Butitcouldalsobebecauseofadifficultsituation.Whilewheelsneedtorollonsmoothsurfaces,roadswithsmoothsurfacesweren’tgoingtobeconstructeduntiltherewasplentyofdemandforthem.Eventually,roadsurfacesdidbecomesmoother,butthisdifficultsituationappearedagainafewcenturieslater.Therehadbeennoimportantchangesinwheelandvehicledesignbeforethearrivalofmodernroaddesign.
