AnditwasalwaysrefreshingtocomeherebecausedespitewhateverwasgoingoninCongressorWashingtonwithrespecttopartisanship,aconferenceofmayorswastrulylikeanoasisinthedesert.IcouldcomehereandberemindedofwhatMayorLaGuardiasaid,“There’snoRepublicanorDemocraticwaytopickupthegarbage.Youpickitup,oryoudon’tpickitup.”AndIlovedbeingwithpeoplewhounderstoodthat.

I’velearnedovertheyearshowimportantitistoworkwithcityhall,totrytomakesureweareconnectedupaspartnersandtogetwhatevertheprioritiesofyourpeoplehappentobeaccomplished.

Soitpays.Itpaystoworkwithyou,andIamgratefultohavethisopportunitytocomebackandseeyou.

WhenIwasSenatorfromNewYork,InotonlyworkedwiththemayorofNewYorkCity,ofcourse,IworkedwithcreativeandcommittedmayorsfromBuffalotoRochestertoSyracusetoAlbanyandsomanyotherplaces.

AndIwasparticularlyhappytodosobecausetheywerealwaysfullofideasandeagertoworktogethertoattractmorehigh-payingjobs,torevitalizedowntowns,tosupportourfirstresponders,totrytoclosethatskillsgap.

AndIwantyoutobesureofthis,whetheryouareaDemocrat,aRepublicanoranIndependent:

IfIampresident,America’smayorswillalwayshaveafriendintheWhiteHouse.

Now,asIwaspreparingtocomehere,Icouldn’thelpbutthinkofsomeofthosewhoaren’twithustoday.

TomMeninowasadearfriendtome,andtomanyinthisroom,andIcertainlyfeelhisloss.

Today,ourthoughtsarealsowithourfriendJoeRileyandthepeopleofCharleston.Joe’sagoodmanandagreatmayor,andhisleadershiphasbeenabrightlightduringsuchadarktime.

Youknow,thepassingofdayshasnotdulledthepainortheshockofthiscrime.Indeed,aswehavegottentoknowthefacesandnamesandstoriesofthevictims,thepainhasonlydeepened.

Ninefaithfulwomenandmen,withfamiliesandpassionsandsomuchlefttodo.

Asamother,agrandmother,afellowhumanbeing,myheartisburstingforthem.Forthesevictimsandtheirfamilies.Forawoundedcommunityandawoundedchurch.Forourcountrystrugglingonceagaintomakesenseofviolencethatisfundamentallysenseless,andhistorywedesperatelywanttoleavebehind.

YesterdaywasJuneteenth,adayofliberationanddeliverance.One-hundredandfiftyyearsago,asnewsofPresidentLincoln’sEmancipationProclamationspreadfromtowntotownacrosstheSouth,freemenandwomenliftedtheirvoicesinsongandprayer.

Congregationslongforcedtoworshipunderground,likethefirstChristians,joyfullyresurrectedtheirchurches.

InCharleston,theAfricanMethodistEpiscopalChurchtookanewname:

Emanuel.“Godiswithus.”

Faithhasalwaysseenthiscommunitythrough,andIknowitwillagain.

JustasearliergenerationsthrewoffthechainsofslaveryandthensegregationandJimCrow,thisgenerationwillnotbeshackledbyfearandhate.

OnFriday,onebyone,grievingparentsandsiblingsstoodupincourtandlookedatthatyoungman,whohadtakensomuchfromthem,andsaid:

“Iforgiveyou.”

Initsway,theiractofmercywasmorestunningthanhisactofcruelty.

ItremindedmeofwatchingNelsonMandelaembracehisformerjailersbecause,hesaid,hedidn’twanttobeimprisonedtwice,oncebysteelandconcrete,oncebyangerandbitterness.

Inthesemomentsoftragedy,manyofusstrugglewithhowtoprocesstherushofemotions.

I’dbeeninCharlestonthatday.I’dgonetoatechnicalschool,TridentTech.Ihadseenthejoy,theconfidenceandoptimismofyoungpeoplewhowerenowservingapprenticeshipswithlocalbusinesses,Black,white,Hispanic,Asian,everybackground.Ilistenedtotheirstories,Ishooktheirhands,Isawthehopeandthepride.

AndthenbythetimeIgottoLasVegas,Ireadthenews.

Likemanyofyou,Iwassoovercome:

Howtoturngrief,confusionintopurposeandaction?

Butthat’swhatwehavetodo.

Formeandmanyothers,oneimmediateresponsewastoaskhowitcouldbepossiblethatweasanationstillallowgunstofallintothehandsofpeoplewhoseheartsarefilledwithhate.

Youcan’twatchmassacreaftermassacreandnotcometotheconclusionthat,asPresidentObamasaid,wemusttacklethischallengewithurgencyandconviction.

Now,IlivedinArkansasandIrepresentedUpstateNewYork.Iknowthatgunownershipispartofthefabricofalotoflaw-abidingcommunities.

