（A）Organizationalpreparation

Setupprojectmanagerdepartment,appointsomeonewhohasexcellenttechnologyandrichconstructionexperience,aswellascorrespondingprojectmanagerqualification,atthesametime,selectskilledconstructionandtechnicalmanagementpersonnelforbuildingaprojectteamandcarryingoutpreparationwork.Selectawellorganizedlaborconstructionteamwhichstartsconstructionofmaterialbaseandothertemporaryfacilities.

（B）Preparationinconstructionsite

Carryoutunifiedplanning,placematerialsaccordingtoplanelayoutdrawing,organizeerectionoftemporaryfacilitiescarefully,conductunifiedarrangementofelectricity,watersupplyanddrainageandfirefightingfacilitiestofacilitatesmoothprogressofconstructionandproduction.

（C）Laborforceorganization

1.Constructionqualityofourcompanyisgreat,whichisrelatedtoourexcellentteamsemployedbyus.Inthisproject,excellentconstruction,installationandcoatingpersonnelwillbetransferredfromafewbestteamstobuildagreatconstructionteamwhichisreasonablyorganized.

2.Beforethecommencementofconstruction,responsibleperson,technicalstaff,securitystaffandworkersneedtoacceptspecialenergy-savingtraining,whileconstructionpersonnelneedtoacceptlevel-3safetytraining.

（D）Materialspreparation

Developplansforallkindsofmaterials,componentsandequipment.Carryoutinspectionandmaintenanceforthosematerials,componentsandequipmentandensurethattheyareinstandbycondition.

（E）Constructionequipment

1.Mainconstructionmachineryisthekeytoquickandtimelycompletionoftheproject,therefore,wemustfullytakefeaturesoftheproject,advantagesandcharacteristicsofourcompanyinmachineryandequipmentintoconsiderationsoastomeettheproject’sconstructiondemands.

2.Preparationoftemporaryproductionfacilities.

3.Erect8-12m2materialsbaseandmachinewarehousenearbuildingsaccordingtoconstructionrequirements.

（F）Coordinationwithresidents

1.Theconstructionteamneedstopost“Noticeandapology”lettertolettheresidentsmakeappropriatepreparation.

2.Post“Processarrangementnotice”sothattheresidentsunderstandprogressoftheprojectandtimearrangement.

（G）Technicalpreparation

1.Buildastrongprojectmanagementteam,organizeamanagementteam.Organizeaconstructionteamtocarryoutsafetypreparationworkandwater,electricityconnection.

2.Ensureagreatjobintechnicalpreparation.Afterreceiptofconstructiondrawings,budgetingmember,constructionworkersandotherrelevantpersonnelneedtobefamiliarwiththem,understanddesigningintentandexistingproblems,makerecordsandmakepreparationfordrawingreview,soastoresolveallproblemsbeforeconstruction.Constructionworkersneedtocarryoutmeasurementonthebasisofthose,qualitycontrolpersonnelshalldoagoodjobinre-testingandinspectionpreparation.Budgetingstaffneedtoputforwardavarietyofmaterialsplans,responsiblepersonofconstructionneedstomakeimprovementsonmaterialsplans.

Asfordefects,omissionsanddeficienciesinthedrawings,ourcompanywilldiscussconstructionschemeswithresidentsandproposefeasiblemeasuresandplansaccordingtopreviousconstructionexperience.

3.Constructionworkersshalldevelopgreattechnologies,quality,safetyplansandprepareallkindsofinformationforms,aswellasensuretheirtimelyandreliablecompletion.

4.Doagoodjobinpreparationofconstructionmaterialsandequipment.Materialspersonnelneedtoorganizematerialandequipmentarrival,andplacematerialsaccordingtogeneralconstructionplan,aswellasplaceconstructionmachinery.

5.Establishonsitequalitysystem,safetyproductionassurancesystemandpostresponsibilitysystemsforprojectpersonnel,andformulateallkindsofmanagementsystemsandmeasures.

6.Offersafety,qualityandcivilizedconstructioneducationtoworkerssoastoraisetheirawarenessontheimportanceofsafeandcivilizedconstruction,andtheirqualityawareness,safetyawareness,aswellascivilizationconstructionawareness.

1.Constructionworkersmustacceptsafetyeducationandtraining,high-altitudeoperationspersonnelmustbecertified.

2.Certifiedstaffmustbringwithsafetycap,certificationcertificateandclothing.

3.Staffareallowedtoworkonlyaftersafetyeducationandtraining,buttheyarenotpermittedtoworkalone.

