I.Introduction

1.1Thedefinitionoftheexportinspection

ExportinspectionisInspectionBureauaccordstotherequirementsofadministrativelawsandregulations,internationalconventions,inspect,certificatetheexportcommodities,transportationandpeople,andissuetherelativeofficialinspectioncertification.

Thepurposeofinspectionisprotectourcountry’seconomydevelopsmoothly;protectthepeople’slives,andthelivingenvironment’ssafetyandhealth.

1.2Theproduceoftheexportinspection

Chinahas5000yearscultureandhistory.Exportinspectionhasalonghistory,too.Nowwewillhaveageneralknowledgeabouttheproduceoftheexportinspectioninthissection.

FromPrimitiveSociety,withtheappearanceofcurrency,theoriginalinspectionatanearlystage,atthistime,theinspectionisonlyforthequalityandquantity.InQinDynasty,themonarchpromulgatedalawthatstipulatesthepreventionoftheimportanimals.

Withthedevelopmentoftheeconomyandsociety,fromSuiTangDynastytoSongDynasty,theinspectionbecomesmoreandmorecomplete.Therelativeinspectiveauthoritiesarefounded.Withthetradingactivitiesarebecomingmoreandmorefrequent,inSongDynasty,thegovernmentsettheforeigntradeadministrationinGuangzhou、MingZhou（Ningbo）、Hangzhou、MiZhou（ZhuCheng）foradministratethemarinetrade.Atthesametime,settherelativeauthoritiestomanagethetradewithLiao、Jin、Xiaandsomeminorityregimes.

InYuanDynasty,theimperialcourtpublishedalawthatstipulatedtherelativeauthoritiesmustbeinspecttheoverseasshipandcargos.Andissuetheinspectioncertificate.

InQingDynasty,thegovernmentsetupcustomsinGuangzhou.

Inwesterncountry,aftertheRenaissance,aboutthemiddleof14century,Italyappearedtheprofessionalstoinspect.Topreventtheplaguespread,theinspectionhospitalwassetupinVenice,forinspectingtheimportships.

Intheyearof1664,abankwassetupinShanghaibytheagentsoftheEnglishman.，thisisthefirstorganizationtomanageinspectionservice.AfterthatthemorerelativeservicesareappearedinShanghai、Qingdao、Tianjin、HanKouandsoon.

Incenturyof19,thecustombeginstosetuphygieneinspectionandquarantineinordertoinspecttheoverseasshipsandcarryoutthehygieneinspectionforthelaborsinourcountry.However,alltheseorganizationsaremanagedbytheforeigners.

Intheyearof1928,aftertheNanjingnationalgovernmentwasfounded,theinspectorganizationswassetupthatmanagedbygovernment.

Intheyearof1929,industrialandcommercialdepartmentsetuptheShanghaicommoditiesinspectbureau.AfterthattheinspectionbureauwasfoundedinHanKou、Qingdao、TianjinandGuangzhou.

1.3Thedevelopmentofexportinspection

Intheyearof1949,newChinawasfounded.Thereareaofficialinspectbureaumanagedthewholeimportandexportinspectionandquarantine.Sothisstrengthenedtheleadofourcountryinspection.

Fromtheyearof1986to1990,theinspectionlegalsystemhasachievedimportantdevelopment.Nationalpeople’scongresshaspassedthe“TheFrontierHealthandQuarantineLawofPRC”.Afterthattherelativelawsaboutthecommodities,animalsandplantsarelaydown.Alltheselawsandregulationsplayanimportantroleininspection.

Intheyearof2001,inordertoimproveourmarketeconomy,andadapttothespiritoftherelativeagreementthatChinaenterinWTO,ThePeople’sRepublicofChinastateadministrationofqualitysupervision,inspectionandquarantinewasfounded.

1.4Thefunctionoftheexportinspection

Thepositionofexportinspectiongavebytheconstitution,lawandthehighestorganofstateadministration,andithasconsiderablelegalvalidity.

Thenationallawgivestheinspectionandquarantineforcarryingoutnationaladministrations.

Theprincipleoftheexportinspectioninprotectingthepeople’shealthandsafety,protectingtheplantsandanimals’lifeandhealth,protectingtheenvironment,preventingfrauds,protectingthenationalsecurity.
