mr.president,friendsandcolleagues,andfellowsingaporeans,

wehavehadapivotalgeneralelection.ittookplaceduringsg50,markingthebeginningofanewchapterforus.

asapeople,wefacedcriticalchoicesinthiselection.wehadtodecidewhomwewantedtoformthegovernment,whichteamtochoosetosecureourfuture,andwhichdirectionsingaporeshouldprogressin.wehadtoaskourselves:

howdowekeepimprovingourlives,takingsingaporehigher,andbuildingsomethingworthwhileandlastingforourchildren?

myteamandiarehonouredandhumbledthat70%ofvoterschosethepaptoformthegovernment.yougaveusaclearmandatetotakesingaporeforward,andwewilldoso.

suchadecisiveresultcouldonlyhavehappenedwithsupportfromallgroupsofsingaporeans.all89seatswerecontested,andeveryadultcitizenhadtovote.therealwinnersinthiselectionweresingaporeans.wehaveastrong,stablegovernment,abletotakesingaporeconfidentlyintothefuture.singaporeansshowedthatweknewwhatwasatstake.atacriticalmoment,weunitedtodecideourfuture.wepledgedourselvestoforgeanewwayforwardasonepeople,onenation,onesingapore.

theelectionresultsentanimportantsignaltotheworld:

thatwesingaporeansaredeterminedtokeepsingaporespecial.throughthedecades,ourpoliticalstabilityandourqualityworkforcehaveattractedmanymncstoinvesthere.inrecenttimes,mncshavewatchedourpoliticsmoreclosely,toseewhichwayitisheading.aftertheelection,edbtoldmethatanmncthathasbeenhereformanyyearshadjustdecidedtoincreaseitsstakeinsingaporeandmakeanotherbillion-dollarinvestmenthere,creatingmanymoregoodjobsforsingaporeans.ihavenodoubtthattheelectionresultboostedthisinvestorsconfidencethattheyweremakingtherightdecision,andthattheycouldbeconfidentsingaporeanswouldkeepourfunda­mentalsstrong.iamsurethatourneighboursnoticedtoo,ashaveothers.

yourclearmandatehasenabledmetoformastrongcabinet.mynewteamcomprisesbothexperiencedministerswhowillprovidesteadyhandsinachallengingenvironment,andyoungerministerswhowillbringnewperspectivesandideas.theywillhavetomastertheissuesquicklyandreadythemselvestoleadsingapore.

myfirstobjectiveinformingthiscabinetis,asalways,toprovidethemosteffectivegovernmentforsingapore.weareenteringanewphaseofournation­hood.wefacemorecomplexchallengesandnewissuesthatcutacrossmultipledomains.therefore,ihaveappointedcoordinatingministerstooverseeworkinthreemajorareas.

thefirstareaisnationalsecurity,whichremainsavitalpre­conditionofoursuccess.thesafandhometeamhavekeptussafe,butnewdangersandthreatsareemergingaroundus.isisandjihadistterroristsareaseriousproblemforsoutheastasiaandsingapore,becausetheythreatenourphysicalsafetyandourracialharmony.tensionsinthesouthchinaseaareunsettlingourregion.politicalproblemsorracialtensionsinneighbouringcountriescancomplicatebilateralrelations,orspillovertoaffectoursociety.therefore,ihavekeptdpmteocheeheaninchargeofnationalsecurity.

anotherareaiseconomicandsocialpolicies,whichformamajorpartofouragenda.withanageingpopulationanduncertainglobalconditions,growthwillbehardertocomeby.yetoureconomymustgrowtocreateopportunitiesforsingaporeansandtoimproveourlives.atthesametime,wemustusethefruitsofgrowthwisely,bothtoinvestinourfutureandtostrengthenoursocialsafetynets.everycitizenshouldbenefitfromsinga­poressuccess,andthoseneedinganextrahelpinghandshouldbelookedafter.dpmtharmanwilloverseethiscriticalarea.

thefinalmajorareaisinfrastructure.goodinfrastructureprovidesthephysicalbasisforourqualityoflife,andoureconomicparedtomostothercountries,wehavedonewell.singaporeansliveingoodhomes,enjoyawell-planned,greenenvironment,andtravelinanefficientpublictransportsystem.butwehaveambitiousplanstobuildonwhatwealreadyhaveoverthenext20-30yearstocreateanewcity,andanoutstandinglivingenvironmentforallofus.wealsoknowwhereweneedtodomoreworktoimprovestandardsandtoremedyshortcomings.khawboonwanwillberesponsibleformakingsingaporeabeautifulandendearinghomeforallofus.

thesecomplexchallengesrequirefreshandboldideas,carefulbalancingofdifferentgoals,andclosecoordinationacrossmultipleagencies.thisiswhatmynewcabinet,withamixofexperiencedandnewministers,isdesignedtodo.manycountriesandcities,eveninthedevelopedworld,havefoundsimilarchallengestoohardtoresolve.buthereinsingapore,wecangetthingsdoneandwewillmakeithappen.wehaveagovernmentthatenjoysstrongsupport.wehaveacompetentpublicservice.moreimportantly,wehaveasenseofnationalpurpose.wecanworktogether,thinklong-term,andfocustheeffortsofthewholegovernment,indeedofthewholenation,totakesinga­poreforward.thisiswhatmakesusuniqueandwillcontinuetokeepusspecial.

