Now,let’sputthisinperspective.Thefactis,thefinancialindustryiscentraltoournation’sabilitytogrow,toprosper,tocompeteandtoinnovate.Therearealotofbanksthatunderstandandfulfillthisvitalrole,andthereareawholelotofbankerswhowanttodoright--anddoright--bytheircustomers.Thisreformwillhelpfosterinnovation,nothamperit.Itisdesignedtomakesurethateverybodyfollowsthesamesetofrules,sothatfirmscompeteonpriceandquality,notontricksandnotontraps.

Itdemandsaccountabilityandresponsibilityfromeveryone.Itprovidescertaintytoeverybody,frombankerstofarmerstobusinessownerstoconsumers.Andunlessyourbusinessmodeldependsoncuttingcornersorbilkingyourcustomers,you’vegotnothingtofearfromreform.(Applause.)

Now,forallthoseAmericanswhoarewonderingwhatWallStreetreformmeansforyou,here’swhatyoucanexpect.Ifyou’veeverappliedforacreditcard,astudentloan,oramortgage,youknowthefeelingofsigningyournametopagesofbarelyunderstandablefineprint.WhatoftenhappensasaresultisthatmanyAmericansarecaughtbyhiddenfeesandpenalties,orsaddledwithloanstheycan’tafford.

That’swhathappenedtoRobinFox,hitwithamassiverateincreaseonhercreditcardbalanceeventhoughshepaidherbillsontime.That’swhathappenedtoAndrewGiordano,whodiscoveredhundredsofdollarsinoverdraftfeesonhisbankstatement–-feeshehadnoideahemightface.Bothareheretoday.Well,withthislaw,unfairratehikes,liketheonethathitRobin,willendforgood.(Applause.)Andwe’llensurethatpeoplelikeAndrewaren’tunwittinglycaughtbyoverdraftfeeswhentheysignupforacheckingaccount.(Applause.)

Withthislaw,we’llcrackdownonabusivepracticesinthemortgageindustry.We’llmakesurethatcontractsaresimpler-–puttinganendtomanyhiddenpenaltiesandfeesincomplexmortgages-–sofolksknowwhatthey’resigning.

Withthislaw,studentswhotakeoutcollegeloanswillbeprovidedclearandconciseinformationabouttheirobligations.

Andwiththislaw,ordinaryinvestors-–likeseniorsandfolkssavingforretirement–-willbeabletoreceivemoreinformationaboutthecostsandrisksofmutualfundsandotherinvestmentproducts,sothattheycanmakebetterfinancialdecisionsastowhatwillworkforthem.

So,alltold,thesereformsrepresentthestrongestconsumerfinancialprotectionsinhistory.(Applause.)Inhistory.Andtheseprotectionswillbeenforcedbyanewconsumerwatchdogwithjustonejob:

lookingoutforpeople-–notbigbanks,notlenders,notinvestmenthouses-–lookingoutforpeopleastheyinteractwiththefinancialsystem.

Andthat’snotjustgoodforconsumers;that’sgoodfortheeconomy.Becausereformwillputastoptoalotofthebadloansthatfueledadebt-basedbubble.Anditwillmeanallcompanieswillhavetoseekcustomersbyofferingbetterproducts,insteadofmoredeceptiveones.

Now,beyondtheconsumerprotectionsI’veoutlined,reformwillalsoreinintheabuseandexcessthatnearlybroughtdownourfinancialsystem.Itwillfinallybringtransparencytothekindsofcomplexandriskytransactionsthathelpedtriggerthefinancialcrisis.ShareholderswillalsohaveagreatersayonthepayofCEOsandotherexecutives,sotheycanrewardsuccessinsteadoffailure.

Andfinally,becauseofthislaw,theAmericanpeoplewillneveragainbeaskedtofootthebillforWallStreet’smistakes.(Applause.)Therewillbenomoretax-fundedbailouts--period.(Applause.)Ifalargefinancialinstitutionshouldeverfail,thisreformgivesustheabilitytowinditdownwithoutendangeringthebroadereconomy.Andtherewillbenewrulestomakeclearthatnofirmissomehowprotectedbecauseitis“toobigtofail,”sowedon’thaveanotherAIG.

That'swhatthisreformwillmean.Now,itdoesn’tmeanourworkisover.Forthesenewrulestobeeffective,regulatorswillhavetobevigilant.Wemayneedtomakeadjustmentsalongthewayasourfinancialsystemadaptstothesenewchangesandchangesaroundtheglobe.Nolawcanforceanybodytoberesponsible;it’sstillincumbentonthoseonWallStreettoheedthelessonsofthiscrisisintermsofhowtheyconducttheirbusinesses.

ThefactiseveryAmerican-–fromMainStreettoWallStreet–-hasastakeinourfinancialsystem.WallStreetbanksandfirmsinvestthecapitalthatmakesitpossibleforstart-upstosellnewproducts.Theyprovideloanstobusinessestoexpandandtohire.Theybackmortgagesforfamiliespurchasinganewhome.That’swhywe’llallstandtogainfromthesereforms.Weallwinwheninvestorsaroundtheworldhaveconfidenceinourmarkets.Weallwinwhenshareholdershavemorepowerandmoreinformation.Weallwinwhenconsumersareprotectedagainstabuse.Andweallwinwhenfolksarerewardedbasedonhowwelltheyperform,nothowwelltheyevadeaccountability.

Intheend,ourfinancialsystemonlyworks–-ourmarketisonlyfree–-whenthereareclearrulesandbasicsafeguardsthatpreventabuse,thatcheckexcess,thatensurethatitismoreprofitabletoplaybytherulesthantogamethesystem.Andthat’swhatthesereformsaredesignedtoachieve--nomore,noless.Becausethat’showwewillensurethatoureconomyworksforconsumers,thatitworksforinvestors,thatitworksforfinancialinstitutions-–thatitworksforallofus.

Thisisthecentrallessonnotonlyofthiscrisisbutofourhistory.Ultimately,there’snodividinglinebetweenMainStreetandWallStreet.Weriseorfalltogetherasonenation.Sothesereformswillhelpliftoureconomyandleadallofustoastronger,moreprosperousfuture.
