Andrightatthetop,letmesaythatourheartsareobviouslywithallthefolkswhoaredowninLouisianaandtheGulfCoast,whoaredealingwiththeaftermathofHurricaneIsaac.Ourprayersarewiththosewho'velostlovedones.AndI'vedirectedthefederalgovernmenttokeepdoingeverythingthatitcantohelpourpartnersatthestateandlocallevel.Asacountry,westandunitedwithourfellowAmericansintheirhourofneed.

 Iknowthatallofyouaregratefulfortheincrediblesupportyoureceivefromyourcivilianneighbors.SoIwanttoacknowledgetwochampionsofFortBliss--we'vegotCongressmanSilvestreReyesandwe'vegotMayorJohnCook.Andwe'vealsogotallthegreatfolksinElPasoandNewMexico.Givethemabigroundofapplause.（Applause.） 

I'vecomebacktoBlissforasimplereason.Twoyearsago,Iwasheretomarkahistoricmomentinthelifeofournationandourmilitary--theendofmajorcombatoperationsinIraq.ItwasachanceformetosayonbehalfoftheAmericanpeopletoyouandallwhoservedthere--welcomehome,andcongratulationsonajobwelldone.

THEPRESIDENT:

Ineverymajorphaseofthatwar,youwerethere,theIronSoldiers.Becauseofyourspeedandstrength,Americantroopstoppledadictatorinlessthanamonth.Becauseofyourcommitment,youstayedonextendedtoursandwentback,touraftertour,yearafteryear.Becauseofyourdeterminationtosucceed,youturnedbackaninsurgency.Youstoodfirmagainstsectarianstrife.YouhelpedpullIraqbackfromtheabyssandyoutrainedIraqistotakethelead.Thatwastheprogressyoumadepossiblewithyourserviceandyourcourage. 

Andso,twoyearsago,IwasabletocomeheretoBlissandmarktheendofourcombatmission.AndthatnightItoldtheAmericanpeoplethatallourtroopswouldbeoutofIraqbytheendofthefollowingyear.Atthetime,Iknowsomefolksdidn’tbelieveme.Theywereskeptical.Somethoughttheendofcombatwasjustwordgamesandsemantics,butImeantwhatIsaid.（Hooah!

）

SoyoukepttrainingupthoseIraqiforces.Weremovednearly150,000troops,andthispastDecember,underGeneralAustin’sleadership,thelastAmericantroopscamehome,includingthe4thBrigadeCombatTeamfromBliss.（Hooah!

）（Applause.）

YouleftIraqwithhonor,yourmissioncomplete,yourheadsheldhigh.Afternearlynineyears,ourwarinIraqwasover.AndtodayIraqhasachancetoforgeitsowndestiny,andtherearenoAmericantroopsfightinganddyinginIraq.

Onthisanniversary,wehonorthememoryofallwhogavetheirlivesthere--nearly4,500Americanpatriots,including198fallenheroesfromFortBlissandthe1stArmoredDivision.Andwesaluteallwhoservedthere.

WhenIwasheretwoyearsagoItoldyousomethingelse,though--thatwehadmoreworktodo,includingtakingthefighttoalQaeda.（Hooah!

）Andthere,too,ImeantwhatIsaid.Withalliesandpartners,we’vetakenoutmoretopalQaedaterroriststhanatanytimesince9/11.Andthankstothecourageofourforces,alQaedaisontheroadtodefeatandbinLadenwillneveragainthreatentheUnitedStatesofAmerica.（Applause.）

TwoyearsagoIalsotoldyouthatwe’dkeepupthefightinAfghanistan.AndIknowthatsomeofyourecentlygotback.Onbehalfofagratefulnation,welcomehome. 

SomeofyourbuddiesareinAfghanistanrightnow--（Hooah!

）--andourthoughtsandprayersarewithallthetroopsfromBlissdeployedaroundtheworld,includingAfghanistan--the"WarEagles"andthe"Highlanders." 

