一、序言

1.我们，中华人民共和国、巴西联邦共和国、俄罗斯联邦、印度共和国和南非共和国领导人于2017年9月4日在中国厦门举行金砖国家领导人第九次会晤。

围绕“深化金砖伙伴关系，开辟更加光明未来”主题，我们致力于本着未来共同发展的愿景，在金砖国家合作已有进展的基础上更进一步。

我们还讨论了共同关心的国际和地区问题，协商一致通过《金砖国家领导人厦门宣言》。

1.We,theLeadersoftheFederativeRepublicofBrazil,theRussianFederation,theRepublicofIndia,thePeople'sRepublicofChinaandtheRepublicofSouthAfrica,meton4September2017inXiamen,China,attheNinthBRICSSummit.Underthetheme"BRICS:

StrongerPartnershipforaBrighterFuture",weendeavortobuildonourachievementsalreadymadewithasharedvisionforfuturedevelopmentofBRICS.WealsodiscussedinternationalandregionalissuesofcommonconcernandadoptedtheXiamenDeclarationbyconsensus.

2.我们重申，追求和平、安全、发展和合作的宏伟目标和愿望使金砖国家在10年前走到了一起。

从此，金砖国家矢志发展经济，改善民生，沿着符合本国国情的发展道路共同走过了一段非凡历程。

在历次领导人会晤的推动下，我们致力于协调行动，构建起全方位、多层次的合作势头。

我们坚持发展事业，秉持多边主义，共同推动建立更加公正、平等、公平、民主和有代表性的国际政治、经济秩序。

2.Wereiteratethatitistheoverarchingobjectiveandourdesireforpeace,security,developmentandcooperationthatbroughtustogether10yearsago.BRICScountrieshavesincetraversedaremarkablejourneytogetherontheirrespectivedevelopmentpathstailoredtotheirnationalcircumstances,devotedtogrowingtheireconomiesandimprovingpeople'slivelihoods.Ourcommittedandconcertedeffortshavegeneratedamomentumofall-dimensionalandmulti-layeredcooperationfosteredbythepreviousLeaders'Summits.Upholdingdevelopmentandmultilateralism,weareworkingtogetherforamorejust,equitable,fair,democraticandrepresentativeinternationalpoliticalandeconomicorder.

3.我们始于2006年的合作进程已经培育出互尊互谅、平等相待、团结互助、开放包容、互惠互利的金砖精神，这是我们的宝贵财富和金砖国家合作不竭的力量源泉。

我们尊重各自选择的发展道路，理解和支持彼此利益。

我们一直坚持平等团结，坚持开放包容，建设开放型世界经济，深化同新兴市场和发展中国家的合作。

我们坚持互利合作，谋求共同发展，不断深化金砖务实合作，造福世界。

3.Ourcooperationsince2006hasfosteredtheBRICSspiritfeaturingmutualrespectandunderstanding,equality,solidarity,openness,inclusivenessandmutuallybeneficialcooperation,whichisourvaluableassetandaninexhaustiblesourceofstrengthforBRICScooperation.Wehaveshownrespectforthedevelopmentpathsofourrespectivechoices,andrenderedunderstandingandsupporttoeachother'sinterests.Wehaveupheldequalityandsolidarity.Wehavealsoembracedopennessandinclusiveness,dedicatedtoforginganopenworldeconomy.Wehavefurtheredourcooperationwithemergingmarketsanddevelopingcountries（EMDCs）.Wehaveworkedtogetherformutuallybeneficialoutcomesandcommondevelopment,constantlydeepeningBRICSpracticalcooperationwhichbenefitstheworldatlarge.

4.我们对合作取得的丰硕成果感到满意，包括成立新开发银行（NDB）和应急储备安排（CRA），制定《金砖国家经济伙伴战略》，通过安全事务高级代表会议、外长会晤等加强政治安全合作，深化五国人民的传统友谊等。

4.Wedrawsatisfactionfromthemanyfruitfulresultsofourcooperation,includingestablishingtheNewDevelopmentBank（NDB）andtheContingentReserveArrangement（CRA）,formulatingtheStrategyforBRICSEconomicPartnership,strengtheningpoliticalandsecuritycooperationincludingthroughMeetingsofBRICSHighRepresentativesforSecurityIssuesandForeignMinistersMeetings,anddeepeningthetraditionaltiesoffriendshipamongstourpeoples.

5.我们回顾乌法和果阿会晤成果，将共同努力深化金砖国家战略伙伴关系，造福五国人民。

我们将本着坚定信念，在历次领导人会晤成果和共识的基础上，开辟金砖国家团结合作的第二个“金色十年”。

5.RecallingourSummitsinUfaandGoa,wewillworktogethertofurtherenhanceBRICSstrategicpartnershipforthewelfareofourpeoples.WecommitourselvestobuildupontheoutcomesandconsensusofourpreviousSummitswithunwaveringconviction,soastousherinthesecondgoldendecadeofBRICScooperationandsolidarity.

6.我们相信，金砖国家发展前景广阔，合作潜力巨大，我们对金砖国家的未来满怀信心。

我们致力于加强如下合作：

6.Believinginthebroaddevelopmentprospectsofourcountriesandthevastpotentialofourcooperation,wehavefullconfidenceinthefutureofBRICS.Wecommittofurtherstrengthenourcooperation.

——深化务实合作，促进金砖国家发展。

我们将加强发展经验交流，打造贸易投资大市场，促进基础设施联通、货币金融流通，实现联动发展。

我们致力于同其他新兴市场和发展中国家建立广泛的伙伴关系。

为此，我们将采取平等和灵活的方式同其他国家开展对话与合作，包括“金砖+”合作模式。

--WewillenergizeourpracticalcooperationtoboostdevelopmentofBRICScountries.Wewill,interalia,promoteexchangesofgoodpracticesandexperiencesondevelopment,andfacilitatemarketinter-linkagesaswellasinfrastructureandfinancialintegrationtoachieveinterconnecteddevelopment.WeshallalsostrivetowardsbroadpartnershipswithEMDCs,andinthiscontext,wewillpursueequal-footedandflexiblepracticesandinitiativesfordialogueandcooperationwithnon-BRICScountries,includingthroughBRICSPluscooperation.

我们将努力提高金砖国家及新兴市场和发展中国家在全球经济治理中的发言权和代表性，推动建设开放、包容、均衡的经济全球化，以促进新兴市场和发展中国家发展，为解决南北发展失衡、促进世界经济增长提供强劲动力。
