INTRODUCTION

1. We,theForeignMinistersoftheAssociationofSoutheastAsianNations（ASEAN）,metatthe43rdASEANForeignMinistersMeeting（AMM）from19-20July2010inHaNoi,VietNam.HisExcellencyPhamGiaKhiem,DeputyPrimeMinisterandMinisterofForeignAffairsofVietNamandChairmanofASEAN,chairedtheMeeting.Wehadextensive,openandfruitfuldiscussionstoadvancefurtherASEAN’scommoneffortsunderthethemeoftheyear2010“TowardstheASEANCommunity:

fromVisiontoAction”.

2. HisExcellencyNguyenTanDung,PrimeMinisteroftheSocialistRepublicofVietNam,attendedtheOpeningCeremonyofthe43rdAMManddeliveredhisOpeningAddress.

3. HighlightinggreatachievementssofarinmovingtowardstheASEANCommunityandimportantdecisionsmadeattherecent16thASEANSummitinHaNoi,PrimeMinisterNguyenTanDungsuggested5majorareasthatASEANForeignMinisterscouldfocuson,namely:

i）undertakingconcreteandfeasiblemeasurestoacceleratetheimplementationoftheRoadmapfortheASEANCommunityby2015andotherimportantplans,bringingtheASEANCharterintofullrealisationassoonaspossibleandfurtherpromotingthe“complianceculture”toensureeffectiveandtimelyimplementationofASEAN’sagreements;ii）furtherenhancingtheroleofASEANastheprimarydrivingforcefordialogueandcooperationonregionalpoliticalsecurityissueswithaviewtomaintainingregionalpeaceandstability;iii）broadeninganddeepeningASEAN’sexternalrelationsthroughframeworksofASEAN+1,ASEAN+3,EASandARF,basedontheguidingprincipleofservingtheobjectiveofASEANCommunitybuildingandmaintainingASEANcentrality;iv）intensifyingcooperationandcoordinationatregionalandinternationallevelstoeffectivelyaddressglobalchallenges,especiallythecurrentglobalfinancialcrisis,climatechange,disastermanagementanddiseasecontrol;v）enhancingASEAN’scohesivenessandunity,upholdingASEAN’sfundamentalprinciplesand“ASEANway”inhandlingallissuesofconcern.

ASEANCOMMUNITYBUILDING

4. Wenotedwithappreciationthesuccessfuloutcomeofthe16thASEANSummitinHaNoion8-9April2010,whichgavestrongimpetustotheeffortsofbuildingaresilient,dynamicandsustainedASEANCommunity.WereaffirmedourcommitmenttoeffectivelyimplementingthedecisionsmadebyourLeaders,especiallyinexpeditingtheprocessofASEANCommunitybuildingandmaintainingASEANcentralityinanevolvingregionalarchitecture.

5. WewerepleasedwiththesignificantprogressmadeinimplementingtheRoadmapforASEANCommunityandtheASEANCharterandreaffirmedourstrongcommitmenttorealisingtheASEANCommunityby2015,whichispoliticallycohesive,economicallyintegratedandsociallyresponsible.

6. WewelcomedtheadoptionoftheCommunicationPlansofallthethreepillarsoftheASEANCommunity,andtaskedtheCommitteeofPermanentRepresentativestoASEAN（CPR）toworkinclosecoordinationwiththeASEANSecretariattocomeupwithaMasterCommunicationPlansynergisingallthethreeCommunicationPlansinordertoenhanceASEAN’scoordinationtopromotethepeople’sgreaterawarenessandparticipationintheASEANCommunitybuildingprocess.

ASEANCharter

7.WewelcomedthespeedyprogressinimplementingtheASEANCharter,whichconstitutesthelegalandinstitutionalframeworkfortheASEANCommunityandbeyond.WenotedwithpleasurethesmoothandeffectivefunctioningoftheneworgansandstructuresundertheASEANCharter,especiallythefourMinisterialCouncilsandtheCPR.

8. WenotedwithsatisfactionthesignificantprogressoftheworkoftheCPRinsupportingASEANtobecomeamorerules-basedintergovernmentalorganisationbyconcludingvariousguidelines,termsofreference（TORs）andrulesofprocedures（ROPs）.WewerepleasedtoadopttheTORsandROPfortheASEANCommitteesinThirdCountriesandInternationalOrganisations（ACTC）atthis43rdAMM.WenotedwithappreciationthattheGuidelinesontheUseofthe“ASEAN”name,GuidelinesontheUseofASEANEmblem,GuidelinesontheuseoftheASEANAnthemandtheASEANSecretariatFinancialRulesandProcedure（AFRP）preparedbytheCPRhavebeenadoptedattheSixthMeetingoftheASEANCoordinatingCouncil（ACC）inApril2010.WeencouragedtheCPRtocontinueitsimportantworkinimplementingtheASEANCharterbyfinalisingtheremainingguidelines,TORs,andROPsexpeditiously.

