OnbehalfoftheStateCouncil,Iwouldnowliketopresenttoyoumyreportontheworkofthegovernmentforyourdeliberationandapproval.IalsowelcomecommentsandsuggestionsonthereportfromthemembersoftheNationalCommitteeoftheChinesePeople'sPoliticalConsultativeConference（CPPCC）.

Thisisthelastyearforthetermofthisgovernment,sowemustdoourbesttocarryoutourdutieswithevengreaterdriveandworktirelesslytodoevenbetterinallourworkinordertodeliveragoodreporttothepeople.

Thebasicapproachandtasksfortheworkofthegovernmentare:

totakeDengXiaopingTheoryandtheimportantthoughtofThreeRepresentsasourguideandfullyimplementtheScientificOutlookonDevelopment;toacceleratethebuildingofaharmonioussocialistsociety;toconscientiouslyimplementtheprinciplesandpoliciestheCPCintroducedsinceitsSixteenthNationalCongress;tostrengthenandimprovemacroeconomicregulation;tospeedupadjustmentoftheeconomicstructureandchangeofthepatternofeconomicgrowth;tostrengthenresourceconservationandenvironmentalprotection;toadvancethereformandopeninguppolicyandindependentinnovation;topromotesocialdevelopmentandresolveissuesrelatedtothepeople'swellbeing;andtopromoteallaspectsofsocialisteconomic,political,culturalandsocialdevelopmenttocreateagoodenvironmentandfavorableconditionsfortheconveningoftheSeventeenthNationalCongressoftheCPC.

Takingintoconsiderationallfactors,wehavedecidedonthefollowingmaingoalsforChina'seconomicandsocialdevelopmentthisyear:

Onthebasisofstructuralimprovement,improvedproductivity,reducedconsumptionofenergyandenvironmentalprotection,GDPisforecasttogrowbyabout8%,thenumberofjobscreatedinurbanareasshouldbeatleast9million,andtherateofregisteredurbanunemploymentshouldbekeptbelow4.6%.Theoverallpricelevelshouldremainbasicallystable,theoverallincreaseinconsumerpricesshouldstaybelow3%,andthereshouldbeimprovementintheimbalanceininternationalpayments.

Itisimportanttomentionherethatinasocialistmarketeconomy,atargetforGDPgrowthsetbythegovernmentisaguideandanindicatoroftheanticipatedlevel.Itservesasanimportantbasisforsettingmacroeconomictargetsforthebudget,employmentandprices.Becauseofchangesinthedomesticandinternationaleconomicenvironmentsincludingthemarket,therealGDPgrowthratewillvaryacertainamountfromtheprojectedtarget.InsettingthetargetforGDPgrowtharound8%for2007,wehavetakenintoaccountanumberoffactors,suchaswhatisneededandwhatisfeasible.Themostimportanttaskforusistopromotesoundandfasteconomicdevelopment.Toattainthisgoal,weshouldguideallsectorsoftheeconomytoconscientiouslyputintopracticetheScientificOutlookonDevelopment,focusonimprovingtheeconomicstructureandeconomicperformance,savingenergy,reducingenergyconsumptionandcuttingdownonthedischargeofpollutants,andtoavoidseekingonlyfastergrowthandcompetingforthefastestgrowth.

Inordertorealizethegoalsandcompletethetasksforthisyear'seconomicandsocialdevelopment,wemustcloselyadheretothefollowingpoliciesandprinciples:

First,wemuststabilize,improveandimplementpolicies.Stabilizingpoliciesmeansensuringthecontinuityandconsistencyofmacroeconomicpolicyandcontinuingtofollowprudentfiscalandmonetarypolicies.Improvingpoliciesmeanspromptlyrevisingpoliciesandmeasuresinresponsetonewdevelopmentsintheoperationoftheeconomyandfindingspecificsolutionstoseriousissuesandproblems.Implementingpoliciesmeansconscientiouslyimplementingallpoliciesandmeasuresofthecentralgovernment,improvingtheabilitytoimplementpoliciesandtrulyputtingallpolicydecisionsintoeffect.

Second,wemuststrengthenandimprovemacroeconomicregulation.Thefocusofthisworkistokeepthescaleoffixedassetinvestmentandcreditundercontrolandtopromoteoverallbalancebetweentotalsupplyandtotaldemandwhileimprovingthestructure.Wemustencouragegrowthinsomesectorsanddiscourageitinothers,treatingeachsectoraccordingtoitsspecificsituation,andmakemoreuseofeconomicleversandlegalmeanstoguideandstandardizeeconomicactivity.Weneedtocorrectlybalancetherelationshipbetweencentralandlocalgovernmentorganizationstogivefullplaytotheinitiativeofeach.

Third,weneedtogreatlyimprovethequalityandefficiencyofeconomicgrowth.Wemustattachgreaterimportancetosavingenergyandresources,protectingtheenvironmentandusinglandintensively,paycloseattentiontoimprovingproductquality,strengthenthecompetitivenessoftheeconomyandbetterensurethesustainabilityofeconomicdevelopment.