ButIalsoknowthatwecanhavecommonsensegunreformsthatkeepweaponsoutofthehandsofcriminalsandtheviolentlyunstable,whilerespectingresponsiblegunowners.

WhatIhopewithallofmyheartisthatweworktogethertomakethisdebatelesspolarized,lessinflamedbyideology,moreinformedbyevidence,sowecansitdownacrossthetable,acrosstheaislefromoneanother,andfindwaystokeepourcommunitiessafewhileprotectingconstitutionalrights.

ItmakesnosensethatbipartisanlegislationtorequireuniversalbackgroundcheckswouldfailinCongress,despiteoverwhelmingpublicsupport.

Itmakesnosensethatwewouldn’tcometogethertokeepgunsoutofthehandsofdomesticabusers,orpeoplesufferingfrommentalillnesses,evenpeopleontheterroristwatchlist.Thatdoesn’tmakesense,anditisarebuketothisnationweloveandcareabout.

ThePresidentisright:

Thepoliticsonthisissuehavebeenpoisoned.Butwecan’tgiveup.Thestakesaretoohigh.Thecostsaretoodear.

AndIamnotandwillnotbeafraidtokeepfightingforcommonsensereforms,andalongwithyou,achievethoseonbehalfofallwhohavebeenlostbecauseofthissenselessgunviolenceinourcountry.

Buttoday,IstandbeforeyoubecauseIknowandyouknowthereisadeeperchallengeweface.

IhadthegreatprivilegeofrepresentingAmericaaroundtheworld.Iwassoproudtoshareourexample,ourdiversity,ouropenness,ourdevotiontohumanrightsandfreedom.Thesequalitieshavedrawngenerationsofimmigrantstoourshores,andtheyinspirepeoplestill.Ihaveseenitwithmyowneyes.

Andyet,bodiesareonceagainbeingcarriedoutofaBlackchurch.

Onceagain,racistrhetorichasmetastasizedintoracistviolence.

Now,it’stempting,itistemptingtodismissatragedylikethisasanisolatedincident,tobelievethatintoday’sAmerica,bigotryislargelybehindus,thatinstitutionalizedracismnolongerexists.

Butdespiteourbesteffortsandourhighesthopes,America’slongstrugglewithraceisfarfromfinished.

Iknowthisisadifficulttopictotalkabout.IknowthatsomanyofushopedbyelectingourfirstBlackpresident,wehadturnedthepageonthischapterinourhistory.

Iknowtherearetruthswedon’tliketosayoutloudordiscusswithourchildren.Butwehaveto.That’stheonlywaywecanpossiblymoveforwardtogether.

RaceremainsadeepfaultlineinAmerica.Millionsofpeopleofcolorstillexperienceracismintheireverydaylives.

Herearesomefacts.

InAmericatoday,Blacksarenearlythreetimesaslikelyaswhitestobedeniedamortgage.

In2019,themedianwealthofBlackfamilieswasaround$11,000.Forwhitefamilies,itwasmorethan$134,000.

NearlyhalfofallBlackfamilieshavelivedinpoorneighborhoodsforatleasttwogenerations,comparedtojust7percentofwhitefamilies.

AfricanAmericanmenarefarmorelikelytobestoppedandsearchedbypolice,chargedwithcrimes,andsentencedtolongerprisontermsthanWhitemen,10percentlongerforthesamecrimesinthefederalsystem.

InAmericatoday,ourschoolsaremoresegregatedthantheywereinthe1960s.

Howcananyofthatbetrue?

HowcanitbetruethatBlackchildrenare500percentmorelikelytodiefromasthmathanwhitekids?

Fivehundredpercent!

MorethanahalfcenturyafterDr.KingmarchedandRosaParkssatandJohnLewisbled,aftertheCivilRightsActandtheVotingRightsActandsomuchelse,howcananyofthesethingsbetrue?

Buttheyare.

AndourproblemisnotallkooksandKlansman.It’salsointhecrueljokethatgoesunchallenged.It’sintheoff-handcommentsaboutnotwanting“thosepeople”intheneighborhood.

Let’sbehonest:

Foralotofwell-meaning,open-mindedwhitepeople,thesightofayoungBlackmaninahoodiestillevokesatwingeoffear.Andnewsreportsaboutpovertyandcrimeanddiscriminationevokesympathy,evenempathy,buttoorarelydotheyspurustoactionorpromptustoquestionourownassumptionsandprivilege.

Wecan’thidefromanyofthesehardtruthsaboutraceandjusticeinAmerica.Wehavetonamethemandownthemandthenchangethem.

YoumayhaveheardaboutawomaninNorthCarolinanamedDebbieDills.She’stheonewhospottedDylannRoof’scaronthehighway.Shecouldhavegoneonaboutherbusiness.Shecouldhavelookedtoherownsafety.Butthat’snotwhatshedid.Shecalledthepoliceandthenshefollowedthatcarformorethan30miles.

AsCongressmanJimClyburnsaidtheotherday,“TheremaybealotofDylannRoofsintheworld,buttherearealotofDebbieDillstoo.Shedidn’tremainsilent.”
