Thelogicbehindthesereformswassimple:

Theproblemisthat,whilethissystemisundeniablymoreefficient,it'salsomuchmorefragile.Badweatherinjustafewcountriescanwreakhavocacrosstheentiresystem.Whenpricesspikeastheydidthisspring(forreasonsthatnowseemnotentirelyobvious),theresultisfoodshortagesandmalnutritioninpoorercountries,sincetheyarefarmoredependentonimportsandhavefewfoodreservestodrawon.And,whilehigherpricesandmarketreformsweresupposedtobringaboominagriculturalproductivity,globalcropyieldsactuallyroselessbetween1990and2007thantheydidintheprevioustwentyyears,inpartbecauseinmanydevelopingcountriesprivate-sectoragriculturalinvestmentnevermaterialized,whilethecutbacksingovernmentspendingleftthemwithfeebleinfrastructures.83lcP。
