GoaloftheProgram –istosatisfyincreasingneedsofthestategovernmentalinstitutes,regions,andthecitizensofthecountry,byprovidingspacetechnologiesandservicesonthebasisofthefollowing:
- Enhancedandimprovedeffectivenessofthespaceutilization,toachievetheobjectivesoftheRussianFederationwhichcovereconomical,social,scientific,culturalandotherareas,aswellasforthebenefitsoftheRussiansecurity;
- EnhancementoftheinternationalcooperationinspaceandaccomplishmentoftheinternationalcommitmentsoftheRussianFederationinthisarea,andindevelopment,applicationandshipmentofthespaceitems;
- ConsolidationandevolutionofthespacepotentialoftheRussianFederation,whichistosupportdevelopmentandutilizationoftherequiredspacesystemnomenclaturetohavethecharacteristicscompliantwiththeworlddevelopmentlevelofthespacetechnologies,aswellasguaranteedaccessandessentialpresenceinspace.
PrincipalObjectivesoftheProgram -
- Development,accomplishment,augmentationandmaintenanceoftheorbitalspacecraftconstellationforthebenefitsofthesocio-economicalfield,scienceandsecurityofthecountry(communication,TV-broadcasting,relay,Earthremotesensing,ecologicalmonitoring,emergencymanagement,fundamentalspaceresearch,spacemicrogravityresearch);
- Development,deploymentandmaintenanceoftheInternationalSpaceStation(ISS)RussianSegment(RS)elementsforfundamentalandappliedresearch,implementationofthelong-termscientificandappliedresearchandexperiments,plannedtobeconductedintheISSRS;
- SupportoftheKOSPAS-SARSATInternationalSearchandRescueSystem’sRussianSegmentfunctioning;
- Developmentoftheadvancedlaunchvehicles;
- MaintenanceandenhancementoftheobjectslocatedattheBaikonurspaceport;
- Sustainingdevelopmentofrocketandspacetechnologieswiththeworld-level characteristics

Thefirststage(upto2010)isdevotedtodevelopmentof:
- Thefixed-communicationandTV-broadcastingspacesystemwhichcomprises13spacecraft;
- Mobilesatellitecommunicationsystemwhichcomprises6spacecraft;
- Weathermonitoringspacesystemwhichcomprises5spacecraft;
- Environmentalmonitoringspacesystemwhichcomprises4spacecraft;
- Spacefacilitiesforfundamentalspaceresearchwhichcomprise2astrophysicalresearchobservatories,
- 1spacecraftforSunandsolar-earthlinkstudies,
- 1spacecraftforMarsresearchanddeliveryofMartiansoiltotheEarth,singlesmallspacecraftandlife-scienceresearchspacecraft;
- RussianSegmentoftheKOSPAS-SARSATInternationalSearchandRescueSystemwhichcomprises2spacecraft;
- ISSRSwhichcomprises5modules;
- Spacedataacquisition,registrationandprocessingmultifunctionalgroundfacilityandintegratedEarthremotesensingsatellitesystembasedonthisfacility.
Thesecondstage(upto2015)isdevotedtoaugmentingandmaintainingthefollowingorbitalconstellations:
- Thefixed-communicationandTV-broadcastingspacesystemwhichcomprises26spacecraft;
- Multifunctionalrelaysystemwhichcomprises2spacecraft;
- Mobilesatellitecommunicationsystemwhichcomprises12spacecraft;
- Weathermonitoringspacesystemwhichcomprises3spacecraftofthefourthgenerationand2spacecraftofthethirdgeneration;
- Environmentalmonitoringspacesystemwhichcomprises5spacecraft;
- Spacefacilitiesforfundamentalspaceresearchwhichcomprise3astrophysicalresearchobservatories;
- 3spacecraftforSunandsolar-earthlinkstudies;1spacecraftforMoonexploration,singlesmallspacecraftandlife-scienceresearchspacecraft;
- RussianSegmentoftheKOSPAS-SARSATInternationalSearchandRescueSystemwhichcomprises2spacecraft;
- ISSRSwhichcomprises8modules;
- Spacefacilitiesfortechnologicalpurposeswhichcomprise1spacecraftandsinglespacecraftwithreducedoperationallifetime
SourcesandVolumeofFinancingfortheProgram
Programmilestonesareachievedduetofinancingprovidedbythefederalbudget-305billionroubles,andinvolvementoftheoff-budgetfundingof181,81billionroubles.
Underfundingoftheworkperformedundertheoff-budgetfundingshallnotcauseadditionalcommitmentsforthefederalbudgetandfederalexecutiveauthorities
DescriptionoftheissuetobesolvedbytheProgram
TheAddressofthePresidentoftheRussianFederationtotheFederalAssemblyoftheRussianFederationdefinessuchnationalobjectivesasdoublinginternalgrossproductwithin10years,enhancementofthepeopleprosperityandmaintenanceofthenationalsecurity.Thus,thestrategicgoalsofthe RussianFederation arethefollowing:
- Enhancementofthepeople`slifequality;
- Maintaininghighratesforstableeconomicalgrowth;
- Creatingpotentialforfurtherdevelopment;
- Increasingthelevelofnationalsecurity.
Statepriorities,includingprioritiesinthespaceactivitiescarriedoutonthebasisofspacehigh-technologies,shallbethesubjectforachievingtheseobjectives.
Spaceexplorationandresearch,includingexplorationandresearchoftheMoonandotherspaceobjects,havethehighestnationalpriorityinthe RussianFederation (TheActonSpaceActivitiesofthe RussianFederation).
TheprimarydirectionsofthespaceactivitiesintheRussianFederationaredefinedin“TheBasicTrendsoftheSpaceActivitiesintheRussianFederationforPeriodupto2010”and“TheBasicTrendsoftheMilitaryandTechnicalPoliticsintheRussianFederationforPeriodupto2015andFurther”approvedbythePresidentoftheRussianFederationonFebruary6,2001,andMarch11,2003,accordingly.
Thehigh-prioritytrendsofthespaceactivitieswhichcontributetoachievingthestrategicobjectivesarethefollowing:
- Environmentalmonitoring,controlofcriticalemergenciesandecologicalaccidentmanagement,explorationoftheEarthnaturalresources;
- SupportofsatellitecommunicationandbroadcastingoverentireterritoryoftheRussianFederation,includingsatisfactionofthestate`sneedsinprovidingthepeoplewiththesocio-orientedsetofTVprograms,maintenanceofthePresident`s,Government`sandspecialcommunication;maintainingcommunicationforthebenefitsofthefederalexecutiveauthorities,executiveauthoritiesofthesubjectsoftheRussianFederationandlocalmanagingauthorities,aswellasforthebenefitsofstatedefense,securityandlegalordercontrol;
- Providingfederalexecutiveauthorities,executiveauthoritiesofthesubjectsofthe RussianFederation andlocalmanagingauthoritieswithgeophysical,includinghydro-meteorology,data;
- AccomplishmentofspaceprojectsaimedatenlargingtheknowledgeabouttheEarth,theSolarsystemandtheUniverse,implementationoffundamentalspaceresearchinthefieldsofastrophysics,planetology, solarphysicsandsolar-earthlinksstudies;
- Maintainingequal-rightsinvolvementoftheRussianFederationintheinternationalspaceprogramsandprojects,withthepurposetohaveguaranteedaccesstothefinaloutcomeoftheseprograms(projects);
- Carryingoutorbitalcrewmissionsforthebenefitsofeconomical,scientific,applicationappliedresearchen
