本文将将客户的能源因素的复杂程度作为考虑审核时间的出发点，将客户的人员数量作为调整审核时间的主要考虑方面，但还考虑其它影响审核时间的因素
Inthisarticle,thecomplexityoftheenergyfactorthecustomeristakenasthestartingpointofaudittimetoconsider,takethenumberofpersonnelofclientasthemainconsideringaspectsofadjustingaudittime,otherelementsinfluencingaudittimeshouldalsobeconsidered.
技术领域的能源因素复杂程度分级
Thelevelingofthecomplexityofenergyelementsoftechnicalfield
CNAS-CC19《能源管理体系认证机构要求》给出三种能源因素复杂程度的类型。
ThreetypesofthecomplexlevelofenergyelementsarementionedinCNAS-CC19Energymanagementsystemcertificatebodyrequirements.
一级复杂程度：
该技术领域内的企业能源结构复杂，能耗量很大（年综合能耗在10000吨标准煤及以上）；
或者企业用能过程复杂，包括能源加工、转换系统，具有行业专用的能耗设备、设施或系统。

inthistechnicalfield,theenergystructureofthisenterpriseiscomplex,theenergyconsumptionisverylarge（thecomprehensiveenergyconsumptionperyearisabove1000tonstandardcoal）;
ortheenterprise’sprocessofusingenergyiscomplex,includingenergyprocessing,conversionsystem,havetheenergyconsumptionequipments,facilityorsystemwithspeciallyuseinthisfield.
二级复杂程度：
该技术领域内的企业能源结构中等，拥有2-5种能源类型，具有相对简单的用能过程但能源消耗量相对较高的企业（年能耗在2000吨标准煤以上，10000吨标准煤以下）；
或者能源消耗虽然少于2000吨标准煤/年，但其用能过程复杂性较高的企业。

theenergystructureofthisenterpriseinthistechnicalfieldismiddle,have2-5energytype,theenterpriseswhichhaverelativelysimpleenergy-usingprocessesbuttheenergyconsumptionisrelativelyhigh（theenergyconsumptionperyearisabove2000tonstandardcoal,below10000tonstandardcoal）;
oralthoughtheenergyconsumptionisbelow2000tonstandardcoalperyear,theprocessofusingenergyiscomplex.
三级复杂程度：
该技术领域内的企业能源结构简单，使用的能源类型在2种及以下，其能源消耗主要用于通用的能耗设施设备，例如照明、空间加热和冷却、通风、压缩空气和办公设备等。
Thethirdcomplexlevel:
theenergystructureofthisenterpriseinthistechnicalfieldissimple,theenergyusingtypesarelessthan2,theenergyconsumptionismainlyusedfortheenergyconsumptionequipmentsandfacilities,suchaslighting,spaceheatingandcooling,ventilating,compressingairandofficeequipments.etc.
审核时间的确定方法
对于EnMS审核时间的确定，适宜的做法是：
分析并确定客户能源因素的复杂程度根据客户的有效人数确定审核的基准时间。
除能源因素复杂程度和有效人数外的其它影响审核时间性的重要因素可能还包括（但不限于）以下方面：

analyzingandconfirmingthecomplexleveloftheclients’energyfactors,inaccordancewiththeeffectivepeoplenumbertoconfirmthebasetimeofaudit.
1.适用于能源管理体系认证的法律、法规，以及任何可能适用的行业特定要求。
1.Thelawsandregulationsonenergymanagementsystemcertification,andanyindustryspecificrequirementsthatmaybeapplicable.
2.客户与能源管理相关的活动的具体情况。
如：
实际用能方式、能效水平、设备设施等具体情况。
2.Theclients’specificsituationofactivitiesrelatedwithenergymanagement,suchas:
Theactualwayofusingenergy,theenergyefficiencylevel,equipment,facilitiesandotherdetails
3.组织多场所的情况，如耗能组织单元的数量、场所规模、分布、能耗及能源管理的异同程度、与能源管理相关的证据或或信息及复杂程度等。
确定多场所审核时间时，综合考虑组织所有场所中能源因素的复杂程度及各拟审核场所的有效人数确定基准时间。
其中心职能机构（中心办公室）的基准审核时间参考附表1。
各抽样分杨所的基准审核时间参考附表2。
以上分场所总的审核时间绝不宜少于将所有工作集中在一个场所进行（即组织的所有员工都在同一场所）时，根据运作的规模和复杂程度所计算的审核时间。