AndIknowthatsomeofyouwillbedeployinglaterthisyear.（Hooah!

）AndI’vegottotellyouthetruth--thisisstillaverytoughfight.Youknowthis.Youcarryinyourheartsthememoryofcomradeswhomadethatultimatesacrifice,includingsixheroesfromBlisswhogavetheirlivesonthatawfuldaylastmonth. 

IjusthadtheopportunitytomeetwithsomeofourGoldStarfamilies,andourmessagetothemisthis:

Yourlovedonesliveoninthesoulofournationandwewillhonorthemalways. 

Becauseoftheirsacrifice,becauseofyourservice,wepushedtheTalibanback.We’retrainingAfghanforces.ThetransitiontoAfghanleadisunderway,andaspromised,morethan30,000ofourtroopswillhavecomehomebynextmonth.

JustasinIraq,wearegoingtoendthiswarresponsibly.Nextyear,Afghanswilltaketheleadfortheirownsecurity.In2014,thetransitionwillbecomplete.Andevenasthiswarends,wewillstayvigilantsoAfghanistanisneveragainasourceforattacksagainstAmerica.Neveragain.（Hooah!

Sowe’renotjustendingthesewars.We’redoingitinawaythatkeepsAmericasafeandmakesAmericastronger.Andthatincludesourmilitary. 

Thinkaboutit.Justfouryearsago,thereweresome180,000AmericantroopsinIraqandAfghanistan.Bynextmonthwewillhavecutthatnumberbynearlytwo-thirds.Somostofourtroopshavecomehome.AndasmoreAfghansstepup,moreofourtroopswillcomehome. 

Andwhatdoesthatmeanforyou?

Well,after10yearsofcontinuousoperations,itmeansfewerdeployments.Itmeansmoretimefortraining.Itmeansmoretimetoimprovereadiness,moretimetoprepareforthefuture.Anditmeansmoretimeonthehomefrontwithyourfamilies--yourspousesandyourkids.（Hooah!

）

THEPRESIDENT:

Somakenomistake--endingthewarsresponsiblymakesussaferanditmakesourmilitaryevenstronger.Andendingthesewarsislettingusdosomethingelse--restoreAmericanleadership. 

IfyouhearanyonetryingtosaythatAmericaisindeclineorthatourinfluencehaswaned,don’tyoubelieveit.Becausehere'sthetruth--ourallianceshaveneverbeenstronger.We'releadingonbehalfoffreedom,includingstandingwiththepeopleofLibyathatarefinallyfreefromMuammarQaddafi.（Hooah!

Aroundtheworld,there'sanewattitudetowardAmerica,newconfidenceinourleadership.Whenpeopleareasked,whichcountrydoyouadmiremost,onenationalwayscomesoutontop:

Andthat’stheprogressthatwe'vemade,thankstoyourincredibleservice.We'rewindingdownadecadeofwar.We'redestroyingterroristnetworksthatattackedus.Andwe'verestoredAmericanleadership.Andtoday,everyAmericancanbeproudthattheUnitedStatesissafer,theUnitedStatesisstronger,andtheUnitedStatesismorerespectedintheworld.

Now,whenIwasherelast,Imadeyouapledge.Isaidthat,asPresident,IwillinsistthatAmericaservesyouandyourfamiliesaswellasyou'veservedus.Andthereagain,ImeantwhatIsaid.Becausepartofendingwarsresponsiblyiscaringforthosewhofoughtinit.That’swhyIwantedtocomebacktoBlissonthisanniversarytoreaffirmoursolemnobligationstoyouandyourfamilies.

Andbytheway,you'vebeenhearingsomefolksouttheretryingtotalkaboutthebudgetandtryingtoscareyou.Lastyear,Congresspledgedtofindaplantoreducethedeficit,andtheysaidiftheycouldn’tagreetherewouldbebigcutsacrosstheboard,includingdefense.Butunderstand,nobodywantsthesecuts,andthat’swhyCongressthreatenedthem,toforcethemselvestomakeharddecisions.
