Backgroundinformation:

Childrenenterfostercarewhenanassessmentindicatesachildwillbeatriskforharmiftheyremaininthehome,andneedtoliveoutsideofthefamilyhometobesafe.Achildmayneedfostercarebecausethechildisavictimofaabuseorneglect,ortheparent/legalguardianhasdied,isinjail,abandonedthechild,hasanalcoholordrugabuseproblem,orduetophysicalormentalillness,isunabletocareforthechild.Sometimesayouthmayrunawayfromhometoescapeabuseandneglectorbecausehe/shehasconflictswiththerestofthefamily.

Childrenwhoareremovedfromtheirparents’orlegalguardian’shomesarecaredforinout-of-homeplacementsettingssuchasfostercarehomes,groupresidentialhomes,residentialcarefacilitiesorwithafamilymember.

Illegalsupplytoconsumersisgenerallyviacriminal“drugdealers”whopurchasedrugsinbulkorproducetheirown.Suchdealersarestereo-typicallyassociatedwithorganizedcrimesyndicates,thoughinrealitytheyoftenworkfreelanceandbearnoconnectiontoorganizedcriminalgroups.Themotivationsforparticipationinthedrugtradevarygreatlydependingonthespecificdrug.
