.Butsadly,U.S.governmentinvestmentinsuchfoundationalinnovationshasbeenonasteadydecline.
3.IntellectualpropertyrightsprotectioninChinaistooweaktoencourageinnovation.
China'sweakerintellectualpropertyprotectioncould,arguably,makeiteasiertofosteraclimateconducivetoopeninnovation.Ofcourse,abalanceneedstobestruckbetweenopenaccesstointellectualpropertyandprotectingit–withnoprotection,innovationwillstall,becauseinvestorsneedreturnsontheirinvestment.Unfortunately,intheU.S.,intellectualpropertyprotectionsblockinnovationjustasmuchastheypromoteit.
4.Inaglobalizedeconomy,sustaininginnovationrequiresinvestmentininternationalmarkets;China'sbrandandsoftpowerabroadisweakanddated.
Despiteseveraluesolvedissuessuchasterritorialdisputesandbalanceoftrade,China'sinfluenceintheworld's
fast-growingregions,includingAfrica,LatinAmericaandEastAsia,isgrowingmorerapidlythanthatoftheUnitedStates.WhenChineseinnovationslookforinputsorconsumersandtheyturntothesemarkets,theyarelikelytohaveasmany
opportunitiesaswell-knownU.S.brands–perhapsevenabetterchance.Indeed,whenitcomestotieswithAfricaandLatinAmerica,ChinaisoftenonestepaheadoftheU.S.
5.China'seducationmodelemphasizesrotelearning;
innovationcanonlyflourishinenvironmentsthatencourageexploration,criticalthinkingandabroad