Whendeterminingthemulti-siteaudittime,consideringthecomplexityoftheenergyfactorinallplacesandtheeffectivenumberofalltheplacestobeauditedtodeterminereferencetime.Itscentralfunctionorganization（centeroffice）benchmarkaudittimerefertotable1.Theaudittimecalculatedaccordingtotheoperationscaleandcomplexlevel..
Thetotalaudittimeforallthesitesshouldbelessthantheaudittimecalculatedaccordingtotheoperationscaleandcomplexitywhichisneededwhentheworkisdoneinoneplace.
与经证实的以往能源管理体系绩效有关的因素（如利用以往审核、统计分析、能源审计、能量平衡、清洁生产审核等活动得到的结果，包括收集及验证这些结果所需的时间）；
Withprovenpastperformancefactorsrelatedtotheenergymanagementsystem（suchastheresultsacquiredaccordingtopreviousaudits,statisticalanalysis,energyaudit,energybalance,cleanerproductionauditactivities,includingthetimerequiredtocollectandverifytheresults）;
4.体系的成熟度及经证实的以往能源管理体系绩效。

5.与审核有关的基它因素（例如使用的语言、实施结合审核、联合审核或一体化审核、能耗核算边界发生变化）。

7.对于可删减人天的多班次且过程重复的受审核方,其雇员人数的计算方法如下:
雇员人数=不倒班的人数+其中一个班次的人数（取人数最多的班次的数值）

如果根据上述信息证明企业的倒班并非过程重复,则不能删减人天。

9.一个审核人日通常指完整的8小时正常工作日，不可用增加每天的工作时间来减少要使用的审核人天数；
9.Anauditmandayusuallyreferstoacomplete8hours.Themethodofreducingtheauditmandaysthroughincreasingtheworkingtimeofadaycan’tbeusedduringtheinitialplanning;
10.临时场所指一度发生在认证文件界定场所以外的被认证活动的场所和（或）地点。
场所样本的选择宜考虑活动的规模与类型、项目的不同进展阶段，以便覆盖认证所覆盖的所有范围。
临时场所在正审、年审和复评都应该纳入审核方案。
Thetemporarysitesrefertothesitesand（or）placesoutsidethedefinedsitesonthecertificationdocumentwherethecertifiedactivitieshappen.Thesesitesmaybeareimportantsitesformanagingtheprojectormaybecommonsitesforserviceandinstallation.Thenecessityofvisittothetemporarysiteandsamplingshouldbedeterminedbytheriskwhentheproductorservicedoesn’tmeettheneedand/orexpectationcausedbythenon-conformityofthesystem.Choiceofthesamplingofthesiteshouldtakeintoconsiderationthescaleandtypeoftheactivityandprogressoftheprojectsoastocoverallthescopeunderthecertification.Thetemporarysiteshouldbeincludedintheauditplanduringtheinitialaudit,annualauditandre-certification.
对于非典型的临时场所，可以不进行现场审核而改为对这些临时场所所发生的活动文件进行审核，也可以与客户组织和/或其顾客进行事前、事中或事后的会面或电话交谈；
Asforthenon-typicaltemporarysites（Forexample:
non-conformityoftheactivityofthesitedoesn’tleaddirectlytotheproductorservicenotsatisfyingthecustomer’srequirementortoaseriousriskforuse.Moreover,theactivityisonlyapartofthecertificationscope.）,anauditofthedocumentsoftheactivitycanbeusedtotaketheplaceofanon-siteaudit.Ormeettheclientorganizationand/oritscustomerbefore,duringoraftertheactivityortalkonthephone.
上述评价方法必须作好记录，确保审核有效性。
Theaboveevaluationmethodmustberecordedtoensuretheeffectivenessoftheaudit.
临时场所的审核人天及抽样原则可以参考D03《多场所企业认证作业指导书》。
11.如果采用远程的审核技术进行审核，例如通过网络进行互动活动、网络会议、电话会议和/或电子验证组织组织的过程等方式与组织接触，远程审核所占计划的现场审核员时间不能超过30%。
否则需要对审核计划作出解释，并在实施计划前获得认可机构的批准。
Iftheremoteaudittechniqueisusedduringtheaudit,suchasinteractionthroughtheinternet,netmeeting,telephonemeetingand/orelectronicverificationoftheprocessoftheorganization,timeoftheremoteauditcan’texceed30%ofthewholeplannedon-siteauditortime.Otherwise,anexplanationshouldbemadeastotheauditplanandanapprovalshouldbegottenfromthe
