PREAMBLE导言
Believingthatasocietyestablishesinstitutionsofhigherlearning,particularlyuniversities,becausesuchinstitutionsservethehigherendsofthatsociety;
社会之所以建立高等学校和大学是因为这些机构能服务社会的更高端，
Believingthatauniversityservesthesehigherendsbybeingabeaconoflearning,afountainheadofdedicatedandunselfishservice,afocusforresearchandcreativescholarship,ameansforthetransmittalandextensionofoldknowledgeandthecreatingofnew,avehicleforthatsociety’simprovementbyprovidingforthatsocietythecapacityforenlightenedandresponsibleself-criticismwhichwillpreventthatsocietyfromlosingitsdynamiccharacterandfallingvictimtointellectualandmoraldecay;

ArticleI第一章
THEGOVERNANCEOFTHEUNIVERSITY学校管理
TheUniversityofFloridaisastateeducationalinstitutionoftheStateofFlorida.TheprovisionsofthisConstitutionaregovernedbyandsubordinatetoFloridalaw,thepoliciesanddirectivesoftheFloridaBoardofGovernors,andtheUniversityofFloridaBoardofTrustees,theUniversityofFloridarulesassetforthintheFloridaAdministrativeCodeandtheCollectiveBargainingAgreementforthosefacultyandstaffinthebargainingunit.
佛罗里达大学是佛罗里达州州立教育机构，本章程的所有规定分别隶属佛罗里达法律管理，佛罗里达州董事会的方针政策，和佛罗里达大学理事会。
佛罗里达大学法则要在佛罗里达法典和谈判单位为院系职员签订的集体谈判协议里提出。
Where,inthisConstitution,powertoactisrecognizedasvestedintheBoardofTrusteesoftheUniversityofFlorida,suchpowershallnormallybeexercisedonlyafterreasonablenoticeofsuchproposedactiontothefaculty,unit,department,school,oragencyaffectedandanopportunitytobeheardthereunto.GovernanceshallbesharedbetweentheadministrationoftheUniversityandthefacultyasrepresentedintheFacultySenate.
本章程的法案的权力下放就是被验证为归属佛罗里达大学理事会，该权力只有当院系，单位，部门，学院或相关代理机构提请适当合理建议时才能正常行使，此外也是被听取意见的机会，管理由大学行政部门和代表学校评议会的院系双方承担。
ArticleII第二章
ADMINISTRATIONOFTHEUNIVERSITY学校行政
Section1.THEPRESIDENT-ThePresidentshallbethechiefexecutiveofficeroftheUniversity,andshallexercisegeneralsupervisionoverallitsactivities.ThePresidentshallbeappointedbytheBoardofTrustees.Upontheresignation,retirement,ordeathofthePresident,theSenateSteeringCommitteeshallbeavailabletotheBoardofTrusteesforthepurposeofconsultingintheselectionofanomineeforPresident.ThePresidentshallhaveavetopoweroverallactionsofcommittees,collegefacultiesandthecouncilsoftheFacultySenate,whichpowershallbeexercisedbysendingawrittenexecutiveordertothebodyconcerned.InallmattersnototherwiseprovidedforintheConstitutionandBylaws,thePresidentshall,undertheBoardofTrustees,haveplenarypower.
第一节校长-校长是学校的首席执行官并对所有活动行使总的监督管理。
校长由理事会指定担任，如果校长辞职，退休或死亡，上院指导委员会要能在选择校长提名人时为理事会咨询。
校长对委员会，学院院系和学校评议会理事会的所有行为都具有一票否决权，该权力通过送达书面行政命令到相关机构才能行使。
Section2.THEPROVOST-TheProvostshallbetheprincipalexecutiveofficerunderthePresidentandshallexercisethefunctionsofthePresidentinthePresident’sabsence.InthecaseofdeathorincapacitatingillnessofthePresident,theProvostshallexercisesuchfunctionsuntilformalprovisionsaremadebytheBoardofTrustees.TheProvostshallassistthePresidentinsuchwaysasthelattermaydesignate.TheProvostshallbeappointedbythePresident.
第二节教务长-教务长是在校长领导下的主要行政负责人，校长不在时行使校长职能，如果校长死亡或因病不能胜任，教务长应行使校长职能直到理事会制定出正式规定。
教务长要按照校长指定的方式进行助理工作。
校长指定任命教务长。
Section3.OTHERADMINISTRATIVEOFFICERS-ThereshallbesuchotheradministrativeofficersasthePresidentmaydesignate.TheyshallhavesuchdutiesasthePresidentmayassignthem.Inthecaseoftheabsence,death,orincapacitatingillnessofthePresidentandtheProvost,thesenioradministrativeofficer,previouslydesignatedbythePresidentandrecordedwiththeofficeoftheBoardofTrustees,shallassumealltheauthorityandresponsibilityofthePresidentuntilformalprovisionsaremadebytheBoardofTrustees.
第三节其他行政官员-学校应该有这样一些由校长任命的其他行政官员，他们要履行校长指派的职责如果校长河教务长死亡或因病不能胜任，由校长先前指定并在理事会办公室登记过的高级行政官员决定校长的所有权力和职责直至理事会制定出正式规定。

Section4.PRESIDENTIALCOMMITTEES-ThePresidentshallhavetheauthoritytoappointsuchcommitteesandothergroupsasaredeemednecessarytoaidintheperformanceofpresidentialduties.
第四节校长委员会-校长有权指定此类委员会和其他一些被认为是对履行校长职责有帮助的团体。
Section5.ACADEMICANDPROFESSIONALASSEMBLY:
TheAcademicandProfessionalAssembly（APA）shallbetheorganizationalrepresentativeoftheUniversity’sacademicandprofessionalstaffnotrepresentedintheFacultySenate.TheAPAshallhavetheauthoritytodefineitsmembership,toapproveitsownbylaws,toappointcommitteesandothergroupsasaredeemednecessarytoaidintheperformanceofitsmission,andtoserveinanadvisorycapacitytothePresidentandtheFacultySenate.
第五节学院和专业集会-学院和专业集会（APA）应该是代表学校的学院和专业人员组织而不代表学校评议会。
APA有权决定自己的成员并批准次要法规，指定委员会和其他一些被认为是对履行任务有帮助的团体，以顾问的身份服务于校长和学校评议会。
ArticleIII第三章
THEFACULTY教职员
Section1.FACULTYDEFINED.ThefacultyoftheUniversityofFloridaarethosepersonsemployedbytheUniversityofFloridaduringtheregularacademicyearwhoseprimaryassignmentistocarryouttheacademicmissionoftheUniversity,namely,teaching,researchandacademicservice.TitlesofthesepersonsshallbesetforthintheSenateBylaws.Questionsaboutthefacultystatusofanindividualshallberesolvedbyacommitteechargedwithevaluatingacademicqualificationsinthecollegeinwhichtheindividualisappointed.ThecommitteeshalldeterminestatusbasedonwhethertheprimaryassignmentisthecarryingoutoftheacademicmissionoftheUniversity.
第一节教职员-佛罗里达大学全体教职员是由佛罗里达大学定期每学年招聘的人员，他们的主要任务是执行大学的教学任务，也就是教学研究和学院服务性工作。
