   AtthesametimethatpeopleinBiloxiwerethankfulfortheadvancewarning,someresidentsofNewOrleans,Louisianawerelesssatisfied.AdaybeforeGeorgesmadelandfall,forecasterswerepredictingthatthehurricanehadagoodchanceofstrikingNewOrleans.Emergencymanagementofficialsmustbeginevacuations(疏散)wellbeforeastormstrikes.Butevacuationcostsmoney.ThemayorofNewOrleansestimatedthathiscity’spreparationsforGeorgescostmorethan50million.AfterGeorgesmissedNewOrleans,someresidentsquestionedthevalueofthehurricaneforecastsinthefaceofsuchhighcosts.