9.WereaffirmedtheroleoftheASEANIntergovernmentalCommissiononHumanRights（AICHR）astheoverarchinginstitutionforregionalcooperationinhumanrights.WecommendedtheAICHR’seffortsinfinalisingtheFive-yearWorkPlan（2010-2015）,whichwouldlayoutrelevantpracticalprogrammesandactivitiesforAICHRtocarryoutitsmandateandfunctions.Inthisconnection,weapprovedthehighpriorityprogrammesandactivities（2010-2011）ofAICHRtogetherwiththeindicativebudgetforthatperiod,andrequestedAICHRtofinaliseandsubmittheindicativebudgetforthecycleoffiveyearsforustoadopttheFive-YearWorkPlan（2010-2015）.WestressedtheimportanceofensuringtheeffectiveoperationofAICHRandtheproperalignmentwithAICHRofACWCandotherASEANsectoralbodiesdealingwithhumanrightsinconformitywiththeTermsofReferenceofAICHR.

10.WewerepleasedwiththeprogressthathadbeenmadeindevelopinglegaldocumentsnecessaryforthefullandeffectiveimplementationoftheCharter.Wetaskedtheseniorofficialstocontinuetoworkontheseremaininglegaldocumentswiththeaimoffinalizingthembythe17thASEANSummitinOctober2010.

11. WefurtherstressedtheimportanceofbringingtheASEANCharterintofullrealisationinallaspectswhileupholdingtheprinciplesoftheCharter,andthereforecommittedourselvestoworkingcloselywithrelevantsectoralbodiesinthethreeCommunityCouncilstoimprovetheworkingmethodsandcompleteafulllegalframeworkfortheASEANCharter.

RoadmapforanASEANCommunity

12. NotingwithsatisfactionthesignificantprogressachievedintheimplementationoftheASEANPolitical-SecurityCommunity（APSC）Blueprint,weagreedtofurtheracceleratetheimplementationprocess,particularlytheprogrammes/activitiesinthe14priorityareas.Weunderscoredtheimportanceofenhancingthecoordinationamongstthevarioussectoralbodiesunderthispillartopromoteanintegratedapproachindealingwithoverlappingissues.

13. WewerepleasedtonotethatASEANMemberStateshavebeeneffectivelyimplementingtheprogrammesandmeasuresoftheASEANEconomicCommunity（AEC）BlueprintwithaviewtoachievingtheAECby2015.WecalledonASEANMemberStatestofurtherintensifyeffortsinintra-ASEANeconomicintegrationandinimplementingalleconomicintegrationcommitmentsinaccordancewiththeagreedtimelines.

14. WenotedwithsatisfactionremarkableprogressmadeintheimplementationofASEANSocio-CulturalCommunity（ASCC）Blueprint,particularlyinenhancingsocialwelfareanddevelopmentforwomenandchildren,respondingtoclimatechangeanddisasters,developinghumanresources,promotingASEANidentityandawareness.Wewelcomedtheoutcomeofthe3rdASCCCouncilMeeting,particularlythepracticalmeasureswhichwouldraisetheawarenessofASEANintheregionandtheworldandcreategreatersenseofbelongingofourpeoplestotheASEANCommunityandprotectourculturalidentityanddiversity.

15. WewelcomedtheprogressreportoftheHighLevelTaskForceonASEANConnectivity（HLTF-AC）andwereheartenedtonotethattheHLTF-ACisontrackforthecompletionoftheMasterPlanonASEANConnectivitybythe17thASEANSummit.Wethankedthepartneragencies,namelytheEconomicResearchInstituteforASEANandEastAsia（ERIA）,theAsianDevelopmentBank（ADB）,theUnitedNationsEconomicandSocialCommissionforAsiaandthePacific（UNESCAP）andWorldBankfortheassistancerenderedinthedraftingoftheMasterPlan.WealsocalledforsupportfromourDialoguePartners,internationalorganisationsandotherpartners,fortheASEANConnectivityInitiativeandlookforwardtotheirfutureparticipationintheimplementationoftheMasterPlanonceitisadopted.

16.WewerepleasedwiththeprogressinimplementingtheInitiativeforASEANIntegration（IAI）WorkPlanII（2009-2015）.TheeffectiveimplementationoftheWorkPlan,togetherwiththethreeASEANCommunityBlueprints,willhelpmoveforwardthecommunity-buildingprocessinamorebalanced,inclusiveandsustainablemanner.Inthisconnection,wewelcomedtheoutcomeoftheIAITaskForceMeetingsontheIAIWorkPlanII.WeencouragedDialoguePartnersandDevelopmentPartnerstoactivelycontributetowardsensuringthefruitfuloutcomeofthe3rdIAIDevelopmentCooperationForum（IDCF-3）scheduledtobeheldlaterin2010.

17. FullyawareofthegreatimportanceandnecessityofnarrowingthedevelopmentgapamongMemberStatesintheASEANCommunitybuildingprocess,weagreedtofurtherintensifyoureffortsinnarrowingthedevelopmentgapinASEANtoenhanceASEANintegration.TogetherwiththeimplementationoftheIAI,weagreedtostrengthencooperationinsub-regionalareasincludingMekongsub-regionalframeworks（AMBDC,CLV,CLMV,ACMECS,GMS）,BIMP-EAGA,IMT-GT,andothers.

ASEANCentralityinanEvolvingRegionalArchitecture

18. WestressedtheimportancetomaintainASEANcentralityintheevolvingregionalarchitecture.Tothisend,weagreedtointensifyoureffortstoaccelerateASEAN’sintegrationandcommunitybuildingwhileproactivelybroadeninganddeepeningASEAN’sexternalrela
