Introduction

1.1Scope

Thisdocumentcontainsahigh-leveldescriptionoftheRelease99Featuresofthe3rdGenerationMobileSystemdevelopedwithinthe3rdGenerationPartnershipProject（3GPP）.ItispartofaseriesofdocumentsdevelopedbyMCCtoprovideacompleteoverviewofthetechnicalcontentofeachRelease.

AFeatureisdefinedasaneworsubstantiallyenhancedfunctionalitywhichrepresentsaddedvaluetotheexistingsystem（see3GPPTR21.900）.Afeatureshouldnormallyembodyanimprovedservicetothecustomerand/orincreasedrevenuegenerationpotentialtothesupplier.

Featuresareasindependentaspossiblefromeachother,andrelationshipsbetweenfeaturesareclarifiedhere.

Theconceptanddefinitionof“Feature”wasintroducedinRelease4,i.e.intheReleasefollowingRelease99.Whenelaboratingthisdocument,MCChasappliedthe“feature”concepttotheworkdoneforRelease 99,sothe“Release99Features”areintroducedbythisdocumentandwerenotofficiallydefinedassuchby3GPP.Also,theuseofthe3GPPWorkPlanwasintroducedinRelease4,i.e.therewasnoofficialtrackingoftheworkprogressinRelease99,sothisdocumentwaswrittenfromadetailedreviewofallspecifications,changerequests,meetingcontributionsandreports,etc.

Thefeatureshavebeengroupedintodifferentsections:

-UMTSfeatures,

-featuresapplicabletobothGSMandUMTS,

-GSMfeatures,

-chargingandtestingactivities,

-GSMfeaturestransposedtoUMTSand

-“Features”notbringinganyadditionalservice.

Aspecificationisoriginallydraftedandmaintainedbya“rapporteur”（theeditor）,whocompilesthecontentsfromdiscussionsintheWGsandTSGs.Whenitisconsideredtobe80%complete,itisbroughtunder"changecontrol".Thereafter,changestothespecificationcanonlybemadeusingChangeRequeststhatareusuallyagreedbyconsensusintheWorkingGroupresponsibleforthespecification,andthenformallyapprovedbytherelevantTechnicalSpecificationGroup.

TheChangeRequestdatabasecontainsallavailableinformationonChangeRequests,includingaWorkItemcode,aChangeRequestnumberthatisuniquewithinthespecification（differentversionsarepossible,butonlyoneversioncaneverbeapproved）,thestatusofeachChangeRequestandreferencestorelevanttemporarydocumentnumbersandmeetings.Thisdatabaseisavailableat:
