AstheDeputyProjectManager-TechnicalforanFPPDProject,theincumbentisresponsibleforassistingtheProjectManagerwiththeplanning,organizing,directingoftechnicalandprogrammaticaspectsoftheproject,andspanningdiversedisciplines,whicharenecessaryforthesuccessfulimplementationinaFlightProgram.

Managessignificantelementsorphasesofcomplexprojectswiththreeormoresubsystems,services,capabilities,orproductsthatsupportmajorNASAfunctions,programs,orprojects.Originatesanddevelopsnewtools,methods,techniques,orsystemsthatcontributetoalargerprogramorproject.

Overcomesdifficultandcomplextechnical,projectmanagement,andorganizationalproblems.Plans,guides,coordinates,andmanagestheworkofsubordinate,secondary,andmatrixedresourcesengagedinaccomplishingthemissionsandfunctionsoftheorganization.Performsperiodicreviewandanalysistoassessachievementofmajorgoals.Providesengineeringanalysisforspecialprojects,futureprojects,andinadvanceplanningofnewsystemsandcapabilitiesofallapplicableNASAprogramsandareasofconcernandresponsibility.Participatesinpreliminaryandcriticaldesignreviewsanddetermines,develops,anddefendsrequirements.

Directsabroadrangeofinter-disciplinarydevelopmentanddesignactivities.Makesrecommendationsandimplementsactionsinvolvinghighlycomplextechnicalproblems,includingthosethatapplytoexperimentalorunconventionalintegratedsystemssuchasaerospaceandaeronauticalflightapplications.Analyzes,tests,evaluates,validatesandcertifiesflighthardware,softwareandsystemcapabilitiesbasedondesignandoperationalandsafetyrequirementsDefinesunknownconditions,resolvescriticaldesignproblems,ordevelopsnewdesigntheories.Directscriticaldesignprojectsandintegratesuniquesystems,customerproducts,andprojectand/orprogramelementstosatisfyvehicledesignandoperationalrequirements.

Performsasaprogram/projectlevelexpertinintegratingrequirementsnecessaryfordevelopmentandoperationsofflightvehiclesystemsand/orpayloads.Thisincludesmissionintegration,cargointegration,andrelatedflightproductionschedulingactivitiesinaccordancewithflightrequirements,payloadcommitments,andoperationalconstraints.RepresentstheProgram/ProjectOfficewithinternalandexternalNASAcommunities.Leadstechnicalanalysesofassignedsystemsand/orpayloadrequirements.Recommendscostandschedulingstrategies;

policiesandprocedures;

andoperationalschedules.

ServesasarecognizedexpertresponsibleforprovidingtechnicalandmanagementsupportforflightsystemsinaccordancewithProgramorProject-levelrequirements.Managesdesign,development,integration,test,evaluation,operation,andmaintenanceofflightvehicleand/orpayloadhardware,software,andassociatedsystems.

Determineswhenmajordevelopmentshouldbestoppedormajoralterationsmadeduetochangesinprograms.Plansandestablishesoveralloutlinefordesignanddevelopmentofproposedtechnology,equipment,orsystems.Publishestechnicaldataanddevelopsscientificallybasedstandardsforengineeringapplication.Servesasliaisonbetweenresearch,design,andoperations.Projectsaffecttheworkofotherexpertsandthedevelopmentofmajorpartsofprojects.