4.Constructionworkersmustcorrectlywearsafetyhelmets.

High-altitudeoperationpersonnel’ssafetyhelmetmustcontainbuckleropestopreventthesafetycapfromfalling.

5.Theyshallnotwearhardsoledshoeswhenworkingontowertoavoidskiddingandpersonalsafetyaccident.

6.On-sitelayoutshallcomplywithqualificationrequirements:

warningsign,safetyfence,materialsandequipmentname.Safetyrangeshallbemorethan1.5timesheightoftower.Nonstaffarestrictlyprohibited.

7.Allworkersmuststrictlyenforcesafetyworkcommitmentsystem,theymustsignonsafetycommitmentnotice.

8．Securityresponsiblepersonmustcheckwhetherconstructionequipmentisintact,itcan’tbeusedwhencrack,corrosion,damageandotherdefectsarefound.

9.Incaseofthunderstormweather,high-altitudeoperationisstrictlyprohibited.Constructionworkersarestrictlyprohibitedtofindaligningeyeletwithfingers.

10.Allvehiclesmuststrictlyabidebytrafficrules,unlicenseddriving,drunkdrivingandfatiguedrivingarestrictlyprohibited.

11.Constructionteam（Chinesepersonnel+localteamleader）mustcarryoutsafetyinspectiononadailybasis.Allworkers’healthconditionsneedtobeknown,theyneedtobetransferredtolocalpolicestationwhendrinking,drugabuseandphysicalillnessarefound.

12.Constructionpersonnelshallbefamiliarwithsafety-relatedoperationalproceduresandcommandsignal.

13.Winchingpartshallbeplacedinasuitablepositionforconvenientobservationandoperation.

14.Lengthofholdingrodshallnotbelessthan8m,anditsdiametershallnotbelessthan100mm.Holdingrodshallbeburiednotlessthan3-4meters.Amovablepulleyshallbeinstalledatthebottomofholdingrod,andafixedpulleyshallbeinstalledattheendofmainmaterial.Eachtowerlegneedssteeringwheel,holdingrodneedsenhancingwaistring,eachofitssideneedsatechnicalstaffformonitoringtiltingdegreeofholdingrod（notmorethan15degrees）.

Allpulleyblocksfixingropesarenotlessthan3metershigh,lashingropeswindarefixedtightlyandrepeatedly.

15.Nooneisallowedtostandbelowwhenlifting,atthesametime,nooneshallstandinwireropes’loadingangle.

16.Toweroperatingpersonnelmustcheckwhethersafetybelt（orwaistrope）istightlyfastened,andsafetybelt（orwaistrope）shallnotbeusedhighandfixedlow.Theymustbefastenedonmainmaterialorsolidobject.

17Highoperatingpersonnelmustmovematerialsorequipmentwithropes,throwingisstrictlyprohibited.

18.Foot-screwsshallbeusedforfasteningaftertoweriserected.

19.Erectingtoolsmustbecheckedandrepairedbeforeerectingtoensurethattheyareintact.Maintoolsarepulleyandrope,standingderrick,ropesmustbecarefullychecked.

20.Chooseanexperiencedstaffasthecommanderwhoshallbeabletocommunicatebrieflyandclearly.Allconstructionpersonnelmustobeythecommand’sorder,anygossipisprohibited.Ifanystaffcauseaccidentduetogossip,heorsheissubjectto50-100yuanpenalty.Heorshemaybetransferredtojudicialdepartmentforpunishmentincaseofanyseriouscase.Arguingandfightingarealsostrictlyprohibited.

21.Whentheendofholdingrodis0.5~1meterabovetheground,pullingmustbesuspendedforinspection,pullingcancontinueonlyafterconfirmingthateverythingisOK.

Allpersonnel（expectforcommander）needtobe1.2timesheightoferectingrodaway.Liftedtowermaterialshallbe0.5-1meterawayfromtowerbody.

22.Nooneshallstandbelowholdingrod;Nooneisallowedtouseshovel,stickandtopputter;Slotslideshallnotbereplacedwithspade;Sideropesandtopropesshallnotberemovedbeforerodsarethoroughlyfixed;Topropesshallnotberemovedbeforeremovingholdingrods;Pullingsuspenderropebuckleandremovingholdingrodisnotallowedwhensomeoneisoperatingunderholdingrod.

23.Thereshallbeaspeciallydesignatedpersonwhenerectingholdingrod,communicationshallbeclearandaccurate.

24.Constructionpersonnelwhowareinoperationsiteshallwearsafetyhelmets.