myothermajorgoalinformingthiscabinetistopreparethenextteamtotakeoverfrommeandmyseniorcolleagues.myresponsibility,asitwaswithesmgohchoktongandmrleekuanyew,isnotjusttogovernsinga­porewelltoday,butalsotopreparethenextteamtotakeoverfromus.thiswillsecuresingaporesfuturebeyondthisgeneration,andtakethecountryanothersteptowardssg100.

leadershiprenewalwasoneofmymajorthemesbeforeandduringtheelectioncampaign.iamgratefulthatwithyoursupport,icanreinforcemyteamandpursuerenewalvigorously.

theclockisticking;wehavenotimetolose.therefore,ihavemadeadecisivemovenow.inthisnewcabinet,nearlyallministrieshavenewministers,ministersofstateandparliamentarysecretaries.

ihavereinforcedmyteamwithbackbenchersandnewly-electedmps,andentrustedmajorresponsibilitiestoyoungerministers.theyhavetobetested,learntheropes,provethemselves,andshakedownasateam.increasinglytheywillcarrythegovernmentsprogramme–initiating,explainingandexecutingpolicies,andpersuadingpeopletosupportthesepolicies,whichwillincreasinglybetheirpolicies.

theolderministersarestayingonincabinet.theywillprovidemyteamwithdepthandbreadthtothinkmoredeeplyaboutissuesandtoplanmoresystematicallyforthefuture.theywillalsohelpmetomentorandguidetheyoungerones.myoverridinggoalistohaveanewteamreadytotakeoversoonafterthenextelections,toworkwithyou,foryouandforsingapore.

weareplanningaheadbecausesingaporeansexpecttheirleaderstodoso.youhaveentrustedsingaporetomeandmyteam,notjustbecauseofwhatwehavedone,butalsobecauseyouareconfidentofwhatwewilldo.youtrustthatwewillactonourwordsandliveuptoourpromises,andwewill.

iaskyoutohavethatsamebeliefinourcountry.singaporeisspecialnotjustbecauseofwhatwehaveachievedtoday,butalsobecauseofwhatwecanlookforwardtotomorrow.singaporeansarenotdefinedbytheaccoladeswereceive,butbyourconstantstrivingtoalwaysdobetter,whateverthecircumstances.

inthissg50year,wediscoveredwhatitmeanstobesingaporean.whenourfoundingprimeminister,mrleekuanyew,passedawayinmarch,wegrievedtogether.duringtheweekofnationalmourning,wecametogetherasonepeople,topaytributetomrleeandtoreaffirmwhatourpioneersstoodfor.onthe9thofaugust,wecelebrated50yearsofindependence,andrememberedhowaruggedpeopleovercameadversitytogether.atthenationaldayparade,wesangmajulahsingapura,recitedthepledge,andsanghomeinonevoice,committingourselvesanewtothenation.thisyear,weshowedwhatsingaporecandoandwhatpromiseournationholds.

sg50isnotjustaboutlookingbackbutalsolookingforward.thelastmajorsg50eventwillbethefutureofusexhibition,whichwillopenindecemberatgardensbythebay.theexhibitionwillshowcaseourjourneyfromthirdworldtofirst,butmoreimportantly,lookforwardtothemanypossibilitieswehavebeyondsg50.

thethemesoftheexhibitioninclude:

a.thefutureoflifelonglearning–howsingaporeanscanfollowmultiplepathstochaseourrainbows,whilealsopursuingart,cultureandsports;

b.thefutureofgreeningsingapore–howoururbanenvironmentcanbemademoreliveableandbetteraccommodatedifferentrhythmsoflifeinourlushcityinagarden;

c.thefutureofcaring–howwecancometogether,asonesingaporefamily,whateveroursocialbackgroundorage,regardlessofrace,languageorreligion,tovolunteer,andtocareforandsupportoneanother;and

d.thefutureofsmartlivingandworking–howtechnologycantransformthewayweliveandwork,andfreeustodevelopthehumanspirit.

ihopetheexhibitionwilllaunchusintothenextchapterofoursingaporestory.we–thegovernmentandthepeople–havetowritethischaptertogether.wewilldebateandargueoverwhatthischaptershouldcontain,howthestoryshoulddevelop.wewilldothatonlineandoffline,incivilsocietyandinparliament.thatisnormal,andhealthy.butattheendweareallco-authorsofthechapter.weallhavetoworktogether,andweallwantthestorytohaveahappyoutcome.

inthelastterm,weheldtheoursingaporeconversation.50,000singaporeansfromallwalksoflifesharedtheirhopesanddreamsforthemselvesandforsingapore.theexercisehelpedusunderstandwhatweshareincommon,andbroughtusclosertogether.

nowwewilltakethisonestepf