Fourth,weneedtopaycloserattentiontopromotingsocialdevelopmentandimprovingthepeople'swellbeing.Wemustputpeoplefirst,promotefasterprogressinsocialprograms,workenergeticallytosolvethemostpracticalproblemsthatareofgreatestconcerntothepeopleandmostdirectlyaffecttheirinterests,safeguardsocialfairnessandjustice,andensurethatallofthepeopleshareinthefruitsofreformanddevelopment.

Fifth,weneedtomakereformandopeningupthedrivingforcebehindallourwork.Wemustcontinueinthedirectionofreformtodevelopthesocialistmarketeconomy.Inordertomeettherequirementsforeconomicandsocialdevelopment,weneedtopromoteeconomic,political,culturalandsocialrestructuringandacceleratetheestablishmentofinstitutionalguaranteesforimplementingtheScientificOutlookonDevelopmentandbuildingaharmonioussociety.WeneedtomakeChinamoreopentotheoutsideworldinallrespects.

III.PromotingBothSoundandFastDevelopmentoftheEconomy

Lookingattheoverallsituation,weneedtoconcentrateonthefollowingareasinpromotingthisyear'seconomicdevelopment:

1.Wewillcontinuetostrengthenandimprovemacroeconomicregulation.

Weneedtocontinuetofollowaprudentfiscalpolicy.

One,wewillreducethebudgetdeficitandtheamountoflong-termdevelopmenttreasurybondsissuedbyanappropriateamount.Thedeficitforthecentralgovernmentbudgetthisyearissetat245billionyuan,down50billionyuanfromlastyear.Weplantoissue50billionyuanoflong-termdevelopmenttreasurybonds,down10billionyuanfromlastyear.Wealsoplantoallocate80.4billionyuanfromthecentralgovernmentbudgetforinvestmentinregulardevelopmentprojects,up25billionyuanfromlastyear.Totalcentralgovernmentinvestmentindevelopmentprojectsisexpectedtobe130.4billionyuan.

Two,thestructureofbudgetaryexpendituresandgovernmentinvestmentwillbeimprovedtoputmoreemphasisonkeyareas."Increaseinthreeareas"mustbeensuredintheuseofgovernmentfunds,i.e.ayear-on-yearincreaseininvestmenttodirectlyimprovelivingandworkingconditionsinruralareas,investmentinsocialprogramssuchaselementaryeducationandpublichealth,andinvestmentinthelarge-scaledevelopmentofthewesternregion.Inaddition,wewillincreaseexpendituresforenergyconservation,environmentalprotectionandindependentinnovation.

Three,wewillspendtheexcessrevenueinthecentralgovernmentbudgetinanappropriateway.Becauseofthefactthatactualeconomicgrowthexceededtargetsplussomepolicyfactorsthatincreasedrevenue,thecentralgovernmentrevenuehasexceededthetargetsinrecentyearsbyafairamount.Theaverageannualamountofrevenueoverthetargetfortheyears2003through2006was204billionyuan,withlastyear'ssurplusreaching257.3billionyuan.Theexcessrevenuewasmainlyspentforthefollowingpurposes:

topayofflongstandingarrearsinexporttaxrebatesandpaymentsforreturningfarmlandtoforests,toincreasetaxrebatesandgeneraltransferpaymentstolocalgovernmentsinaccordancewiththelaw,toincreaselegallymandatedexpendituresforeducation,scienceandtechnology,andtoincreaseexpendituresforthesocialsecurityfund,forpolicy-mandatedbankruptcyofenterprisesandforbasiccostoflivingallowancesforresidents.Fiftybillionyuanwillbeallocatedfromlastyear'sexcessrevenuetoestablishacentralbudgetstabilityfundthisyear.Thefundmakesitpossibletocompilethecentralgovernmentbudgetmorescientificallyandrationally,andhelpskeepitstableandpreservethecontinuityoffiscalpolicy.TheuseofthisfundwillbeputunderbudgetarycontrolandsubjecttotheoversightoftheNPC.Wemuststrengthenthemanagementofpublicfinance,workveryhardtoincreaserevenue,reduceexpenditures,practicestricteconomy,combatextravaganceandwaste,andensuretheefficientuseofpublicfunds.Wemustadministertaxesinaccordancewiththelaw,strengthenthecollectionandmanagementoftaxrevenueandstandardizethemanagementofnon-taxgovernmentrevenue.

Wewillcontinuetofollowaprudentmonetarypolicy.Wemustemployafullrangeofmonetarypolicytoolstoappropriatelycontrolthesupplyofmoneyandcreditandeffectivelyaddresstheproblemofexcessliquidityinthebankingsystem.Wewilladjustandimprovethecreditstructuretoguidebankstoincreasecreditsupportforagriculture,ruralareas,farmers,smallandmedium-sizedenterprises,energyconservation,environmentalprotectionandindependentinnovation.Wemustcontinuetocontrollong-andmedium-termloansandstrictlylimitloanstobackwardenterprisesthatconsumehighqu
